The Elm Creek Watershed Management Commission proposes to revise its Third Generation Watershed
Management Plan Capital Improvement Plan in a minor amendment that would add two projects,
remove one project, and shift the timetable for four other projects.
At their April 12, 2017 meeting the Commissions elected to go forward with the Minor Plan
Amendment, scheduling a public meeting at their regular meeting on May 10, 2017 at 11:30 am. As
required, notice of this meeting will be published twice prior to the meeting, and notice of the proposed
minor plan amendment will be mailed to the member cities, Hennepin County, the Met Council, and the
state review agencies for review and comment.
The Commissions' Technical Advisory Committee (TAC ) met on April 12, 2017 to review the revised CIP
and recommended that the new and revised projects be included on the 2017 CIP. The Commission's
current policy is to cost -share 25 percent of the cost of a qualifying project, up to $250,000, with that
share funded by certifying, in accordance to Minnesota Statutes 10313.251, that share to Hennepin
County, which will levy an ad valorem tax on all property within the Elm Creek watershed.
A copy of the Notice of Public Meeting and the proposed revised CIP are attached.
The Commission also seeks comment from other reviewers. If you have questions, please contact the

Elm Creek Watershed Management Commission
TO WHOM IT MAY CONCERN:
Notice is hereby given that the Elm Creek Watershed Management Commission will meet at Maple
Grove City Hall, 12800 Arbor Lakes Parkway, Maple Grove, MN, on Wednesday, May 10, 2017, at
11:30 a.m., or as soon thereafter as the matter may be heard, for a public meeting on a proposed
management plan amendment.
The Commission proposes to amend its Third Generation Watershed Management Plan to adopt
revisions to its 2017 Capital Improvement Program (CII').
The following projects would be added:
Elm Creek Stream Restoration Reach D, Plymouth, est cost $850,000, Comm share in 2018
$212,500
Cowley -Sylvan Connections BMPs, Rogers, est cost $300,000. Comm share in 2018 $75,000
The following project would be removed:
Stonebridge Storm Sewer Retrofit, Maple Grove.
Funding for the following projects would be shifted:
Fox Creek at South Pointe, Rogers, est cost $90,000, shift $22,500 from 2017 to 2019
Stone's Throw Wetland, Corcoran, est cost $450,000, shift $112,500 from 2017 to 2018
Ranchview Wetland Restoration, Maple Grove, est cost $2,000,000, shift $250,000 from 2017 to
2018
Watershed -wide Ag BMPs, est cost $50,000 annually, shift $50,000 from 2017 to 2020-2024
The remaining projects on the CIP are unchanged.
The Elm Creek watershed includes parts of the cities of Champlin, Corcoran, Dayton, Maple
Grove, Medina, Plymouth and Rogers.
Persons who desire to be heard with reference to the proposed amendment will be heard at this

Third Generation Watershed Management Plan
Dear Mr. Christopher:
The Shingle Creek and West Mississippi Watershed Management Commissions on April 13, 2017, initiated a
Minor Plan Amendment to their joint Third Generation Watershed Management. The proposed
amendment is attached.
At their May 11, 2017 meeting the Commissions will hold a public meeting to discuss the proposed minor
plan amendment and any comments received prior to or at the meeting. Notice was sent to the member
cities, county, and reviewing agencies, and published as required by statute and the Plan. After that
discussion, each Commission may consider a resolution adopting the Minor Plan Amendment contingent on
County Board approval of the Minor Plan Amendment.

Shingle Creek and West Mississippi Watershed Management Commissions
The Shingle Creek and West Mississippi Watershed Management Commissions propose to amend their joint
Third Generation Watershed Management Plan to adopt a revision to the Capital Improvement Program (CIP).
This revision adds a second phase to an existing project and adds specificity of description to a second project
on the CIP.
The proposed minor plan revision is shown as additions (underlined) or deletions (strike A, -ts) to Table 4.5,
Shingle Creek WMC Third Generation Plan Implementation Plan, and Appendix F, CIP Descriptions, of the
Management Plan.

Shingle Creek Reaeration Project Phase 2
The overall oroiect is the desien, fabrication and installation of mechanical or passive stream reaeration
structures that are artistic in design and appearance and practical in function. These structures are being
installed in three locations in public parks on Shingle Creek where TMDL modeling determined that traditional
stream roughness reaeration structures such as riffles or vanes would not be sufficient to increase dissolved
oxygen above the aquatic life standard. This phase of the protect would add solar power energy sources to
power the mechanical aspects of the systems and to increase the ad valorem tax levy share to 100%.

Creek/drainageway within the Palmer Creek Estates subdivision. Erosion is causing drainage to leave the
existing easement and is contributing nutrients to downstream Bass Lake, a state listed impaired water.

