City, Rotary partner to offer free CPR/AED training
Plymouth, Minn. – The City of Plymouth Public Safety Department and Rotary Club of Plymouth have
partnered to offer five upcoming Heart Safe Plymouth training sessions, which teach bystander CPR and
AED use to the public.
The free trainings are set for 7-8 p.m. Wednesdays Feb. 15, March 1, March 15, April 5 and April 19 on
the second floor of the Plymouth Public Safety Building, 3400 Plymouth Blvd, adjacent to City Hall.
Register for CPR/AED Training
Space is limited to 30 participants per training session and registration is required. Due to the popularity
of the training sessions and limited space, early registration is encouraged. To register, visit
heartsafeplymouth.eventbrite.com.
About the Training Sessions
The one-hour training sessions are open to teenagers and adults who are interested in learning to help
save lives. Participants can learn hands-only CPR, which teaches chest compressions without mouth-to-
mouth breaths, as well as the use of an AED.
An AED, or Automated External Defibrillator, is a portable electronic device that automatically detects
disturbances in the rhythm of a heartbeat and is able to treat them through defibrillation, the
application of electrical therapy, allowing the heart to re-establish an effective rhythm.
Heart Safe Plymouth Background
The City of Plymouth was designated a Heart Safe Community in 2013 by the American Heart
Association. The program recognizes efforts by individual communities to improve their system for
preventing deaths caused by sudden cardiac arrest.
Rotary Club of Plymouth began holding free CPR and AED training sessions in 2012 and has helped train
more than 3,600 Plymouth residents and businesspeople. Sponsors include Heart Safe communities
through AHA, Minnesota Department of Health and Allina Health.

Home Alone Workshop for children set for Feb. 16
Plymouth, Minn. – The Plymouth Public Safety Department will host a Home Alone Workshop 6:30-
7:45 p.m. Thursday, Feb. 16 in the second-floor training room of the Plymouth Public Safety Building,
3400 Plymouth Blvd.
The program is geared toward children ages 8-10.
The workshop will teach children how to respond to an emergency if they’re home alone. Public safety
staff will work interactively with participants to discuss a variety of scenarios and issues, including
dialing 911, fire prevention in the home, personal safety, severe weather awareness, scalds and burns,
home fire escape plans, internet safety and cyber bullying.
Cost is $5 for each child. Class size is limited to 30 participants and early registration is encouraged.
Additional workshops are also set for Tuesdays April 18 and May 16.

Both sides want more control over moratoriums.

Twin Cities homebuilders want to make it harder for cities to abruptly halt development through building
moratoriums like those imposed in Minneapolis and Lake Elmo in recent years.
A proposal winding through the Legislature would require cities to give 10 days’ notice and hold a public
hearing before imposing a moratorium on housing. A supermajority vote of the City Council also would be
required.
The Builders Association of the Twin Cities, one of the groups pushing for the change, said existing laws
allow the process to move too quickly — disrupting complex, long-term development plans. David Siegel,

the group’s executive director, said they are not trying to take away cities’ rights to issue moratoriums, but
ensure due process and proper notification.
“There’s no notice. There’s no consideration. There’s no discussion. Vote taken, majority rules,” Siegel
said.
Groups representing cities are pushing back on the idea, noting that it’s sometimes necessary to pause and
study an issue. Irene Kao with the League of Minnesota Cities said cities rarely pursue moratoriums,
reserving them for urgent situations.
“So in situations where they need to act, they do tend to need to act quickly,” Kao said.

This is the second time the Builders Association has tried to address the issue at the Legislature. The
measure passed through the House last year, but died in a Senate committee. This year, its Senate author,
Sen. Dan Hall, R-Burnsville, chairs the Local Government committee. The bill will get its first hearing
Tuesday.
The effort comes several years after the Minneapolis City Council suddenly halted all home demolitions
and new home construction in several southwest neighborhoods, responding to a spate of teardowns that
were frustrating neighbors. The moratorium was introduced by Council Member Linea Palmisano and
received unanimous council approval without discussion.

