R ESOLUTION N O. 2017-131
R ESOLUTION A PPROVING P LANS AND S PECIFICATIONS,
O RDERING A DVERTISEMENT FOR B IDS, AND A PPROVING A GREEMENT WITH
H ENNEPIN C OUNTY FOR THE CSAH 24 R ECONSTRUCTION AND E XPANSION
AND M ILL AND O VERLAY P ROJECT (5122)
WHEREAS, plans and specifications have been prepared for the CSAH 24 Reconstruction and
Expansion and Mill and Overlay Project between Olive Lane and Highway 55 in the City of Plymouth,
Hennepin County Project No. 961701 and City Project No. 5122 (State Aid Project No 155-020-016), and
said plans and specifications have been presented to the Council for approval; and
WHEREAS, a cooperative construction agreement with Hennepin County has been prepared in
which the City is willing to participate in the right-of-way, construction, engineering, construction
management and maintenance costs of the project.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. Such plans and specifications, copies of which are on file in the City Engineer’s office and
made a part hereof, are approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and on Quest
CDN an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The advertisement shall be published twice, shall
specify the work to be done, shall state that bids will be received by the City Clerk until
10:00 a.m. on April 28, 2017, at which time they will be publicly opened in the City Council
Chambers of the Plymouth City Center building at 3400 Plymouth Boulevard, Plymouth,
Minnesota, by the Engineer and City Clerk, will then be tabulated, and will be considered
by the Council at 7:00 p.m. on May 9, 2017, in the City Council Chambers. Any bidder
whose responsibility is questioned during consideration of the bid will be given an
opportunity to address the City Council on the issue of responsibility. No bids will be
considered unless sealed and filed with the City Clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the City Clerk for five percent of the
amount of such bid.
3. That Agreement No. PW 02-17-17 with Hennepin County has been approved and
the Mayor and City Manager are authorized to execute the agreement and any
amendments to the agreement.
