HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-02-1982MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA AUGUST 29 1982 The regular meeting of the Housing and: Redevelopment Authority of Plymouth, Minnesota was held on the 2nd day of August, 1982 at 6:35 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the authority were present- Chairman Hillstrom, CammiSSioners Erickson and Bakke. Commissioner Gerry Neils joined the meeting at 6:45,. Commissioner Pat Neils was attending another City meeting. There were also present the following members of the City staff: Executive Director Willis, Associate Planner Dale, and City Clerk Houk. MINUTES It was moved by Commissioner Erickson, seconded by Commissioner Bakke, to approve the minutes of the May 24 regular meeting as submitted. Motion carried, three ayes. HOME IMPROVEMENT GRANT PROGRAM INCOME LIMITS AND GRANT AMOUNT Discussion was held on the recommended amounts of increase in the income liwits to $13,500, and maximum grant amounts of $8,100. Associate Planner Dale explained that these figures are up 7.4% from last year and are intended O;o keep up with the 7.4% increase in the social security benefits of the group over 62 years of age. It was moved by Commissioner Erickson, seconded by Commissioner Bakke to adopt the following Resolution: RESOLUTION NO. 82-04 ESTABLISHMENT OF HOOE IMPROVEMENT (RANT PROGRAM INCOME LIMITS AND GRANT LIMITS FOR THE COBC PROGRAM, YEAR VIII (JULY 1, 1992 - JUNE 30, 1983) WHEREAS, the City of Plymouth believes that the Home Improvement Grant Program provides an effective way of rehabilitating older dwellings and reducinq scarce energy resources; and WHEREAS, Hennepin County and HUD require that each municipality set its own Income limits and grant limits for its CDBG Home Improvement Grant Program each year; and WHEREAS, the City In Year VII, permitted a maximum grant of $7,500/elibigle homestead and had a maximum Income limit of $12,600 (annual adjusted Income/ household) and has accepted applications for grants on a first come, first serve basis and will continue to do so; and WHEREAS, the City believes that an inflationary increase in the income limits and maximum grant amounts is justifiable due to the increases in the cost of living, building materials and labor; and, REGULAR HRA MEETING August 2, 1982 Page Two WHEREAS, the Federal government has approved an increase In Social Security benefits of 7.4 percent as of July 1, 1982 and that the City will adopt the same percentage increase over last year's. limits; NOW, THEREFORE, BE IT RECOMMENDED BY THE PLYMOUTH HRA THAT THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, have the income limit be established at 13,500 and the grant amount at $8,100 for qualified homeowners during Year VIII CDBG Home Improvement Grant Program. Motion carried on a Roll Call vote, three ayes. MANAGEMENT SERVICES CONTRACT Planner Dale suggested adding an addendum to the proposed Management Services. Contract between the Plymouth HRA and the City of Plymouth listing the current rates of the Plymouth staff doing work for the Plymouth HRA which could be updated annually. Commissioner Gerry Neils joined the meeting at 6:45 p.m. It was moved by Commissioner Gerry Nelle, seconded by Commissioner Ccickson, is to approve the following Resolution with the amendment to add that the contract should refer to an hourly rate for the City of Plymouth staff which will apply to this contract and be reviewed and approved annually by the Plymouth HRA: RESOLUTION NO. 82-05 APPROVING A MANAGEMENT SERVICES CONTRACT BETWEEN THE PLYMOUTH HOUSING & REDEVELOPMENT AUTHORITY AND THE CITY OF PLYMOUTH WHEREAS, the City of Plymouth performs certain functions for the Plymouth Housing & Redevelopment Authority; and WHEREAS, it is necessary to define what housing management services are to be performed by the City for the Plymouth HRA; and WHLREASp these services be addressed In a written contract to be signed by both parties; NOW,. THEREFORE, BE IT RESOLVED BY THE HOUSING & REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, that the attached Management Services Contract be approved, signed by the Chairman of the Plymouth MRA and be forwarded to the Plymouth City Council for their ^nnsideratlon. Bk IT FURTHER RESOLVED by the Plymouth HRA that the rate schedule shall be revised and the contract annually amended to reflect changed rates for City staff personnel. Motion carried on a Roll. Call vote, four ayes. REGULAR NRA MEETING August 2, 1982 Page Three It was moved by Commissioner Gerry Neils, seconded by Commissioner Erickson, that the staff be directed to review with Executive Director Willis those charges for other departmental services referenced in the contract and report to the HRA on how the HRA is to be reimbursed for these services and what rate schedule might be applicable. Motion carried, four ayes. SENIOR CITIZEN HOUSING SITE PURCHASE The closing on the purchase of the senior citizen housing site has been reset. There have been some problems with the payment of special assessments for the outlet and who is responsible to make specific payments. No action was taken. HUD'S REVIEW OF PLYNOUTH13 SECTION 8 PROGRAM ADMINISTRATION Planner Dale stated that he will write a letter to the HUD area office listing the corrective actions which will be taken by the HRA on HUD's concerns that 1) HAP (Housing Assistance Payments) contracts areā€¢ not