CONSENT AGENDA
All items listed on the Consent Agenda are considered to be routine by the Housing and
Redevelopment Authority and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner, citizen or petitioner so requests, in
which event the item will be removed from the consent agenda and considered in
normal sequence on the agenda.
1. CALL TO ORDER - 7:00 P.M.
2. CONSENT AGENDA
A. Approve HRA Meeting Minutes for May 26, 2016.
B. Plymouth Towne Square. Accept Monthly Housing Reports.
C. Vicksburg Crossing. Accept Monthly Housing/Marketing Reports.
D. 4940 Underwood Lane North #C. Approve removal of Restrictive
Covenants.
3. NEW BUSINESS
A. Plymouth Towne Square. Reject bid(s) for window and siding project
and authorize staff to rebid in the fall of 2016.
B. Plymouth HRA Rehabilitation Loan Foreclosure.

Vanderlan, and Marty McCarthy
STAFF PRESENT: HRA Manager Jim Barnes, and Office Support Representative Tina
Beckfeld

1. CALL TO ORDER
Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to
order at 7:03 p.m.
2. CONSENT AGENDA
A. Approve HRA Meeting Minutes for February 25, 2016.
B. Plymouth Towne Square. Accept Monthly Housing Report.
C. Vicksburg Crossing. Accept Monthly Housing Report.
MOTION by Commissioner Black, seconded by Commissioner Soderberg, to approve the
consent agenda. Vote. 5 Ayes. MOTION passed unanimously.
3. NEW BUSINESS
A. Home Energy Squad. Request additional funding and program update.
HRA Manager Barnes gave an overview of the staff report.
Council Member Johnson asked who coordinates the program.
HRA Manager Barnes stated Home Energy Squad Enhanced (HESE) program is provided by
Center for Energy and Environment (CEE) on behalf of Xcel Energy and CenterPoint Energy.
Chairman Kulaszewicz stated the Home Energy Squad evaluated his home and he made major
improvements to increase the energy efficiency of his home. He reported he has seen significant
change in his energy bills. He also mentioned an added benefit has been improvement in noise
reduction in his home.
Commissioner Vanderlan stated she was not able to benefit from the program because she had
Wright Hennepin as her electrical provider. Homeowners must have both Xcel Energy and
Center Point Energy as their energy providers to use the program.

HRA Manager Barnes encourages those residents that do not have Xcel as their source of
electricity to call Wright Hennepin to inquire if they offer a similar program to their customers.
He also mentioned the Home Energy Squad provides a payback analysis in their report so the
consumer can make an informed decision on cost effective improvements.
MOTION by Chairman Kulaszewicz, seconded by Commissioner Vanderlan, to approve an
additional $5,000 to fund the HESE program. Vote. 5 Ayes. MOTION passed unanimously.
HRA Manager Barnes gave updates on HRA staffing and the widow and siding project for
Plymouth Towne Square.
4. ADJOURNMENT
MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to adjourn the
meeting at 7:32 p.m. Motion approved unanimously.