It jolted the architects, builders and others working on projects in that corner of the city.
“It was very sudden,” said Katie Elfstrom, press secretary for the Builders Association. “And so it kind of
left people that were in the middle of work — it had a big impact on them.”
But Palmisano said it was urgent.
“In this urban environment, people were five feet away from these huge holes in the ground,” she said.
“And gas lines were shifting, they were being evacuated out of their homes with ... ladder trucks in the
middle of the night.”
State law allows cities to impose a moratorium to protect the planning process or the health and safety of
its citizens. The ordinance can “regulate, restrict, or prohibit any use, development or subdivision” for up to
a year.
The 2014 Minneapolis moratorium lasted about five weeks, and was followed by new rules on home sizes
and construction management.
In 2012, Minneapolis halted large-scale development in parts of the Linden Hills neighborhood. In Lake
Elmo, where growth and development have been controversial, the City Council voted 3-2 to temporarily
put the brakes on new housing in 2015.
Siegel said builders will be very attentive if cities ask them to reform their construction practices in
advance of a potential moratorium.
“The threat of being able to do a moratorium, frankly, is as powerful as the moratorium itself,” Siegel said.

'Heart jacket' startup Mardil
raising $5M

Mardil Inc., a startup developing a medical device that wraps around the
heart, is seeking $5 million in financing, according to a regulatory filing.
The Plymouth-based company is developing a heart "jacket" with inflatable
chambers that surrounds a portion of the heart. Pressure applied by the device
aims to prevent heart valves from leaking.

Mardil has raised about $4.3 million from 25 investors so far through the sale
of debt securities, the filing shows. The company has been relatively quiet
since raising about $6 million in a round led by Malaysia's innovation agency,
Agensi Inovasi Malaysia, about three years ago.
It started a clinical trial in January 2016 that's estimated to wrap up in March
2010, according to a U.S. National Institutes of Health website that tracks
clinical trials. Mardil CEO Jim Buck couldn't be immediately be reached for
comment.

If Mardil's heart-wrap concept sounds familiar, that may be because its
product incorporates assets acquired from Acorn Cardiovascular, a Twin Cities
startup that spent more than $100 million in venture capital before shutting
down. Acorn referred to its product as a heart sock (yet another company,
Paracor Medical Inc., had a "heart bra").
Mardil raised about $10 million from U.S. investors before heading to
Malaysia for funding.

A Plymouth man pleaded guilty Monday to stealing thousands of dollars from his elderly mother,
including wheeling her while unresponsive into a bank to make a withdrawal just hours before she was
pronounced dead.
David Vanzo, 59, of Plymouth, will serve 3½ years in prison for financial exploitation of a vulnerable adult
over $35,000. Charges of criminal neglect and attempted theft by swindle were dismissed.
"It is hard to comprehend how a son could be so greedy as to pack his obviously ailing mother into a taxi
and push her into the bank just to obtain a few more dollars," Hennepin County Attorney Mike Freeman
said in a statement. "He was her primary care provider and he failed at that, as well."

Vanzo was arrested in March in California and extradited to Minnesota. He will be sentenced Feb. 21.
According to the criminal complaint: Vanzo and his 90-year-old mother entered a Wells Fargo branch
office in January 2015, where he withdrew $850 from his mother's account. The woman was slumped over
in her wheelchair, unresponsive and dragging her feet as Vanzo pushed the chair, witnesses said.
Six hours later, Vanzo called Plymouth police to report his mother's death. Officers found her on a soiled
bed, still in a coat and boots. A medical examiner who said she was covered in feces and painful bed sores
was unable to determine whether she would have been alive at the bank.
Vanzo moved in with his mother in 2007 and was given power of attorney over her finances in 2012. Until
her death, Vanzo allegedly withdrew about $260,000 from her accounts and a reverse mortgage and spent
the money on gambling and women.
He admitted Monday in court that his mother was a vulnerable adult and he took more than $35,000 and
used it for himself. He acknowledged that this was a major economic offense because it involved
substantially more than $35,000 and he made numerous bank transactions over a number of years.
Such an admission allows the judge to impose a higher sentence than what the Minnesota Sentencing
Guidelines would otherwise allow.

Plymouth’s current trail system is an established network of more than 166 miles of city, county and
state trails and sidewalks that connect most neighborhoods to parks, schools and commercial areas.
Within the trail network, there are gaps that need to be filled, and connections that must be made to
ultimately provide better access to schools, parks, transit facilities and other destinations.
Most recently, the City Council requested information on the feasibility and cost associated with
building a trail along 32nd Avenue to provide pedestrian access to the new Fresh Thyme commercial area
on Vicksburg. Plymouth Engineering Department has completed the feasibility review on the 32nd
Avenue trail, as well as, several other trail gaps that have been identified based on residential requests,
usage and/or safety concerns.
The Parks and Recreation Advisory Commission (PRAC) will be reviewing all of the trail gap requests,
prioritizing them and forwarding their recommendations to the City Council for final approval. Approved
trail project will be scheduled into the Capital Improvement Program (CIP) for 2018-2022.
In 2017, the CIP includes two trail gap projects ($235,000); Fernbrook Lane from County Road 6 to the
Luce Line Trail and the CSAH 24 trail gap.
Attached for your review is the 2016 Trail Gap Feasibility Report, which includes an analysis of eight
different locations for consideration. The chart below identifies the trail locations.

