R ESOLUTION N O. 2017-041
R ESOLUTION A WARDING B ID FOR I CE S YSTEM I MPROVEMENT P ROJECTS AT THE
P LYMOUTH I CE C ENTER TO C OMMERCIAL R EFRIGERATION S YSTEMS, I NC.
WHEREAS, on November 29, 2016, the City Council authorized the advertisement of bids for ice
system improvement projects at the Plymouth Ice Center; and
WHEREAS, ice system improvement projects include the replacement of the R-22 refrigeration
system with an ammonia system (PRK40042); replacing the piping and subfloor heat system, converting
the floor from sand to concrete and reducing the rink from Olympic to a professional size (PRK40043);
and provides an energy management system that will control, monitor, and track the functionality of the
new mechanical systems in the building (PRK40084); and
WHEREAS, pursuant to advertisement for bids for ice system improvement projects at the
Plymouth Ice Center, bids were received, opened and tabulated according to law on December 29, 2016,
and the following bids were received complying with the advertisement; and

Gartner Refrigeration & Manufacturing, Inc. $1,907,600
Engineers Estimate $1,906,750
WHEREAS, based on bid amounts, staff and consultants recommend accepting the bid from
Commercial Refrigeration Systems, Inc. in the amount of $1,758,788; and
WHEREAS, Commercial Refrigeration Systems, Inc. qualifications and work performance are
compliant with the City’s Responsible Bidder qualification policy; and
WHEREAS, ice system improvement projects at the Plymouth Ice Center are scheduled in
the 2017 Capital Improvement Program with an estimated cost of $2,433,800; and
WHEREAS, the engineers estimated cost for the project is $2,117,667 and will be funded utilizing
a combination of Capital Improvement funds ($1,807,667), Ice Center Funds ($60,000), James Metzen
Mighty Ducks Grant ($100,000); and a financial contribution from Wayzata Youth Hockey Association
($150,000).
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that staff is authorized and directed to enter into contract with Commercial Refrigeration
Systems, Inc. for ice system improvement projects PRK40042, PRK40043 and PRK40084 for $1,758,788.
APPROVED by the City Council on this 24th day of January, 2017.
