PLYMOUTH 3025 HARBOR: LANE, PLYMOUTH, MINNESOTA 55441 TELEPHONE (612.1 559.2800 January 24, 1979 HRA Milt Dale Various HRA Topics Bonus Funds" Proposal MEMO Recently staff was informed that a rental townhouse pruposal of 40 units was under review by the Metro Council. This proposal would utilize Section 8 bonus funds". i.e... those funds granted to the Minneapolis - St. Paul area by the feds for this area doing such -a good Job.with low/moderate income housing. Staff responded to the Metro Council_ 0-ot_the project appeared appropriate for the site but that Planning Commission review and City Council approval would be necessary prior to construction. The site under consideration for this proposal is on the west side of South Shore Drive Just north. of Highway 55. All townhouse units would be for larger families on Section 8 subsidy. There are scheduled to be 36 three bed- room units and 4 four bedroom units with net rentable areas of 1,160 square feet and 1,300 square feet respectively. Staff has discussed this proposal with the architect (Blumenthal Archi- tects, Inc.) and the marketing agent (Dominium Group, Inc.). A schematic site plan shoo d be ready for the Monday meeting according to the architect. Approvals in Increase of Fair Market Rents On January 23rd, a letter came to the City approving a 105 increase in Fair Market rents for our Section 8 Rent Assistance Program. Following is a listing of rents by apartment size showing what the 105 increase would do: FAIR OR I Non -Elevator A t..Bld s. 11 Elevator Apt. Bldgs. Allowing for a $15 utility allowance.,. the $305/month apartment unit just makes the $320 ceiling. Page 2 MM to )#RA January 24, 1919 H6A.P; (Housing Assistance Plana for 1979-1982 Hennepin County has requested that the City prepare a N.A.P. for the years 1979-1982. Also, we are to preparea N.A.P. for 1979-1980 (funding year to $tart in Auqust 1970) as part of the S year plan. Attached are ray best estimates as to what we should shoot for in the coming three years. Additional input by the Commission is appreciated. A map is included showing locations of likely low/moderate income housing construction. Also shown are locations of new construction presently being built or with a financial committment. Conversation with Jim Solem, Director of MHFA On January 23rd Blair Tremere discussed with Jim Solem, MHFA Director, their Affordable Hone program. He indicated that at this time no money is available and the program is dependent upon the state legislature whether it will be bonded or not. Further, he stated that there is no repayment agreement provided in the Affordable Home Program. Their thinking is that a repayment agreement creates more bureaucratic muddling" than it is worth. Some of the MHFA staff are also of the opinion that as long as houses are built, why be concerned about who eventually ends up with the houses in the long run. (Personally I can't share that opinion. It seems to be a rather permissive attitude regarding public money). Miscellaneous Recently I mailed a letter to Pam Tucker -Shelton, Director of the MHFA Home. Improvement Grant Program regarding the slow payment of contractors and other problems. Copies of the letter were mailed to Governor Quie and our state legislators - Rep. Heinitz and Sen. Staples. So far the only written reply has come from Governor Quie. This letter is attached. A recent conversation with HUD provides some promise that they may be changing their stance on repayment agreements relative to their scattered site home program (Section 265). I will be attempting to get official confirmation via letter if this is true or not. Staff received a letter on January 24th regarding HUD's Low Rent Public Housing Program. September 26th, October 23rd and November 27th meetings. I trust this brings us up to date in regards to HRA minutes. In the future, I will go over the HRA meeting minutes the day after the meeting and be more prompt in providing this information. The resolution regarding the HRA's request for up to a $15,000 loan from the City was approved by the City Council on Monday, December 13th. A certified letter went out to the present tenants at 1801 W. Medicine Lake Blvd. giving them.until December 1, 1978 to make November and December rent payments. On December 1st, both payments were made to the City. A letter to Patricia Harris, Secretary of HUD, was sent from our office indicating our displeasure with late HUD payments for our Section 8 Program. .Also, letters were sent out on December 1st to the various political office holders designated by the HRA at its November meeting. I have received a variety of telephone calls - the first one from Rudy Boschwitz's office saying nothing can be