APPROVAL OF AGENDA MOTION by Commissioner Anderson, seconded by Commissioner Goldetsky, to approve the October 19, 2016 Planning Commission Agenda. Vote. 7 Ayes. MOTION approved. 5.CONSENT AGENDA A.APPROVAL OF THE OCTOBER 5, 2016 PLANNING COMMISSION MEETING MINUTES MOTION by Commissioner Witte, seconded by Commissioner Anderson, to approve the consent agenda. Vote. 7 Ayes. MOTION approved. 6.PUBLIC HEARINGS A.CITY OFPLYMOUTH (2016069) Chair Davis introduced the request by the City of Plymouth for revisions to the floodplain regulations. Planning Manager Thomson gave an overview of the staff report. Commissioner Witte asked for more information on how the wetland boundaries are determined for areas with no survey information. Approved Minutes 1 of 2 Meeting of October 19, 2016 Planning Manager Thomson explained that unmarked areas would be considered to be in the floodplain and before the determination could be made as to whether the property is floodway or flood fringe, a survey would need to be done. Commissioner Anderson asked if FEMA or the city would be responsible for notifying property owners. Planning Manager Thomson stated that FEMA would alert lenders and they would alert property owners, however, only at point of sale. She stated that is why the City will be sending letters to the owners of properties no longer in the floodplain, to owners of properties being added and to owners that have received Letters of Map Revision in the past. Commissioner Anderson asked how a potential property owner would identify if a property is within the floodplain. Planning Manager Thomson stated that the lender would disclose that information to the property owner when they purchase the property. She noted that staff answers a lot of questions from realtors about whether or not a property is in the floodplain. She said she was not sure that the maps were on the city website but noted that staff can always provide copies if requested. Commissioner Witte referenced tennis courts and asked if those were allowed as a permitted use within the floodplain previously. Planning Manager Thomson verified that tennis courts are allowed under the current regulations. Chair Davis opened the public hearing and closed the public hearing as there was no one present to speak on the item. MOTION by Commissioner Witte, seconded by Commissioner Goldetsky, to approve the request by the City of Plymouth for revisions to the floodplain regulations. Vote. 7 Ayes.
