Special Council Meeting and
Special EDA Meeting
January 24, .2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on January 24, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, Johnson, Carroll,
and Davis.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Public Works Director Cote, Park and Recreation
Director Evans, Fire Chief Coppa, City Engineer Renneberg, Economic Development Manager
Parr, Administrative Intern Henderson, and City Clerk Engdahl.
Ponderosa Ponds Proiect
Public Works Director Cote discussed the staff report regarding this project. He noted the
contractor started construction later than anticipated, experienced a number of weather related
delays, encountered unanticipated subsurface conditions and deeper than normal watermain and
private utilities buried directly beneath the pavement which contributed to significant delays. In
addition, the contractor had poor performance from one of their watermain replacement crews.
He stated staff negotiated and received liquidated damages for a $48,000 reduction in the
contract. He stated if it's the Council's desire to pass this reduction to the 48 affected property
owners ($1,000/property owner), staff suggests a rebate rather than reducing the already certified
assessments.
After a considerable amount of discussion, the Council agreed to pass this $48,000 reduction in
the contract amount to the 48 property owners ($1,000/property owner). Staff was directed to
prepare the documents for Council approval at the February 14, 2017 Council meeting.
Memberships to Various Agencies and Organizations
No changes were made to the City's memberships to various agencies and organizations.

Mayor Slavik adjourned the Special Council Meeting at 6:17 p.m.

ECONOMIC DEVELOPMENT AUTHORITY MEETING
President Slavik called a Special Meeting of the Economic Development Authority to order at
6:17 p.m. in the Medicine Lake Room of City Hall.
BOARD MEMBERS PRESENT: President Slavik, Commissioners Wosje, Willis, Prom,
Johnson, Carroll, Davis, Assistant Treasurer Callister, and Secretary Engdahl.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Public Works Director Cote, Park and Recreation
Director Evans, Fire Chief Coppa, City Engineer Renneberg, Economic Development Manager
Parr, and Administrative Intern Henderson.
Development District No. 7 and Tax Increment Financing District 7-9
Since this item is on this evening's regular Council agenda as a public hearing, the
Commissioners requested only one presentation, which would be at that time. Therefore, no
discussion was held on this item.
Adiournment
President Slavik adjourned the EDA meeting at 6:25 p.m.
