Special Council Meeting
May 9, 2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on May 9, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Davis, Johnson,
and Carroll.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Park and Recreation Director Evans, Economic
Development Manager Parr, Public Safety Director Goldstein, Administrative Intern Henderson,
and City Clerk Engdahl.
Lodging Tax
Economic Development Manager Parr provided a presentation on implementing a lodging tax
and establishing a Convention and Visitors Bureau (CVB) to facilitate a range of promotional
economic development activities utilizing lodging tax proceeds. She noted the following
regarding establishing a CVB and the goals:
• It would be set up as a 501(c)(6) entity.
• CVB would be made up of stockholders.
• Work in a broader area in promoting events. The City would be part of a larger
delegation other than just its own political boundary.
• Lodging tax is collected from the customer, not the hotel, to promote the City as a
destination.
• Opportunity to tap into Explore Minnesota.
• If the CVB isn't successful, it could be dissolved.
The Council provided the following comments:
• If this is a new tax, is there enough benefit to warrant it?
• Determine how the funds will be spent and evaluate its effectiveness.
• Concern of the City being left behind when other area cities have a lodging tax.
• Being able to form partnerships without sacrificing our own identity.
The Council requested receiving additional information regarding their input as well as a Bylaws
template for the forming of a CVB. In addition, they requested this item be placed on the
May 23 study session agenda for further discussion.

Sexual Offender Residency Ordinance
Public Safety Director Goldstein provided a very high level overview of the staff report on this
item.
The Council stated they generally support a sexual offender residency ordinance but requested
more information on setback distance from schools, licensed daycares, parks, and places of
worship (1,000 feet, 1,500 feet, and 2,000 feet). This item would be placed on a future regular
Council meeting agenda.

Mayor Slavik adjourned the meeting at 6:58 p.m.
