HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 09-27-1982MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA SEPTEMBER 27, 1982 The regular meeting of the Housing and %Redevelopment Authority of Plymouth, Minnesota was held on the 27th day of September, 1982 at 6:45 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following; members of the authority were present: Chairman Hillstrom, Commissioners Pat Neils and Bakke. Commissioners Gerry Neils and Erickson were absent. There were also present the following members of the City staff: Executive Director Willis, Associate Planner Dale, and City Clerk Houk. MINUTES It was moved by Commissioner Bakke, seconded by Commissioner Hillstrom, to approve the minutes of the August 2 regular meeting as submitted. Motion carried, two ayes. Commissioner Neils abstained. APPROVAL OF HOUSING AND REDEVELO^ath, AUTHORITY BUDGET FOR 1983 The HRA will receive an 4d valorem tax amounting to 5309,139 as part of the City's general property tax. Associate P1anfter Dale stated that the Section 8 program may be stopped in October of 1983. HUD stated there is a good possibility that the program could be funded for another year beyond 1983. He stated, however, that for planning purposes he assumes that the program will terminate in October of 1983 when the HRA's contract with HI;D expires. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to approve the following resolution: HRA RESOLUT 01IN NO. 82-08 ADOPTING A 1983 PLYMOUTH HOUSING :VD REDEVELOPMENT AUTHORITY BUDGET WHEREAS, the Housing and Redevelopment authority of the City of Plymouth proposes to fund certain programs to assist lower income families and individuals in need of housing assistance during the year of 1983; and WHEREAS, it is necessary to budget adequate monies for these purposes; NOW. THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, that the attached budget be adopted by the Plymouth City Cow.cil. Motion carried on a roll call vote, three ayes. HRA REGULAR MEETING September 27, 1982 Page Two STAFF RESPONSETO Ftt'S MMAGEMENT REVIEW OF PLYMOUTH'S SECTION 8 PROGRAM Associate Planner Dale presented his response to HUD's Management Review of Plymouth's Section 8 program. Commissioner Bakke pointed out several items oich the Plymouth HRA completed during 1981 but for which they had not been cleared. Associate Planner Dale stated that there seems to be a lack of communication with the HUD area office. He stated he hoped by pointing out in his letter that some of these items have been taken care of, they will correct their files. He added he felt the target dates ae has set for compliance with other of their directives were realistic. He stated he will follow up with HUD on his response. Executive Director Willis stated he liked the aggressive timetable that Associate Planner Dale has set and will keep the Commission updated on the programs monthly. Commissioner Neils stated she would like to see the items left from 1980 taken care of first. METROPOLITAN COUNCIL'S HOUSING DEVELOPMENT ASSISTANCE PROGRAM On September 15 the Metropolitan Council held a workshop to explain to Community Development staff people their new Housing Development Assistance Program. Associate Planner Dale stated that should the Plymouth HRA decide they want assistance from the Metropolitan Council, it would probably be available at no charge, depending on the time drain on the Council staff. LATEST SUBSIDIZED TOWNHOUSE PROJECT IN PLYMOUTH Associate Planner Dale stated that the Minnesota Housinq Finance Aqency has informed him that the Mission Oaks townhouse project completion is scheduled for March of 1983. He stated that the HRA staff will be recommending eligible families to the management company but will not be involved with final selection of tenants. SUBS='.?IZED HOUSING DISTRIBUTION IN PLYMOUTH Associate Planner Dale presented an. annual update on what subsidized housing is available in the City of Plymoth. He compared Plymouth with Minnetonka and Edina and round that Plymouth has a better distribution of subsidized family housing but does nut have as much subsidized elderly housing facilities. 0 HRA REGULAR MEETING September 27, 1982 Page Three HOUSING AND SOCIAL ISSUES Associate Planner Dale presented several informational items to the Commission on the subsidized housing situation.