Introduction
This report addresses the feasibility of potential park trail gap projects as requested by the Park and
Recreation Department in their September 27, 2016 memo. This report includes general design and location
recommendations as well as a cost estimate for each trail section. These recommendations and estimates are
preliminary in nature and a full design should be performed to obtain final design and cost information.
Potential easement acquisition is also addressed in cases where available right of way is insufficient for trail
construction. The capital improvement projects listed in the 2017 – 2021 Capital Improvement Program (CIP)
have been evaluated for their impact on the potential trail gap projects. The location of underground utilities
have not been verified in the preparation of this report. Their location may impact the proposed location of
the trails and should be verified prior to construction. Hennepin County will need to be contacted where trail
construction occurs in County right of way to obtain necessary permits. Trails widths were assumed to be 10
feet wide when adjacent to curb and gutter in accordance with City details and past practice. Hennepin
County review and approval of construction plans will be required when trails are constructed in Hennepin
County right of way or when Hennepin County funds are used. Hennepin County may also require trail widths
to be 12 feet when constructed adjacent to curb and gutter in Hennepin County right of way or when funded
in part by Hennepin County.
32nd Avenue
Vicksburg Lane to Entrance to Grocery Store (North) – Trail Gap 113
The proposed project on the north side of 32nd Ave N would fill the gap from Vicksburg Ln to
the Fresh Thyme grocery store entrance. The site contains sloped grass boulevards with rows of mature trees,
2 fire hydrants, 2 commercial driveways, 4 street signs, 2 private utility boxes, 1 traffic signal controller box, 2
signal hand holes, and a traffic signal pole. A retaining wall at the grocery store entrance is present where the
tie in point would be. Right of way is consistent at 8-10 feet behind the curb.
A 10 foot wide bituminous trail approximately 510 feet long is proposed. The trail would be installed
following the back of curb from the northwest side of Vicksburg Ln and 32nd Ave with signal upgrades and
striped crosswalk for the pedestrian crossing. This intersection would include 2 pedestrian ramps with one
located on either side of Vicksburg Ln.
The trail would then follow the curb radius to the east, where there would be a conflict with the traffic
signal controller box, 2 private utility boxes, and a fire hydrant. These are major obstacles to move as they are
all very close together, and the signal would have to be de-energized for a prolonged period of time as well to
move the controller. The signal hand holes would be in the trail and would need to be adjusted. The fire
hydrant would also need to be relocated behind the new trail.
Moving to the east, a long retaining wall would need to be constructed along the berm on the back
edge of the trail for the entire distance to maintain the slope requirements. The wall would taper at the drive
way entrances and tie in with the existing wall at the grocery store entrance tie in point. One tree would need
to be removed as well. There would be 4 more pedestrian ramps with one on each side of the 2 commercial
driveway aprons.
In areas where existing right of way is inadequate to construct a standard trail and requisite retaining
walls an easement would need to be obtained (Figure 1). A survey would need to be performed to verify
existing right of way and to determine the exact easements to be acquired. Payment for trail easements is
generally not issued by the City so the costs of obtaining easements, if any, have not been included in the cost
estimate for this section of trail. Temporary right of entries would need to be obtained from property owners
for restoration.

A mill and overlay of Vicksburg Lane from Highway 55 to County Road 6 is scheduled for 2019 in the
CIP which could potentially impact this trail project. Pedestrian ramps not in compliance with ADA are
reconstructed at the time of a mill and overlay. If the mill and overlay were to occur first the future trail
project should be considered during the design of the pedestrian ramps on 32nd Avenue at Vicksburg Lane so
that they would not have to be reconstructed to accommodate the trail.