Notice is hereby given that the Shingle Creek Watershed Management Commission and the West
Mississippi Watershed Management Commission will meet at Lancer at Edinburgh, 8700 Edinbrook
Crossing, Brooklyn Park, MN, on Thursday, May 11, 2017, at approximately 12:45 p.m., or as soon
thereafter as the matter may be heard, for a public meeting on a proposed management plan minor
amendment.
In the Shingle Creek watershed the 2017 CIP would add a second phase to the Shingle Creek
Reaeration Project in 2017 at a project cost / Commission contribution of $145,000; and would add
specificity of description to the Shingle or Bass Creek project, now known as the Palmer Creek
Estates Bass Creek Stream Restoration, in 2021 at a project cost of $450,000 and a Commission
contribution of $337,500. Three other projects would be moved to future years.
In the West Mississippi watershed the 2017 CIP would be revised to move three projects to future
years.
The Shingle Creek watershed includes parts of the cities of Brooklyn Center, Brooklyn Park,
Crystal, Maple Grove, Minneapolis, New Hope, Osseo, Plymouth and Robbinsdale. The West
Mississippi watershed includes parts of the cities of Brooklyn Center, Brooklyn Park, Champlin,
Maple Grove and Osseo.
Persons who desire to be heard with reference to the proposed amendment will be heard at this
meeting. Written comments may be submitted to the chairs of the Shingle Creek and West

Plymouth Drop -Off Day set for April 29
Plymouth, Minn. —The annual Drop -Off Day in Plymouth is set for 7:30 a.m. to 12:30 p.m. Saturday,
April 29 at the Plymouth Maintenance Facility, 14900 23rd Ave. N.
The event provides an opportunity for residents to get rid of unwanted items, including appliances,
electronics, tires, bicycles, bulky items and more.
The event is for Plymouth residents only; identification for proof of residency is required.
How it Works
Drop -Off Day features two entrances — one for disposal items and one for recycling and reusable items.
Cost for the disposal line is $20 per vehicle, per trip, while the recycle and reuse line is free.
Vehicles should enter on 23rd Avenue from Fernbrook Lane only. The gates will close to all vehicles not
in line by 12:30 p.m. No left turns or U-turns. For safety reasons, residents are asked to remain in their
vehicles while at the site.
Disposal Line ($20): Items accepted in the disposal line include tires, scrap metal, mattresses and box
springs, vehicle batteries, electronics, appliances, bulky items, remodeling material and construction
debris.
Recycle & Reuse Line (Free): Items accepted in the recycle and reuse line include bicycles and bicycle
parts, textiles and home goods, paper to shred, light bulbs and household batteries.
Textiles and Home Goods
New this year, textiles and home goods will be accepted at Drop -Off Day by Simple Recycling, a company
that helps reduce landfill waste. All materials donated are graded and sorted based on quality and
condition. Top quality materials are resold to local thrift outlets, while "unusable" items are processed
for raw materials (insulation, carpet padding, etc.). Items with mold contamination will not be accepted.

Accepted items include clothing, coats and jackets, shoes and boots, jewelry, purses, hats, toys, pictures,
mirrors, blankets, pillows and sleeping bags, drapes and curtains, backpacks, small furniture, tools,
silverware, dishes and glasses, and pots and pans.

Plymouth Police to host Night to Unite Planning Meeting May 15
Plymouth, Minn. —The Plymouth Police Department will host a Night to Unite planning meeting 7 p.m.
Monday, May 15 at the Public Safety Building, 3400 Plymouth Blvd.
The meeting will give neighborhood block party organizers the chance to gather ideas, ask questions and
learn about successful Night to Unite events held in other neighborhoods.
Night to Unite is an annual crime prevention and community building event set for Tuesday, Aug. 1.
Plymouth Police encourage neighbors to get to know one another at Night to Unite block parties and
other gatherings.
Residents can register their Night to Unite block party at plymouthmn.gov/ntu. Block parties registered
with the city may receive a visit from a fire truck, police squad or Plymouth City Council members.
Final Coordinators Meeting set for July 20
In addition to the May planning meeting, Plymouth Police will host a final coordinators meeting 6:30
p.m. Thursday, July 20 for all block party organizers at the Plymouth Creek Center, 14800 34th Ave. N.
One representative from each party should attend the final meeting to pick up complimentary T-shirts
and receive Night to Unite updates. The meeting will also include a drawing to determine which
registered block parties will receive visits from Plymouth fire trucks.
Night to Unite Kickoff Event
Prior to participating in neighborhood block parties, residents are invited to attend a free Night to Unite
Kickoff Event 2:30-4:30 p.m. Aug. 1 at the Plymouth Creek Center, 14800 34th Ave. N.
The event will showcase various facets of public safety, including a police K9, SWAT, North Memorial
helicopter, fire trucks and a Hennepin County water rescue boat. Attendees can also view live safety
demonstrations and enjoy games and free refreshments.

WATERS OF PLYMOUTH SENIOR LIVING, 11305 HIGHWAY 55 (2017 036)
Dear Property Owner:
The City has recently received an application from The Waters Senior Living, under File 2017 03 6,
requesting approval of a PUD amendment to allow five additional units within the footprint of the
existing senior residential building. Under the plan, the number of assisted living units would
increase from 61 to 64 and the number of memory care units would increase increase from 28 to
30, for a total of 94 units. No exterior changes to the building or site are proposed in conjuction
with this amendment. A map showing the location of the subject property is provided below.
This letter is being mailed to all landowners within 750 feet of the site in order to provide notice
and information about the application — in advance of the official notice that will be sent out prior
to the Planning Commission's public hearing on the matter. The City will send out another letter
notifying you of the Planning Commission public hearing date, not less than ten days prior to the
hearing date. The purpose of the public hearing is to allow neighboring property owners to appear
in front of the Planning Commission to ask questions and make comments relating to the
