Special Council Meeting
May 23, 2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on May 23, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Johnson, Davis,
and Carroll.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Public
Safety Director Goldstein, Fire Chief Coppa, Human Resources Manager Kone, Community
Development Director Juetten, Park and Recreation Director Evans, Economic Development
Manager Parr, Finance Manager Bursheim, Supervising Accountant McMackins, Administrative
Intern Henderson, Student Visitor Nick Swanson, and Office Support Representative Gottschalk.
Financial Plan and Budget Goals
City Manager Callister gave a summary of the budget process and requested Council input on
financial goals and items they would like included in the upcoming budget. The Council
provided the following comments:
• Park and recreation upgrades, specifically the Plymouth Creek Center
• Trail gaps
• Train whistle ban
• Street reconstruction
• Beautification projects
• Revenue from Excel Energy property sale to offset needs in other areas
• Upcoming public safety needs (body cameras for Police Department and code
official for Fire Department)
• Replacement of driveway in front of City Hall
• costs associated with new elementary school in Wayzata School District
Lodging Tax
City Manager Callister suggested the lodging tax discussion be moved to a study session. The
Council cancelled the public hearing that was scheduled for June 13 on this item and scheduled a
study session on July 25 at 5:30 p.m. The Council requested the following information for
discussion at the study session:

• Line by line use of lodging tax money, if available, from each department in the
upcoming budget.
• What are appropriate expenditures to be funded by a lodging tax?
• How is each department promoting the City of Plymouth?
Set Future Study Sessions
The council scheduled the following study sessions:
• Cancel study session on June 13 and move the topic of future trail projects to
August 22 study session with a start time of and move start time of 5:00 p.m.
• September 12 at 5:30 p.m. — Median/beautification projects.
• September 26 at 5:30 p.m. — Consider minimum age to purchase tobacco.
• June 27 - Quarterly Manager's update following regular Council meeting
Adjournment
Mayor Slavik adjourned the meeting at 6:45 p.m.
