(PLYMOUTH, MN., JUNE 17, 1996) The twenty-fourth annual Music in Plymouth
event, co-sponsored by the Plymouth Civic League and the City of Plymouth, will
be held on Tuesday, July 2, 1996. Entertainment begins at 5:30 P.M. at a new
outdoor amphitheater site located behind the Plymouth City Hall/Public Safety
complex, 3400 Plymouth Blvd., just west of I-494 and Highway 55.
Mistress of ceremonies for the 1996 program will be Rebecca Kolls of WCCO-TV
weather fame. In addition to introducing the program, Ms. Kolls will broadcast
her 5:00, 5:30, 6:00 and 10:00 P.M. weather show from the event.
The Minnesota Orchestra will again be the featured entertainment, but the program _
offers a wide selection of other entertainment. The evening will open with the
Hamel Color Guard and Kids for Saving Earth, an international children's enviro-
mental organization based in Plymouth.
Making their first visit to Music in Plymouth will be the Trashmen, a locally
based group who present songs from the fifties through the seventies.
Once again, the Wayzata Trojets will share their special dance talents - talents
that year after year make them one of the top dance lines in the state.
The Teddy Bear Band, a group well-known for presenting quality children's
music, will involve both children and parents in active participation. They
will be followed by the Plymouth Puppet Wagon with a program for smaller
children.
Music,1n Plymouth is very fortunate to be able to present one of the Up With
People groups that tour this country and the world. This group, which will
include over 100 singers, is making limited appearances in Minnesota, and will
be going on to Atlanta to appear at the Olympics. These groups are also
special in that they do a community service project in each community they
appear in. The Plymouth Civic League and the City of Plymouth are grateful
to LIFETIME Fitness, Plymouth, for sponsoring this group.

The The entertainment concludes with the presentation of the Minnesota Orchestra,
conducted by David Wiley. Mr. Wiley was appointed the Orchestra's assistant
conductor in October of 1995. He conducts pops, youth, outreach and family
concerts, and represents the Orchestra at community events.
Among the selections to be enjoyed by all will be music composed by Gershwin,
Meredith Wilson, and Rimsky-Korsakov. The "1812 Overture" by Tchaikovsky will
be the finale number.
Following the Orchestra program will be the spectacular display of fireworks
that this event is known for. The fireworks are sponsored by Norwest Bank,
the City of Plymouth and the Plymouth Civic League.
In addition to all this entertainment, jugglers, clowns and face painters will
roam the crowd. Kids of all ages can inspect fire department rigs, information
booths, eat a picnic supper or purchase a variety of food at a nominal cost
from the concession stands.
T -Shirts will be available for the public to purchase and will feature the
same art work as the programs. The cost is $10.00 each.
Family memberships will be available at the site for $5.00 per family. Pro-
ceeds will help defray the cost of the event. Those who have purchased a 1996
membership, along with those who purchase a membership at the event, will be
eligible for several prize drawings. The drawing will be held just prior to
the fireworks display.
%Venior citizens who wish to attend may use the shuttle busses which will stop
at the Wayzata Boardwalk at 5:30 P.M., at St. Mary's of the Lake Catholic
Church at 5:45 P.I. and at the Plymouth Shopping Center at 5:55 P.M. The
return pickup at the site will be at 9:50 P.M.
Limited parking spaces will be available for vehicles with handicapped plates
or a sticker on a first come basis. Plymouth Police and volunteers will be
on hand to assist with parking.
In case of rain, alternative entertainment and the fireworks display will be
presented on Tuesday, July 9th, starting at 7:30 P.M. Limited concessions
will be available and the fireworks will be at dusk.
The Music in Plymouth evening is made possible by the generous financial
support of the Plymouth business community and the City of Plymouth, as well
as the many volunteers who assist at the event.

SUBJECT: Growth Options Electronic Focus Group Meeting
I apologize for this late invitation. Apparently our previous mailing to key contacts did not reach
all of you.
You are invited to participate in a specially designed focus group to discuss how the Twin Cities
region should grow in the future. The meeting will be held on July 10 from 7:00-9:00 p.m. at the
Minnetonka Community Center, 14600 Minnetonka Blvd., Minnetonka.
This focus group session, using electronic voting technology, is geared specifically to local
officials. We added this session to our schedule in order to reach those of you who were unable
to attend our other sessions due to the League of Minnesota Cities conference.
If you wish to attend, please call the Regional Data Center at 291-8140 to register. We hope to
attract a group of 75-100 participants, representing jurisdictions throughout the region.

