Item: Housing and Redevelopment Authority and Staff
1. ACTION REQUESTED:
Provide the Housing and Redevelopment Authority (HRA) and staff with policy direction relating to
affordable/workforce and senior housing.
2. BACKGROUND:
Over the past few years, the Council has had various discussions relating to affordable and senior housing
that have resulted in requests form councilmembers for additional information. Further, staff has been
receiving inquiries from affordable/workforce and senior housing developers on possible developments.
At the April 25 meeting, staff will present high-level information on affordable/workforce and senior housing
in the City. To help with discussion, attached are the maps and a list of current affordable housing
developments that will be used in the presentation.

Affordable Housing Programs
Community Development Block Grant (CDBG) Program
First Time Homebuyer Program — To date we have assisted 187 low and/or moderate -
income clients since 1990. This program provides a zero interest deferred loan of up to
$25,000.
Housing Rehabilitation Program — To date we have assisted 310 low-income clients since
1975. This program provides a zero interest deferred forgivable loan of up to $30,000.
Social Service Agencies — up to 15% of annual CDBG allocation is awarded to social
services agencies, typically serve 5-6 social service agencies per year.
Housing Choice Voucher Program (Section 8) — 342 vouchers for 2017. This includes
"port -in" and "port out" vouchers.
Senior Rental Housing (HRA Owned)
Plymouth Towne Square — 99 units (all are subsidized by the HRA) The Plymouth HRA
owns and operates this senior apartment property. The HRA provides an annual subsidy
between $215,000 - $230,000 from the HRA's levy.
Vicksburg Crossing — 96 units (34 units with income and rent restrictions). The Plymouth
HRA owns and operates this mixed income senior apartment property. The HRA provides
an annual subsidy between $20,000 - $50,000 from the HRA's levy.
Affordable Housing Projects
Rental Projects
At The Lake Apartments — 204 existing units (20 rent and income restricted units, 41
income restricted units, 143 market rate units). The City issued Housing Revenue Bonds.
Axis — 157 units (16 workforce housing units) — The City approved $2.5 million in TIF to
facilitate the redevelopment of the Brown's Market site. They also received $750,000 from
the Met Council's LCDA program. This project is anticipated to open in early 2017.

Bassett Creek Commons — 46 units. City provided tax increment financing.
Currents — 318 units (64 units are income restricted). The City issued Housing Revenue
Bonds.
Hammer Residences — 15 units. HRA provided assistance for accessibility modifications
to group homes for developmentally disabled adults located on scattered sites throughout
Plymouth.
Kimberly Meadows — 39 federally subsidized units.
Lakeview Commons — 64 Low Income Tax Credit units.
Lancaster Village — 160 units (32 units are income and rent restricted). The City issued
Housing Revenue Bonds.
Mission Oaks — 26 federally subsidized units.
Parkside Apartments — 211 existing units (21 rent and income restricted units, 42 income
restricted units, 148 market rate units). The City issued Housing Revenue Bonds.
Shenandoah Woods Apartments — 64 units (40 Low Income Tax Credit units, 6 MHOP
units, 18 market rate units).
Stone Creek Village — 130 units (13 Low Income Tax Credit units, 13 MHOP units, 8
Project -Based Section 8 units and 96 market rate units). The City provided tax increment
financing. The Plymouth HRA provided two below market rate loans. They also received
$200,000 from the Met Council and $400,000 from Hennepin County
Vicksburg Commons — 50 units (all income and rent restricted with 4 homeless units).
Common Bond owns and manages this tax credit project. The City also provided tax
increment financing and 5 Project -Based Section 8 vouchers. They also received funding
of $300,000 from the Met Council.
West View Estates — 67 units (67 Low Income Tax Credit Units). The City provided
$600,000 in TIF and 7 Project -Based Section 8 vouchers. They also received $300,000 in
funding from the Met Council. The property opened in the spring of 2012.
Willow Woods — 40 units (39 Low Income Tax Credit Units). The Plymouth HRA provided
a below market rate loan.
Ownership Projects
Habitat for Humanity — 4 new townhomes. The Plymouth HRA donated the land
Harvest Hills — 1 new townhome. HRA, CDBG and MHFA funds.
Plymouth Crossing — 6 new townhomes affordable to households at or below 80 of AMI.
Condition of sale of City owned property.

Plymouth Housing Alliance — City provided CDBG funds for the development of a large
single family home for a 10 person low-income family.
Plymouth Housing Alliance and Community Builders Accessible Homes — 2 single-
family accessible homes. CDBG and HRA funds. The HRA currently owns one of the
homes.
The Reserve — 25 new townhomes. The City used CDBG funds and grants received from
Met Council ($142,000), MHFA ($75,000) and IOCP ($20,000).
Timber Creek Crossing — 4 new townhomes. HRA, CDBG and MHFA funds.
Village At Bassett Creek — 71 new townhomes (20 affordable & 51 market rate). City
provided tax increment financing.
West Hennepin Community Builders — 3 single-family homes. CDBG funds.
