CONSENT AGENDA
All items listed on the Consent Agenda are considered to be routine by the Housing and
Redevelopment Authority and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner, citizen or petitioner so requests, in
which event the item will be removed from the consent agenda and considered in
normal sequence on the agenda.

1. CALL TO ORDER
Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to
order at 7:03 p.m.
Item 3C was added to the agenda.
2. CONSENT AGENDA
A. Approve HRA Meeting Minutes for May 26, 2016.
B. Plymouth Towne Square. Accept Monthly Housing Report.
C. Vicksburg Crossing. Accept Monthly Housing Report.
D. 4940 Underwood Lane North #C. Approve removal of Restrictive Covenants.
MOTION by Commissioner Soderberg, seconded by Commissioner Vanderlan, to approve the
consent agenda. Vote. 4 Ayes. MOTION passed unanimously.
3. NEW BUSINESS
A. Plymouth Towne Square. Reject bid(s) for window and siding project and authorize
staff to rebid in the fall of 2016.
HRA Manager Barnes gave an overview of the staff report.
Commissioner Soderberg asked what percentages of windows are in the brick portion of the
building.
HRA Manager Barnes answered about 50%. Window replacement in the brick is more
expensive because the process is more laborious. Several units have windows in both the brick
portion and the sided portion of the building. Inspec recommended replacing all the windows at

the same time to reduce costs associated with two separate installs and it would be less disruptive
on the residents.
Chairman Kulaszewicz asked how much dedicated money is in the reserves for this project.
HRA Manager Barnes stated $355,000. The total reserve funds are approximately $1.1 million.
Barnes said the HRA could use additional funds from the reserve without risk of depleting too
much for emergencies. Replenishment of reserve funds is ongoing.
Commissioner Soderberg asked when the HRA would be reviewing the schedule.
HRA Manager Barnes stated the property specific reserve schedule would be presented to the
HRA in August prior to the budgeting process.
Commissioner McCarthy asked if bids taken in the fall would be less and could the project be
done during the winter months.
HRA Manager Barnes stated that the bid submitted this spring was a competitive bid according
to the contractor. Inspec and staff are hopeful that bids received this winter will be more
competitive. It would not be recommended for the project to be done in the winter.
Commissioner Soderberg inquired about the lack of additional bids.
HRA Manager Barnes stated contractors were too busy to submit bids this spring and that is why
staff is recommending reopening the bid process in October or November, as this is a slower
time for construction.
Council Member Johnson asked if the deadline for the current bid process could be extended at
this point.
HRA Manager Barnes answered no - state statute does not allow for this. By rejecting the
current bid, the HRA would essentially be starting the bid process over.
Chairman Kulaszewicz asked about the timing of the project if bids were submitted in
November.
HRA Manager Barnes stated bids submitted in November and awarded in January would give
the awarded contactor ample time to order the windows and materials in time for a 2017 spring
start date.
Commissioner Vanderlan asked if the residents had any concerns.

HRA Manager Barnes said the residents have been informed and are aware the project is on hold
until next year. Feedback from the residents is their preference is to have all the windows
replaced at the same time.
Commissioner McCarthy asked how we advertise the bid.
HRA Manager Barnes stated they are required to advertise in the city’s official paper – The Sun
Sailor. Advertising is also done in Finance and Commerce and in architectural plan rooms.
MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to accept staff’s
recommendation that the HRA Board of Commissioners reject the bid for the Plymouth Towne
Square window and siding project from Project One Construction and authorize staff to issue
another request for bids for the project later in 2016. Vote. 5 Ayes. MOTION passed
unanimously.
B. Plymouth HRA Rehabilitation Loan Foreclosure.
HRA Manager Barnes gave an overview of the staff report.
Councilmember Johnson asked if the proposed offers were a joint effort.
HRA Manager Barnes stated no, the offers were separate.
Commissioner McCarthy asked if the deal fell through with Ms. Jane Green, could the HRA
pursue the offer presented by Mr. Jesse Olson.
HRA Manager Barnes stated staff’s recommendation could be amended for the motion to allow
for flexibility.
Chairman Kulaszewicz commented if the HRA was interested they could buy the property to
take first position, rehab the property, and resell. The first mortgage is $200,000; the second
mortgage is $19,000; and the assessed value is $238,300.
Commissioner Soderberg asked if the HRA assigned their rights of the rehabilitation loan over to
Ms. Green, the HRA would recoup $12,000 and be able to walk away.
HRA Manager Barnes confirmed.
It was Commissioner Soderberg’s opinion that for about $20,000 it was not worth the time and
money involved to buy and resell the property.
Commissioner McCarthy added his experience with the City of St Paul with buying and reselling
of properties was an enormous amount of work.

Commissioner Black asked how the offers came about.
HRA Manager Barnes stated they contacted him directly.
MOTION by Commissioner McCarthy, seconded by Commissioner Soderberg, to approve the
assignment of the Plymouth Housing and Redevelopment Authority’s Rehabilitation Loan in the
amount of $19,699.53 for the property located at 1615 Merrimac Lane North. Vote. 5 Ayes.
MOTION passed unanimously.
C. Information on Interfaith Outreach & Community Partners.
Commissioner Soderberg was invited to tour Interfaith Outreach & Community Partners (IOCP)
and gave a summary of her visit. IOCP serves families in crisis and their model is to stabilize,
define immediate needs, and assist with housing. IOCP has formed a separate corporation for
housing development. Currently they are working on a development in Medina directly behind
Target, with a separate building that IOCP will have a satellite office to provide services to the
residents. This type of development reduces isolation and provides a community of support.
Barriers to this type of community may be ‘not in my back yard’ and high associated costs.

MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to adjourn the
meeting at 8:22 p.m. Motion approved unanimously.
