HomeMy WebLinkAboutCity Council Resolution 2016-365 C ITY OF P LYMOUTH R ESOLUTION N O. 2016-365 A PPROVE P LANS AND S PECIFICATION FOR I CE S YSTEM I MPROVEMENTS AT THE P LYMOUTH I CE C ENTER AND A UTHORIZATION TO B ID, C ITY P ROJECTS 40042, 40043 AND 40084 WHEREAS, the Plymouth Ice Center (PIC) ice system improvement projects (PRK40042, PRK40043 and PRK40084) were first identified in the Capital Improvement Program in 2013, with a scheduled replacement year of 2015, with the projects currently scheduled in the 2017 Capital Improvement Program; and WHEREAS, the City hired Steven Engineers to provide design and construction plans for the project; and WHEREAS, Project PRK40042 replaces the R22 refrigerant with an ammonia system. Project PRK40043 replaces all of the poly rink piping, the subfloor heat system and converts the sand based floor with a concrete floor and reduces the rink size to Professional (200 ft. X 85 ft.). Project PRK40084 provides for an energy management system that will control, monitor, and track the functionality of the new mechanical systems in the building; and WHEREAS, the engineers estimated cost for the project is $2,286,425, which includes all administrative costs, a temporary chiller to keep two of the three ice rinks operational during construction and a 10% contingency; and WHEREAS, the projects will be financed utilizing a combination of Capital Improvement funds ($1,976,425), Ice Center Funds ($60,000), James Metzen Mighty Ducks Grant ($100,000); and a financial contribution from Wayzata Youth Hockey Association ($150,000); and WHEREAS, the bid process will be initiated in December 2016 and available for bid award at the January 24, 2017 City Council meeting. NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that the advertisement for bids for the Plymouth Ice Center ice system improvement projects, PRK40042, PRK40043 and PRK40084 are approved. APPROVED by the City Council on this 29th day of November, 2016.
