SUBJECT: Housing Assistance Plan (Revised)
Attached are the Hcusing Assistance Plan (HAP) goals for the
Year V application and the 3 year goals.
It should be emphasized that *hese are goals only and may not
necessarily be achievable. In other words, we are saying we
would like to achieve the goals but we cannot promise that we
will. Recent discussion with Chuck Ballentine of Metro
Council indicates that they would be pleased to see us
accomplish two-thirds of our three year goal of 299 units.
By Metro Council figures we have accomplished 134 subsidized
units as of this date.

Dear Blair:
As discussed in our conversation of last week, I represent a private develop-
ment team interested in constructing a n!unber of section 8, single-family
housing units, ort a scattered. .site basis.. Please accept this letter as cur
interest in discussing the potential of such a program with the Plymouth
Housing and Redevelopment Authority. The enclosed proposal is for your
review.
Our program is based on private ownership and maintenance of section 8 rental
units. HRA site acquisition and land write down is needed.. however, for
economic feasibility of bolstering fair market rental rates on single-family
homes when compared to current construction costs. As the proposal stresses,
our group is flexible in sharing with the City key program controls regarding
number of units, site location, and even design parameters. Plymouth's
year III CDBG, program of scattered site land acquisition and write down
appears inherently suited for our .proposal, with minor amendment through
hennepin County adjusting the funds to be spent on section. 8 versus 235
housing.
Iam prepared to advance alternative guarantees to the City guarding against
windfall profits by. our development group in project operation and potential
sale acceptable to the MHFA/HUD which I am sure the City will find appropriate.
For example, an agreement against project title transfer consistent with the
HUD 30 year tenant; subsidy -contractact or even. HRA land. ownership with project
owner lease. These agreement types obviously are suited for a section 8 program
as we propose and would be difficult applying to the section 235 program.
To date we have enlisted the support of a few suburban communities with our
program and anticipate making application to the Minnesota Housing Finance Agency/
HUD in the near future. Therefore, because of application deadlines, I would
be laoking.forward to discuss and present our proposal at the next HRA meeting
in late February.

Dear Senator Durenberger:
Wh have reoeivmd your letter concerning the allegation of Mr.
Milton Dale, Assistant Planner for the Plymouth Housing and
Redevelopment Authority (HRA). Mr. Dale is concerned about: the
lane payment received from HUD .for annual contributions receiveei
by the HRA for aiministration of the Section 8 Existing Housing
Program. We regret aniy incamenience caused by this delay.
We have discussed this matter with our Minneapolis - St. Paul
Area Office ad found that the problem referred to in Mr. Dale's
letter is not a recurring one and is due in part to a
sttsunderstandirg by the HRA as to the preparation of the
requisition for payment, rem HW -52663. The quarterly
submission prepared by M for the Wtaber to December, 1978,
period .included a request for ftur3s for a new allocation of units
in addition tri their request for funds for units previously
approved. Our Area Office acted properly by attempting to
correct the request because monies could not be disbursed by HUD
for the new units until the Annual Qontribetions Ontract was
properly amended and euecuted between SID and HRA for the new
units.
We are satisfied that the matter has been corrected and that
timely disbursement is now being made.
