HomeMy WebLinkAboutCity Council Minutes 01-10-2017Adopted Minutes Regular City Council Meeting January 10, 2017 Mayor Slavik called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on January 10, 2017. COUNCIL PRESENT: Mayor Slavik, Councilmembers Prom, Davis, Wosje, Johnson, and Carroll. ABSENT: Councilmember Willis. Staff Present: Administrative Services Director Fischer, Community Development Director Juetten, Public Works Director Cote, Fire Chief Coppa, Senior Planner Darling, Public Safety Director Goldstein, Park and Recreation Director Evans, City Attorney Knutson, and City Clerk Engdahl. City Clerk Engdahl administered the Oath of Office to Councilmembers Johnson and Davis. Plymouth Forum There was no one present to address the Council. Presentations and Public Information Announcements (4.01) Announce "Skate with the Mayor" Mayor Slavik announced "Skate with the Mayor" on January 20 at Parkers Lake from 5:00 p.m. to 8:00 P.M. Approval of Agenda Motion was made by Councilmember Johnson, and seconded by Councilmember Wosje, to approve thea eg nda. With all members voting in favor, the motion carried. Consent Agenda Motion was made by Councilmember Prom, and seconded by Councilmember Wosie, to adopt the Consent Agenda that included the following items: Adopted Minutes Page 1 of 4 Regular Meeting of January 10, 2017 (6.01) Regular City Council Minutes of December 13, 2016. (6.02) Resolution Approving Disbursements ending December 31, 2016 (Res2017-002). (6.03) Appointment of 2017 City Health Officer. (6.04) Appointment of 2017 Council Secretary. (6.05) Resolution Appointing Official Depository for City Funds for 2017 (Res2017-003). (6.06) Resolution Designating the Plymouth Sun Sailor as the City of Plymouth's Official Newspaper for 2017 (Res2017-004). (6.07) Resolution Approving a Conditional Use Permit to Exceed the Maximum Allowable Attached Garage Size for Property located at 13200 57th Avenue North (2016082 - Res2017- 005). (6.08) Resolution Adopting Findings of Fact for Denial of Massage Therapy Center and Massage Therapist licenses for Asian Health Massage, 4205 Lancaster Lane North, Suite 108, and Chunyan Yang (Res2017-006). (6.09) Resolution Approving Amendments to the Wildlife Management Policy (Res2017-007). (6.10) Resolution Accepting Utilities for Continual Maintenance for Enclave on the Greenway (2014004 - Res2017-008). (6.17) Resolution Approving a Site Plan Amendment, Conditional Use Permit, and Variance for Property located at 4305 Peony Lane (2016092 - Res2017-015). Adopted Minutes Page 2 of 4 Regular Meeting of January 10, 2017 (6.18) Resolution Approving a Conditional Use Permit for Executive Leasing, LLC for Limited Motor Vehicles Sales or Leasing at 3650 Annapolis Lane (2016095 - Res2017-016). With all members voting in favor, the motion carried. Public Hearings There were no public hearings. General Business (8.01) Planned Unit Development Amendment for Wall Signage at The Axis Apartments located at 350 Nathan Lane North (Kaas Wilson Architects — 2016087) Senior Planner Darling reported on the application. In response to questions raised by the Council, Senior Planner Darling provided the following information: • The sign will be of solid colored letters with lighting behind and will be illuminated at night. • Staff believes the lighting will negatively impact the residents that live in the neighboring apartments. However, the owner of the apartment building provided a letter that states he doesn't believe it will negatively affect his residents. Brian Johnson, representing the architect for this development, stated the design of the sign would be dark blue or silver with lighting behind it. This sign would be illuminated at night. Wallace Johnson, representing the owners of the building, stated he's present to answer any questions the Council might have. Motion was made by Councilmember Wosje, and seconded by Councilmember Carroll, to adopt an Ordinance Amending Chapter 21 of the Plymouth City Code to Amend Section 21655.52 — 169 and 55 Apartments (2016087 — Ord2017-01), Resolution Approvin Fg indings of Fact for Amending Zoning Ordinance Section 21655.52 (2016087 — Res2017-017), Resolution Approving Summary Publication of Ordinance No. 2017-01 (Res2017-018), and Resolution Approving a PUD General Plan Amendment for Wall Signage at The Axis Apartments located at 350 Nathan Lane (2016087 — Res2017-019) with removal of condition No. 3 ("signage installed on the east side of the building shall not be illuminated"). With all members voting in favor, the motion carried. (8.02) Site Plan Amendment and Conditional Use Permit for TCO Design for an Additional Apartment Building at 3301 Highway 169 (2016073) Adopted Minutes Page 3 of 4 Regular Meeting of January 10, 2017 Senior Planner Darling reported on the application. In response to questions raised by the Council, Community Development Director Juetten, Public Safety Director Goldstein, and Senior Planner Darling provided the following information: • The rental rates are in the upper end of affordability. However, there are apartment units that fall within the rental range that allow the residents to use a housing choice voucher. It does add to the availability of affordable housing in the City. • The number of police calls for this property is on the high end. • Upgrades have occurred on the existing buildings since they were originally constructed. Fred Stelter, 14505 43rd Avenue North, commented he supports any affordable housing in Plymouth, including this development. Motion was made by Councilmember Davis, and seconded by Councilmember Carroll to adopt a Resolution Approving a Site Plan Amendment and Conditional Use Permit for an Additional Apartment Building on Property located at 3301 State Highway 169 (2016073 — Res2017-020). With all members voting in favor, the motion carried. Reports and Staff Recommendations There were on reports and staff recommendations.