done by Senator - elect Boschwitz until he takes office. Also, Representative Frenzel's office called and offered to really "lower the boom" if this problem has been a recurring one. (I told them to save the heavy artillery until it happens again!) Attached are the replies I have received at this date. The HUD Regional Office in Chicago also called and indicated that there was a goof -up by the HUD Area Office in Edina. It now remains to be seen if the January - March quarterly payments are on time. On December 1st, I did receive a letter from the HUD Area Office that may requisition for the quarter has been received and approved.. In -January there will be a need to replace Ruth Ault as she was designated to serve out: Marie 1asilou's term, which ran until. January 1979. I will notify the. Mayor and City Council of this matter at its next Council meeting. Consequently, it will be necessary to find a replacement at the earliest possible date. Earlier this year Ruth Ault had expressed a desire to me of being relieved ofher duties as a Commissioner due to family responsibilities; She has indicated that she intends to write a letter to Chairman John Spaeth regarding her decision in this matter. A likely candidate for the HRA Commission might be Rod Hillstrom, presently a member of the Housing Rehab Committee. He has served ably on this committee for the past two years in addition to being very active in the Plymouth Jaycees.and in his church. He has indicated to me a willingness to serve if so appointed. Washington, D,C. 20410 Dear Ms. Harris, Presently the Housing and Redevelopment Authority of the City of Plymouth, Minnesota has an allocation of 72 Section 8 rental units for lower income families and individuals. This program has provided affordable rental units to those families and individuals hard-pressed to meet rising monthly rent payments. Now however, delinquent federal payments to our Housing Authority places this program in serious jeopardy in our community. Quarterly rent payments from the federal government have been as much as five weeks late. The October/November/December 1978 quarterly payment did not arrive until November 6th or 5h weeks too late for October rents and 1. week too late for November rents. Apartment owners, if we are to retain: their interest in the program, must be paid on the first of each month. Our Housing and Redevelopment Authority budget does not provide for- sufficient operating capital to make-up for this kind of federal payment tardiness. Unless payments are made to our Authority on time, the Authority may find it necessary to terminate its involvement in the Section 8 Program for Plymouth. The Annual OcIntributions Contract was not amended to include these addiU nal units. until October 12, 1978. Prior to the approval of any requisition, a. current approved Budget Waist be on file. In this siftntian, the current Budget had to be revised and approved' to include the additional 25 units.. On October 16, 1978 aur office sent the Authority the approved Budget, and on. the 17th, the approved requisition. It is our uderstanding that the requisition was processed within the usual required time by the Regional Office.. The previous requisition for the quarter ending Sq*amber 30, 1978, could not be processed. upon receipt because it was the first requisition for the new fiscal year beginning July 1, 1978, and a Budget for the new fiscal year had not yet been submited. The Budget was reviewed and approved within eight working days a -It's receipt and the requisition MW subsequently approved. Tile .requisitioln for the quarter ending March 31, 1979, was approved and forwarded to our Regional Office for payment within two days of it's receipt. I hope that this satisfactorly explains the ci=msW=s that led to delayed processing of prreview requisitionls. As you stated in your letter, the quarterly payment for October, Novetbw and Deuetnber of 1978 arrived on November 6, 1978, too late to cover timely payments to ownem for October and November. in addition, you have received other quarterly payments after the beginning of the quarter for which they were due. The Minneapolis St. Paul Area Offics informs usthat the lateness of the November 6 check was due to the fact that the requisition for that quarter included units already under management and an additional 25 units which required an a wktnent. to the Annual. 0=tributian Contract AOC). If a separate requisition had been submitted for the units eready under management, it could have been processed more quickly. On page 3 there should be a footnote indicating the amount of money to be -appropriated for the Section 6 Rent Assistance Program and the Housing Rehab Grant -Program.
