R ESOLUTION N O. 2017-210
R ESOLUTION R EJECTING B IDS FOR E AST M EDICINE L AKE P ARK
P HASE 1 R ENOVATION P ROJECT (PR170001.171)
WHEREAS, on April 25, 2017, City Council authorized the advertisement of bids for the East
Medicine Lake Park Phase 1 renovation. The project includes the replacement of the shelter structure
with bathrooms and an outdoor shower facility. Construction costs of Phase 1 are inclusive of the shelter
structure construction, site work, consultant’s fees and contingency; and
WHEREAS, on May 23, 2017, sealed bids were received and opened at Plymouth City Hall. The
City received four bids as outlined below; and

American Liberty Construction, Inc. $569,869.00
Parkos Construction Company $621,550.00
Ebert Construction $582,930.12
Derau Construction $651,515.00
Engineer’s Estimate $374,673.00
WHEREAS, the apparent low bid from American Liberty Construction, Inc. ($569,869) is
$195,196 higher than the engineer’s estimate; and
WHEREAS, staff is recommending to reject all bids, make a few minor structural adjustments
to the plan and re-bid in December 2017 when the bidding climate is likely to be more favorable.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the bids for the East Medicine Lake Park Phase 1 renovation project are rejected.
APPROVED by the City Council on this 13th day of June, 2017.
