Vote. 3Ayes. MOTION passed unanimously. 3.NEWBUSINESS A.PresentationfromHomesWithinReach. JanetLindbo, representing WestHennepin Affordable HousingLandTrust, HomesWithin Reach, made apresentationtointroducetheprogram totheboard. HomesWithinReach isa community-basedorganizationthatcreatesandpreserves affordablehomeownership opportunitiesforworkinghouseholds insuburban HennepinCounty. Homes WithinReach have helpedhomeowners by acquiring,remodeling andsellingproperties through proven Community LandTrustpractices (CLT) thatallowqualifiedclientsto purchase the homeandlease theland ata nominalfee, andreducesthemortgage, downpayment andclosingcosts. ACLT establishes initialaffordabilitybyremovingthemarket value ofthelandfromthemortgage equation. HRAManagerBarnesstatedhewould bringthisopportunity backtotheboard inJanuary 2017 todetermine theboard’sinterest. B.Plymouth Towne Square. Consider windowand sidingbid.HRA Manager Barnes gave anoverview of thestaffreport. HRA Manager Barnes relayedabsent Chairman Kulaszewicz’scomments sayingheis infavorofdoingtheentire project.ActingChair Soderberg askedaboutthe large discrepanciesin thebids.Nick Hall, representing Inspec, statedthatsomemayhave notunderstood the bidand includeditems morethanonce.HRA Manager Barnes notedthatthecompanieswith higher bidsmaynot needthejob becausetheyalreadyhaveprojectsscheduled forthespring.CommissionerMcCarthyaskedif thewording intherequest forbidswas unclear.Mr. Hallanswered no.ActingChairSoderberg statedthewindowandsiding project would usea largeportion ofthereservefund.HRAManager Barnes stated the boardplansforthistype ofexpensive maintenance projectandusesthedesignated reserve funds.Commissioner McCarthyasked about fundingany additional unknown repairsthatmaybe required. He suggested thattheboardapprove5% ofthetotalbudget for HRAExecutiveDirectorJuettentouse at hisdiscretion toapproveadditional costs.Acting ChairSoderberg askedMr. Hallif allthebidshadto usethesame windowtype.Mr. Hallanswered therequestforbidswasvery specific.HRA Manager Barnes saidanother window typecouldbesubstitutedifit mettheperformance standardssetforth. Hestatedtheprojectwill startinFebruary2017. MOTION by Commissioner McCarthy, seconded byActing ChairSoderberg, toapprove the bidincluding alternates number 1, 2, and3from EricksonBuilders & Company, Inc., includingafivepercent (5%) contingency forHRAExecutiveDirector Juetten to use at hisdiscretion to approveadditionalcosts, subjectto thedeterminationthecontractor meetstheHRA’ sReasonable Contractor requirements. Vote. 3Ayes. MOTIONpassed unanimously.C.Plymouth Towne Square. Reviewand approve 2017Budget.HousingProgramManager Barnes gavean overview ofthestaffreport. Housing Program ManagerBarnesrevised thecapital expenditure for the Plymouth Towne Square windowandsiding projectto $708,452toaccuratelyreflectthe acceptedbid priceandtheadditional fivepercent contingency tocoverunforeseen costs. MOTION byActing ChairSoderberg, seconded byCommissioner Vanderlan, to adoptthe attachedrevisedresolution approving the PlymouthTowne SquareOperating Budget. Vote. 3 Ayes. MOTION passedunanimously.D.VicksburgCrossing. Reviewandapprove 2017 Budget. Housing ProgramManagerBarnes gave anoverview ofthestaff report.Acting ChairSoderberg askediftheexerciseroom wasgoing tobe movedtothelibrary.Housing ProgramManager Barnesanswered no. Manyresidentsuseand enjoythe libraryroom. Improvementstothe exercise roomwill includeadditionalwindowsandnew equipment. Commissioner MartyMcCarthy talked about theincreasing number ofseniors thatwill needaffordablehousing inthe nearfutureand asked whattypeof housing product would meet theirneeds.Grace Management Representative Boedigheimer statedtransitionalcaremulti-family housingis a goodoption – reducing isolation, providing improved nutrition, hydration, andsocialization.MOTION byCommissioner Vanderlan, seconded by ActingChairSoderberg, to adoptthe attachedresolutionapprovingthe 2017 Vicksburg VillageCrossingOperating Budget. Vote. 3 Ayes.MOTION passed unanimously.4.ADJOURNMENT MOTION byActing Chair Soderberg, seconded by CommissionerMartyMcCarthy, to adjourn themeetingat8:05p.m. Vote. 3Ayes. Motion approvedunanimously.