Vicksburg Lane to Entrance to Grocery Store (South) – Trail Gap 113
A trail constructed on the south side of 32nd Avenue N would fill the gap from Vicksburg Ln to
the Fresh Thyme grocery store entrance. The site contains sloped grass boulevards, mature trees, 1
commercial driveway entrance, 3 street signs, 1 concrete staircase, 2 private utility boxes, 1 small
retaining wall planter, 2 sanitary manholes, 1 traffic signal pole, 1 signal hand hole, a fiber vault, and a
concrete valley gutter drain. Right of way is consistent at 8-10 feet behind the curb.
Proposed is a 10 foot wide bituminous trail roughly 520 feet long. The trail would be installed
following the back of curb, beginning at the southwest side of Vicksburg Ln and 32nd Ave, with signal
upgrades to accommodate pedestrian movement and a striped crosswalk for the pedestrian crossing.
This intersection would include 2 pedestrian ramps with one on either side of Vicksburg Ln.
Moving to the east installation of storm sewer should be considered to eliminate the valley
gutter discharging storm runoff across the trail. The existing fiber vault and signal hand hole would need
to be adjusted and would most likely be located in the trail. Slopes behind the trail are mild and could be
graded to accommodate the trail. A retaining wall planter would need to be relocated and the nearby
tree removed. Two private utility boxes would need to be relocated in front of the Banner building and
the concrete staircase would need to be redesigned to accommodate the trail as well. A mid-block
crossing would be required to connect to the grocery store sidewalk.
A survey should be performed to verify existing right of way to determine if it is necessary to
acquire easements. In areas where existing right of way is inadequate to construct a standard trail an

Old County Road 15 to 6th Avenue North (East) – Trail Gap 112
This proposed project on the east side of Revere Ln would connect Old County Rd 15 with 6th
Ave N. The project site contains flat, treeless grass boulevards, 1 sign, 1 electric manhole, an existing
pedestrian crossing at the 6th Ave northbound right turn lane, an existing pedestrian crossing with signal
and crosswalks across 6th Ave and Hwy 55, and an existing trail linking Hwy 55 and Old County Road 15.
The right of way is consistent at 9-10 feet behind the curb.
A 10 foot wide bituminous trail approximately 335 feet long is proposed. The trail would be
installed inside the pork chop following the back of curb from the southeast side of 6th Ave and Revere
Lane to the first street crossing that is existing. One electric manhole would fall into the trail and need to
be adjusted. Included in the bid estimate are the 2 pedestrian ramps that may need to be replaced to
align the trail with the crossing and achieve ADA compliance.
The trail would then follow the back of curb to Hwy 55 where it would align with the existing
north pedestrian ramp. One sign would need to be relocated. Grading will be minimal as the project site
is flat.
A survey would need to be performed to verify existing right of way and determine any
easements that would need to be acquired. Temporary right of entries would be needed from property
owners for restoration. The Minnesota Department of Transportation should be consulted to determine

Medina Road
Greenwood Elementary to Brockton Lane (North) – Trail Gap 43
The proposed trail site on the north side of Medina road would provide a trail connection to
Greenwood Elementary and continue to the border between the City of Plymouth and the City of
Medina. The site generally consists of a grass boulevard with street signs and private utilities. The right
of way is located roughly 14-15 feet behind the back of curb.
A 10 foot wide bituminous trail roughly 3,600 feet in length is proposed. The trail would be
installed behind the back of the existing curb and gutter. A mid-block crossing would be required
adjacent to the elementary school. Pedestrian ramps are proposed at all intersections for ADA
compliance. Existing pedestrian ramps that do not meet ADA standards will be replaced. Street signs in
the trail path would need to be relocated behind the trail. Private utility companies should be contacted
in advance of this project there are gas valves and a utility vault that need adjustment. Numerous utility
poles are close to the limits of trail construction and may need to be relocated as well. A couple of small
retaining walls would likely be needed where slopes would be too steep to grade. Temporary right of
entries may need to be obtained from property owners for trail restoration and would be verified by a
survey and final design.

This proposed project on the south side of Medina Road would fill the gap from Greenwood
Elementary school to the Medina border. The site contains grass boulevards with lots of mature trees,
signs, 1 fiber hand hole, and 2 gas valves. Existing right of way is 14-21 feet behind curb which would
likely accommodate a trail without the need to acquire easements.
A 10 foot wide bituminous trail approximately 3,545 feet long is proposed. The trail would be
installed following the back of existing curb starting at the Medina border. There are would be 6
pedestrian ramps required to comply with ADA requirements with one located on either end of the
project as well as 2 for each of the neighborhood entrances. Many of the trees should be able to be
pruned instead of cut down as they are more than 12 feet behind back of curb. A small retaining wall
measuring 150 feet long by roughly 3 feet tall would be needed just east of Troy Lane.
A survey would need to be performed to verify existing right of way and determine if easements
would need to be acquired. Temporary right of entries would need to be obtained from property
owners for restoration.