SUBJECT: Consolidated End-of-Year Review — Program Year 1995
HUD is required to conduct an annual review of performance by grant recipients.
This is to report to you the results of our review. Additionally, the Secretary must determine
that the grant recipient is in compliance with the statutes and has the continuing capacity to
implement and administer the programs for which assistance is received.
The review of performance is attached. We congratulate you on your many
accomplishments during this past year on the achievement of City and Departmental
objectives.
Background Information
HUD's Office of Community Planning and Development has sought to establish
partnerships with State and local governments. The focus of our partnership has been to work
with communities to ensure that our joint efforts result in housing and community
development programs and policies that benefit and serve low and moderate income persons.
These efforts occur within the framework of the statutes we administer and the regulations and
emerging policies that are designed to improve program performance.
The provisions of the Housing and Community Development Act of 1974, as
amended, and the National Affordable Housing Act of 1990, require the annual submission
of performance reports by grant recipients receiving federal assistance through programs
covered under these Acts. Additionally, these Acts require that a determination be made by
the Secretary, that the grant recipient is in compliance with the statutes and has the continuing
capacity to implement and administer the programs for which assistance is received.
Traditionally, these determinations were made through the review of annual reports
submitted by grantees for each individual program receiving assistance. With the
implementation of the Consolidated Planning Regulations of January 5, 1995, the Department
will be making a comprehensive performance review of your overall progress at least
annually, as required by the statues and section 91.525 of the regulations. The review
consists of analyzing your consolidated planning process; reviewing management of funds;
determining the progress made in carrying out your policies and programs; determining the

compliance of funded activities with statutory and regulatory requirements; determining the
accuracy of required performance reports; as well as evaluating your accomplishments in
meeting key Departmental objectives.
This assessment not only meets the mandates of the statutes, but it also provides a basis
for working together collaboratively to help you achieve , housing and community
development goals. One critical outcome of this collaboration should be the development
of a more comprehensive, effective, and concise Consolidated Plan and improved
performance in achieving specific goals that correspond to the activities outlined in your
forthcoming Action Plan.
Public Access
This Report must be made readily available to the public within 30 days of receipt of
your comments. There are several ways the report can be made available to the public. You
can assist us in this regard by sharing HUD's report with the media; with a mailing list of
interested persons; with members of your advisory committee; or with those who attended
hearings or meetings. HUD will make this information available to the public upon request
and may provide copies of future reports to interested citizens and groups.
Conclusion
As a result of our analysis, we have determined that your overall progress is
satisfactory and that you have the continuing capacity to implement these programs.

The subject of this letter is the proposed closing of South Shore
Drive at Bassett Creek.
This proposal has been made by a vocal whining, misguided, narrow-
minded, selfish, inconsiderate, wrong -thinking, childish group of
fools.
Nothing is wrong with the road; Nothing that a little law
enforcement couldn't take care of; and not the kind of law that
looks the other way at numerous violations, such as DUI, speeding,
open bottle, exhibition driving, careless driving, wreckless
driving, driving after revocation, no insurance; And the idea of
taking down the No Parking signs so they don't have to enforce that
either is pretty clever.
As long as you continue to allow these two low -life dive beer
joints to operate in the middle of a residential area, you will
NEVER have a liveable neighborhood.
Safety issue aside; Let's talk about QUALITY OF LIFE.
You can't possibly expect people to have a decent place to live -
"a neighborhood" with two dives like "the Tiger" and "the Country
House" that draw scum from surrounding communities like flies to a
dead carp.
What could they be doing for you that you would allow these drunken
asses, wanna-be tough guy punks on unmuffled junk harleys,
screaching yelling swearing old whisky hags and maniac blind -drunk
fools roaring up and down this "Alcoholic Alley" all night long
COMPLETELY UNHARASSED??
Nobody wants to live in the midst of this ALCOHOLIC SCUM!
Get rid of the sources, and you will get rid of the scum.

Dear Taxpayer,
Thank you for your recent letter about the potential closure of South Shore
Drive. I share many of your concerns; however, the two businesses you mention are in
the City of Medicine Lake, not in the City of Plymouth. Unfortunately, the City of
Plymouth cannot regulate the activities of these businesses. We do enforce the traffic
laws within the City of Plymouth.
