HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 12-06-19820 MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA DECEMBER 61, 1982 The regular meeting of the Housi,nq and Redevelopment Authority of Plymouth, Minnesota was held. on the 6th day of December, 1982 at 6:35 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the authority were present: Chairman Hillstrom, Commissioners Pat Neils, Bakke, Gerry Neils and Erickson. There were also present the following members of the City staff: Associate Planner Dale, and City Clerk Houk. MINUTES It was moved by Commissioner Gerry Neils, seconded by Commissioner Pakke, to approve the miirwtes of the September 27 regular meetinq as submitted. Motion carried, three ayes. SECTION 8 PROGRAM FUNDING BEYOND OCTOBER 1983 Discussion was held on how the City would fund the Section 8 program from October, 1983 to the end of 1983 when .leases ran out if HUD stopped funding the program in October. Associate Planner Dale stated he had informed the current lease holders and apartment managers of the fact that the funding will run out on October 12, 1983. Commissioner Erickson joined the meeting at 6:40 p.m. Associate Planner Dale pointed out that there are HUD funds available to keep the Section 8 program going until December 1984 but this would require the HRA entering into another contract with them. Commissioner Pat Neils joined the meeting at 6:45 p.m. Commissioner Gerry Neils asked if the City Council has had thouahts of discontinuing the program. Associate Planner hale answered that the last time this was discussed the Council decided to continue local administration of the program. Commissioner Erickson stated that he believed continuinq the proqram seemed to be in line with the HRA objectives. Commissioner Gerry Neils stated he thought the City should ask HUD to renew the contract through 1984. Regular HRA Meeting December 6, 1982 Page Two It was moved by Commissioner Gerry Neils, seconded by Commissioner Erickson, to approve the following resolution: HRA RESOLUTION NO. 82-09 REQUEST TO THE PLYMOUTH CITY COUNCIL TO CONTINUE LOCAL ADMINISTRATION OF THE SECTION 8 PROGRAM WHEREAS, the Section 8 Existing '°ent Assistance Program in Plymouth under local administration has assistr:3 • significant number of lower income persons over the past five years to mt-w%ain or to locate their residence in Plymouth; and,. WHEREAS, the continuance of the Section 8 Proqram in Plymouth throuah December, 1984 under local administration would serve to allow those lower Income persons now living in Plymouth to maintain their residence in the community and would afford them the opportunity to contribute to the qeneral well-being and diversity of the City; and, WHEREAS, the City has received, under a letter dated October 20, 1982 from the Department of Housing and Urban Development, confirmation that the City's AC( with HUD, 8C-40709 is due for renewal in October, 1943 and that sufficient funds remain to allow for the renewal of the contract at least throuoh December, 1984; NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Plymouth that the Plymouth City Council be reouested to make provision in the 1984 City budget to retain sufficient funds to administer the Section 8 Pregram locally. Motion carried on a Roll Call vote, five ayes. Notion was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils that staff be directed to undertake action to secure contract renewal and/or extension as early as possible so that the uncertainty of the time period that the Section 8 Program might be locally administered is minimized. Commissioner Gerry Neils stated that he would like to see a renewal contract In hand before the 1984 budget is prepared so that the Council would be more apt to approve the budgetinq. Motion carried, five ayes. SECTION 8 MANAGEMENT REVIEW FINDINGS - PROGRESS REPORT Associate Planner Dale stated that by January he hoped to be do,ie with the remaining items from the June 1982 review. 0 Regular HRA Meeting December 6, 1982 Page Three SECTION 8 AVERAGE MONTHLY RENT SUBSIDY PAYMENTS. 1977-1982 Discussion was held on the percentage of vacancies in apartment buildings in. Plymouth. Associate Planner reported that they vary from a minimum of one apartment in a complex to approximately 20% vacant In another complex. He stated he felt this may be a good time to negotiate with apartment owners to lower rent rates for the Section 8 Prograr. participants. Associate Planner Dale -*ated that an increased percentage of income is now being paid by participo in the program. He felt this would help to serve as a "brake" to the continual escalation of subsidy payments. HOUSING REHAB PROGRAM - PROGRESS REPORT Planner Dale reported that applicatiens for rehab grants are in excess of funds. Since Plymouth serves eligible homeowners on a. "first come, first served" basis, those homeowners who have recently submitted applications may have to wait until the start of a new funding cycle in 3uly 1983. Chairman Hillstrom asked what type of improvements were requested by the applicants for Housing Rehab assistance. Associate Planner Dale answered that he would bring a detailed report to the Commission at its next meeting. Planner Dale stated that with the cutoff of income at 513,500, more people are eligible. Also, homeowners are sometimes referred to him by other aoencies. Planner Tremere stated that there are two issues involved: 1) there are other programs from which money could be taken to help fund this program, and 2) at least one more CDBG year will be coming. This will be the first year that the large chunk of the money won't be going for acquisition and the Commission should consider what to do with the money. Commissioner Gerry Neils .stated he thought the Commission should make application to Hennepin County for additional CDBG funds to finance the program through the end of the year. Associate Planner Dale stated it probably won't be until August or September before Hennepin County knows how much money is available to cities who have additional needs. Notion was made by Commissioner Gerry Neils, seconded by Commissioner Pat Neils, to direct staff to inform Hennepin County that there is more demand than money available and to ask for additional funds If and when they become available. Notion carried, five ayes. 49 Regular HRA Meeting December 6, 1982 Page Four 1AW ADDITIONAL HOUSING PROGRAMS Chairman Hillstrom suggested thet if staff had any ideas for the use of the Community "evelopment Block Grant (COAG) funds for next. year, please let the Commission know. Planner Tremere stated that the staff will inventory what other HRA's have been doing and report back. Discussion continued on the status of the senior citizen high rise and what the HRA could to at this time to proceed with the development. The meeting adjourned at 7:30 p.m. Ake secretary
