3. PLYMOUTH FORUM - Individuals may address the Council
about any item not contained on the regular agenda. A maximum
of 15 minutes is allotted for the Forum. If the full 15 minutes are
not needed for the Forum, the City Council will continue with the
agenda. The City Council will take no official action on items
discussed at the Forum, with the exception of referral to staff or
commission for future report.

On My46,lb-of this year, we sent a cover letter with a list of 83 home owners signatures
to Dan Faulkner, City Engineer. The basis for this letter was a request, due to heavy trai$ic, for
consideration to install stop signs at the corners of 55th Ave North and Ximines.
Since that time, the Home Owners Association has met, reviewed and discussed options.
We realize stop signs are not intended to control traffic, especially for minor feeder routes. Instead, the
design of these roads should control the flow of traffic. In this instance, since 55th Ave North has never
been connected as a through street to Nathan Lane, all traffic, including heavy, fast moving construction
vehicles use 55th Ave as an entrance and exit.
With the school year upon us, all parents have a mutual concern regarding this subject.
As such, the Board of Directors of our Association, with all attending members voted to pass a resolution
mandating the support for the placement of stop signs at the aforementioned intersection.

Dear Mr. Faulkner:
We, the residents of Harrison Hills, wish to propose that the
City of Plymouth erect a 4 -way stop sign at the intersection of
5 5 `" at Ximines Lane North. We are extremely con cernedfor
the safety of our children, as many construction workers and
vehicles pass this intersection without regard to speed. 'This
intersection is especially congested with children when school
starts in the Fail. This corner is the designated bus stop for
approximately 25 children. 55`" Street also has two other
designated bus stops. With the construction of "The Ponds",
all construction material trucks, workers, Realtors, interested
buyers, etc. pass through our neighborhood. A 4 -way stop sign
would at least require vehicles to slow down for the approach
and stop. This would significantly decrease the potential for an
accident. We have many small and elementary age children in
our neighborhood and, unfortunately, many ride their bicycles
in the street and are sometimes unaware of the dangers around
them.
We realize that, if -erected, this sign cannot be taken down after
the construction of "The Ponds" has been completed. We feel
this sign would only continue to ensure the safety of our
children in the future..
Attached is a partial list of signatures of Harrison Hills residents
who wish to see a 4 -way stop sign at this intersection. We have
had significant support ... approximately 98% of residents
canvassed are in favor of a 4 -way stop. Also attached is a letter
from the Board of Directors for the Harrison Hilts Home
Owners Association regarding their concern for neighborhood
roadway safety and support for the stop sign placement.
Please consider this proposal favorably and erect a 4 -way stop
sign at the intersection of 551 and Ximines Lane North. Thank
you in advance for your consideration of this matter.

COUNCILORS;
As members of the Board of Directors for the Harrison Hills Home Owners Association, we
believe this particular request is one which should be given serious consideration. A majority of the
homeowners have agreed upon the immediate need for improving the safety of the intersection of 55th
Ave North and Ximines.
Due to increased homeowner and construction traffic, this intersection has become increasingly
hazardous. This is especially true for the number of children who wait for and are dropped off by school
buses at these corners. The construction vehicles tend to travel at higher rates of speed and rarely yield
for other vehicles let alone pedestrians. Let's take action now, before the tragedy of an accident occurs, to
make this area safe by having stop signs installed prior to the school year beginning.
We urge the Council to take the appropriate action and authorize the stop sign placement.

Dear Jon:
I am writing you about the speed limits on Pike Lake which have been under
discussion for some time by residents and officials of both Maple Grove and
Plymouth. From a historical perspective, both communities adopted ordinances in
1992 limiting speed on Pike Lake to 15 mph or less. It appears as though the five
Plymouth homeowners were unaware of this ordinance until the summer of 1995.
During the summer of 1995, the five residents living on the lake in Plymouth
approached the City Council to eliminate the 15 mph speed limit in order to water
ski, which had been taking place all along. The Council attempted to rescind the
speed limitation in 1995. The Council also requested the formation of a task force
or committee to try to reach a compromise that residents of both communities
could live with regarding Pike Lake speed limits. The committee, consisting of
residents and staff of both communities, a DNR representative, and a water
specialist from Hennepin County Parks, could not reach a consensus. As I see it,
three options were available:
1. Leave the 15 mph speed limit alone. Preferred by Maple Grove
residents.
2. Proposed compromise by Plymouth resident, allowing the speed limit
to rise on Saturday and Sunday from Memorial Day until Labor Day
from 12:00 noon until 6:00 p.m.
3. Eliminate the restriction entirely.

These three options were presented to the Plymouth City Council on June 5th,
1996. The City Council opted for option #2 which is a compromise. Staff was
directed to contact Maple Grove with this information for further discussion in
hopes that Option #2 could become a reality. The City of Plymouth would request
that you consider Option #2 and to bring this forward to your City Council.
It would be our intentions to ultimately call for a public hearing regarding an
ordinance change. The change is dependent upon mutual agreement between both
communities. As it stands now, the 15 mph speed limit is still in effect. Your
consideration in this matter is most appreciated. If you or members of your staff

RE: Community and Family Information Center kiosk for Ridgedale Center.
As the City Manager of Plymouth, Minnesota, I am always looking for improved ways
to communicate important community information to our citizens. As a suburban city,
we share our many media outlets with a number of other cities, including our radio,
television and much of our newspaper coverage. It is sometimes difficult to get
specific community information in the hands of our residents.
Recently, we have learned that Community and Family Information Centers, Inc. is
seeking to place an information kiosk in the Ridgedale Shopping Center in Minnetonka,
which serves Plymouth as well. The kiosk as proposed would have Plymouth
community information on it, subject to the City's control and approval. It would have
a user-friendly touch screen and also contain a large volume of other information that
would be useful to many people. Recently, our City Council asked that more
information be distributed to our citizens through paperless media. We have developed
our own Internet web page, and look forward to this opportunity with Community and
Family Information Centers to extend our reach with electronic information.
I hope Rouse Management will favorably consider allowing an information kiosk in
Ridgedale Center as requested for the benefit of Plymouth and other surrounding
communities.
