Special Council Meeting
March 28, 2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on March 28, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Prom, Johnson, Carroll, and
Davis.
ABSENT: Councilmember Willis.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Deputy Director of Park and Recreation Northway,
Recreation Manager Hemp, Transit Administrator Kasin, Administrative Intern Henderson, and
City Clerk Engdahl.
Transit Update
Transit Administrator Kasin provided a transit update. The Council suggested these updates be
held approximately every six months and for future updates, staff provides information regarding
riders per route, subsidy per route, established goals and how to accomplish future goals, and
fare increases.
The Council discussed the request from the Plymouth Civic League to wrap a bus for advertising
Music in Plymouth. The discussion centered around managing content and design of advertising
and who would be permitted to advertise as the City currently doesn't have a policy for
advertising on City busses.
Mayor Slavik left the meeting to meet with boy scouts (6:40 p.m.) and prior to leaving, she
indicated she was in opposition to this request.
Motion was made by Councilmember Carroll, and seconded by Prom, to deLly the Plymouth
Civic League's 's request to wrap a bus. With Johnson, Wosje, and Davis voting no, and Carroll
and Prom voting yes, the motion failed.
The Council requested that the Plymouth Civic League present a concept drawing for the
Council to review.

Parking Ramp Concept Plan for Agora Development
Administrative Services Director Fischer stated due to the developer submitting additional
information since the packets were distributed for this meeting, this item needs to be tabled for
staff to review those items.
Set Future Study Sessions
The Council modified and/or set the following study sessions:
• April 11 at 5:30 p.m. — Added to the agenda the parking ramp concept plan for the Agora
Development and sexual predator ordinance.
• May 23 at 5:30 p.m. — Financial Plan and budget goals.
• August 15 at 6:00 p.m. — Budget and CIP.
• August 22 at 5:30 p.m. — Budget and CIP.
• August 29 at 6:00 p.m. (if needed) — Budget and CIP.
• November 14 at 5:30 p.m. — Budget.
Adjournment
Mayor Slavik adjourned the meeting at 6:55 p.m.