Old County Road 15
Highway 55 to Saratoga Lane – Trail Gap 107
This proposed project on the south side of Old County Road 15 would link Highway 55 area trails
with Saratoga Ln. The site contains gravel shoulders, grass boulevards, numerous driveways, bituminous
and concrete curb, steep hills, and a number of power poles and other utilities. The tie in point on the
west end of the project is an existing pedestrian ramp. The east side will dead end with a pedestrian
ramp at Saratoga Ln. Right of way varies between 4-16 feet behind the edge of bituminous pavement
and or curb which would likely necessitate the acquisition of easements (Figures 7A and 7B) to
accommodate the trail.
A 10 foot wide bituminous trail approximately 2,320 feet long is proposed. The trail would
follow the back edge of bituminous curb both existing and newly constructed. Pedestrian ramps are
proposed at all intersections to comply with ADA requirements. Trail construction to fill this gap would
be a challenging endeavor. Many utility poles would conflict with the proposed trail would need to be
relocated which could result in sizeable tree loss if they were located further away from the roadway.
Two small retaining walls will need to be constructed where the boulevard slope is too steep to grade.
About 12 feet of all residential driveways will be removed and repaved to accommodate the new trail.
Mailboxes will also need to be relocated. A small portion of the paved shoulder that exists on this
section could potentially be utilized to help minimize impacts to a small degree.
There would also be concern with the impacts of a trail to the business at the southeast corner
of Old County Road 15 and County Road 73. The business doesn’t have a defined driveway for access but
has open pavement access for the entire corner. Standard practice would be to install barrier style curb
with the trail and leave cutouts for access. However the business utilizes the entire area available for
access so this approach would likely have detrimental effects on the business. Potential drainage
impacts would have to be looked at in further detail as well. It is worth noting that easement would
likely need to be acquired from this parcel. Surmountable curb may be an alternative. Another potential
option would be to utilize striping to define the trail in this section leaving access open for the business
but that would raise safety concerns without having a curb to define the road edge and protect
residents utilizing the trail.
A survey would need to be performed to verify existing right of way and determine the
easements that need to be acquired. Temporary right of entries would need to be obtained from
property owners for restoration.

Transit Station to Revere Lane – Trail Gap 109
This proposed project on the north side of Old County Road 15 would connect the transit station
with Saratoga Ln. The site contains gravel shoulders with grassy boulevards and ditches as well as
numerous public and private utility facilities. The right of way ranges between 16-31 feet behind the
edge of the bituminous pavement and or curb which would likely accommodate the installation of a trail
without the need to acquire easements. Some of the trail would be located in MNDOT right of way
which would necessitate their review and approval of the proposed trail.
A 10 foot wide bituminous trail approximately 2,015 feet long is proposed. The trail would
follow the back edge of the bituminous curb. Pedestrian ramps are proposed at all intersections to
comply with ADA requirements. The tie in point on the west end would be the east pedestrian ramp at
the transit station entrance. The end of the trail on the east end would be directly across from Saratoga
Ln. A retaining wall will be required between 2 driveway entrances. A culvert under the road at 10600
will likely need to be lengthened. At the same location a storm sewer inlet that goes under the driveway
at 10600 will need to be redesigned and or relocated to accommodate trail construction. Also in the
same area there is a ditch that will need to be partially filled and regraded to support the new trail. The
biggest area of concern is the outer radius of the road as you near Saratoga Ln which is a pinch point
between Hwy 55 and Old County Road 15 that is only about 14 feet wide. This would raise safety
concerns due to it’s vicinity to traffic on Highway 55. Coordination with MNDOT would needed to
determine if a barrier would be required which would add to the overall project cost and is not
considered in the estimate for this trail gap.
A survey would need to be performed to verify existing right of way and temporary right
of entries would need to be obtained from property owners for restoration.

