Special Council Meeting
April 11, 2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on April 11, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Davis, Johnson,
and Carroll.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Park and Recreation Director Evans, Economic
Development Manager Parr, Deputy Police Chief Plekkenpol, Fire Chief Coppa, Deputy Director
of Parks and Recreation Northway, Recreation Manager Hemp, Recreation Supervisor Pearson,
Plymouth Creek Center Manager Fleck, and City Clerk Engdahl.
Plymouth Creek Center Feasibility Study
Representatives from Hammel, Green and Abrahamson, City consultant/architect, discussed a
feasibility study for the potential renovation and expansion of the Plymouth Creek Center (PCC).
Option A, the preferred option, would cost approximately $23,853,476. The current square
footage of 26,425 would be increased to 46,403. The proposed expansion in different areas of
the facility was determined by input received from stakeholders (primary users of the facility).
The Council provided the following feedback:
• Expanding the fitness area could compete with the private sector. Could there be
partnerships/contracts with private businesses.
• Ambitious expansion to serve a variety of interests.
• Requested revenue projections/analysis and recaptured revenue that the City is currently
losing due to lack of available space.
• Information needs to be provided to residents on cost of expansion.
• Include an option to construct basement under the proposed gym for a potential second
gym -
Include a coffee shop component.
The Council requested staff to bring this back to the Council as part of the CIP discussion later
this year.
Due to running out of time, the Council stated they would be adding setting future study sessions
to tonight's regular agenda which includes setting a new date for the Sexual Predator Ordinance.