being renewed concurrent with lease renewals, and 2) the HRA's latest annual contribution request (HUD's payment to the HRA program) is in excess of their maximum funding authorization. HUD indicated this is due to past lease approvals being in excess of Fair Market Rent limitations. These HUD recommendations resulted from their recent field review of the Plymouth HRA's vection 8 program. Nancy Bratrud of the HUD Area Office informed Planner Dale that their 3une Inspection would be the last review of the program until 1983 when the contract is up. Gerry Neils stated that Planner Dale's proposed responses are appropriate but he thought a target date for completion should be included on with each item. It was moved by Commissioner Gerry Neils seconded by Commissioner Erickson, to approve and endorse the corrective actions recommended by staff provided a closure date is attached to each corrective action response. Motion carried, four ayes. HUD's Status of Previous Reveiws statement cleared certain items from their findings. Commissioner Gerry Neils asked what findings of HUD were still outstanding. Planner Dale stated he would check back to the previous review In order to determine which findings were being referred to. It was moved by Commissioner Gerry Neils, seconded by Commissioner Erickson, that staff be directed to review the uncleared findings of the previous Nanagement Review Report and make recommendations to the HRA at Its next meeting as to the correction of theze findings. Notion carried, four ayes. HRA REGULAR MEETING August 2, 1982 Page Four Commissioner Gerry Neils stated out that the Management Review Report also pointed out some "highly commendable" procedures which the Plymouth HRA has Initiated including a quarterly newsletter to participants in the Section 8 program, issuance oP housing information for people requesting help, and a checklist for participant file contents. It .ved by Commissioner Gerry Neils seconded by Commissioner Erick son; to :,. tha following Resolution: HRA RESOLUTION NO. 82-06 AMENDING THE. REGULATIONS ESTABLISHING ADMISSION AND OCCUPANCY FGA THE PLYMOUTH SECTION 8 RENT ASSISTANCE PROGRAM WHEREAS, the Plymouth HRA wishes to amend its present Admissions and Occupancy Policy to update Parts I (Income Limits), XII (Utility Allowance Schedule) and XIII (Fair Market Rents) to conform to current dollar amounts for these items and also to amend Part XIV (Grievance Procedures) to clarify how a Section 8 tenant with a grievance might seek redress; NOW, THEREFORE, BE IT RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY, that the attached Admission and Occupancy Policies as amended be approved for Plymouth's Section 8 Rent Assistance Program as of the date of this resolution. Motion carried on a Roll Call vote, four ayes. FINAL FUNDING ALLOCATION FOR 'BEAR VIII CDBG PROGRAM Planner Dale stated that all monies allocated through the CDBG program is being used for low income families. The Plymouth HRA will be receiving 10,611 over its earlier announced allocation and will be placing It in a contingency fund which can be held over for next year for whatever activity the HRA feels is appropriate. It was moved by Commissioner Gerry Neils, seconded by Commissioner Bakke, to approve the following Resolution: HRA RESOLUTION NO. 82-07 AUTHORIZING SUBMISSION OF CITY OF PLYMOUTH GRANT APPLICATION TO HENNEPIN COUNTY FOR INCLUSION IN THE URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION IN ACCORD WITH THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 WHEREAS, the City of Plymouth has executed a joint powers agreement with Hennepin County thereby agreeing to participate in a Grant Application under the Urban County designation provided for in the Housing and Community Development Act of 1974; and, WHEREAS, a grant application has been prepared requesting funds to undertake a community development program, including appropriate citizen participation, goal establishment and implementation plans and procedures; and, HRA REGULAR MEETING August 2, 1982. Page Five WHEREAS, the Housing and Redevelopment Authority held a public hearing on March 1, 1982, regarding the expenditure of the Year VIII funds for the City of Plymouth and has recommended several projects for expenditure of said funds; and., WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority and of the City Staff regarding the proposed activities and program amounts for Year VIII; and, WHEREAS, the proposed activities and grant amount were referred to the designated Planning Area Citizen Advisory Group established by Hennepin County for review and comment; and, WHEREAS, the Planning Area 2 Citizen Advisory Committee has recommended approval of the program, subject to final planning allocation by Hennepin County; NOW, THEREFORE, BE IT HEREBY RECOMMENDED BY THE PLYMOUTH HRA THAT THE CITY COUNCIL OF THE CITY OF PLYNOUTH, MINNESOTA, that it should direct the administrative staff to prepare and submit the necessary application for the City of Plymouth's Year VIII participation in the Housing and Community Development Plans and Programs for expenditure on the following projects In the respective proposed dollar amounts: ACTIVITY PROGRAM AMOUNT 1. Direct Benefit Program for Low/Moderate Income Housing Assistance and Land Writedown 80,806 2. Housing Rehabilitation Program 34,000 3. Contingency 10,611 w 125,417 Motion carried on a Roll Call vote, four ayes.