Vicksburg Lane to Rockford Road – Trail Gap 56
This proposed project on the north side of Old Rockford Road would connect the existing trails
just east of Vicksburg Lane and at Polaris Lane. The site consists of graded grass ditches, no curb, 5 signs,
3 phone boxes, 1 cable box, 1 fiber optic hand hole, 2 electric manholes, 4 fire hydrants, 1 emergency
vehicle preemption (EVP) pole for the Vicksburg Lane and Old Rockford Road traffic signal, another
wooden pole for an antenna, and 1 church driveway. Right of way is about 16-31 Feet behind the
bituminous pavement edge.
A variable 8-10 foot wide bituminous trail roughly 1,540 feet in length is proposed. The 10 foot
wide trail is proposed to be installed on the back of bituminous curb installed with the project adjacent
to the roadway in the areas on either end where the grading would be more extensive otherwise.
Between those areas the trail would be 8 feet wide separated from the road by a grass buffer. A
retaining wall 3 to 4 feet in height will need to be constructed across from 41st Ave because of the slope
into the wetland. Pedestrian ramps are proposed at all intersections to comply with ADA requirements.
Signs and poles that fall into the trail will need to be relocated. Private utility companies should be
contacted in advance of the project to move the facilities that are in conflict with the proposed trail.
A survey would need to be performed to verify existing right of way and temporary right of
entries would need to be obtained from property owners for restoration.

Three Rivers Trail to 41st Avenue (North) – Trail Gap 72
This proposed project on the north side of Old Rockford Road would connect the Three Rivers
Park District’s trail system with the existing trail at 41st Ave. The site consists of grass boulevards, a steep
hill, and driveways with private utilities, power poles, trees, fences, light poles, and signs. The right of
way extends from 0-20 feet behind the edge of pavement.
A 10 foot wide bituminous trail roughly 1,185 feet in length is proposed and would be installed
behind bituminous curb that would be constructed with the project. The westbound lane of Old
Rockford Road tapers from 28 feet to 16 feet wide at the church entrance with an overall street width
that is wider than what is needed. The trail could utilize a portion of the excess street width with the
front edge of trail proposed to be 16.5 feet off of centerline of the road. By using part of the roadway
for the trail extensive grading, utility conflicts, and easement acquisition can be minimized. It would be
suggested that this trail is designed assuming a similar trail is installed on the south side of the roadway
so that a consistent street width is maintained. A large retaining wall would be proposed in front of the
cemetery to limit grading impacts. Pedestrian ramps are proposed at all intersections to comply with
ADA requirements. Private utilities should be contacted in advance of this project to relocate facilities
that conflict with the trail installation. Three Rivers Park District will also need to be contacted to
coordinate the connection to their trail.
The existing easement in the cul-de-sac doesn’t appear to be large enough to accommodate the
trail and a larger easement may have to be acquired. A survey would need to be performed to verify
existing right of way and proposed easements. Temporary right of entries would need to be obtained
from property owners for restoration and construction of the retaining wall.

East of Evergreen Lane to Zachary Lane – Trail Gap 73
This proposed project on the north side of Old Rockford Road would connect the Zachary Lane
trail with the east side of Evergreen Lane. The site consists of a grass and gravel shoulder, private
utilities, power poles, signs, a fire hydrant, and a street light. The right of way varies between 8-15 feet
behind edge of pavement but is typically around 14 feet.
Proposed is a 10 foot wide bituminous trail that follows the back edge of curb roughly 1,710 feet
in length. Surmountable curb is proposed for this section that does not have any. The westbound lane
of Old Rockford Road tapers from 24 to 16 feet wide at Balsam Ln. This section of trail is proposed to use
a portion of the existing road width with the front edge of the trail located 16.5 feet from centerline of
Old Rockford Road. By using part of the roadway for the new trail there will be less grading, a fire
hydrant will not have to be moved, and acquisition of easements will be minimized. Pedestrian ramps
are proposed at all intersections to comply with ADA requirements. Two small block retaining walls will
most likely be needed. Signs in the trail would need to be relocated. Private utility companies would
need to be notified in advance of the project to relocate the numerous utilities that would conflict with
the proposed trail installation.
There are two CIP projects scheduled in the vicinity of this project. The neighborhood north of
Old Rockford Road between Evergreen Lane and Balsam Lane is scheduled for a mill and overlay project
in 2020. It is not expected that this project would have an impact on the proposed trail project. Zachary
Lane from 36th Avenue to Bass Lake Road is scheduled for a mill and overlay project in 2021. The
pedestrian ramp at the intersection of Old Rockford Road and Zachary Lane would be the only impact
and the future trail connection should be considered with the mill and overlay project if it were to occur
prior to the proposed trail project.
