PROPOSED MOTION: No action required. 2. BACKGROUND: Metropolitan Council Environmental Services (MCES) has begun the process of designing the Elm Creek Interceptor sanitary sewer, which will extend across northwest Plymouth to provide service to the City of Medina. Representatives of MCES and Bonestroo, Rosene, Anderlik & Associates, the firm designing the project, will be present at the May 1 Council meeting to brief the City Council. A public meeting will be held on Wednesday, May 30 (7:00 p.m.) at the Plymouth Creek Center to solicit public input on the project. Notices will be mailed to all Plymouth property owners with land outside of the City's current urban service area. A copy of the notice, along with a map showing the alternative sewer alignments, is attached. Public Information Meeting Metropolitan Council Environmental Services (MCES) Elm Creek Interceptor — Medina Leg Wednesday May 30, 2001 7:00 — 9:00 p.m. (Presentation at 7:00) Plymouth Creek Center 14800 — 34th Avenue N Plymouth, MN Purpose of Elm Creek Interceptor — Medina Leg The purpose of the Elm Creek Interceptor — Medina Leg is to increase the capacity and reliability of wastewater service for the City of Medina. The project involves construction of a gravity pipe connecting Medina to an existing Metropolitan Council Environmental Services (MCES) interceptor sewer in Maple Grove. The Medina leg is part of a system of interceptor sewers that is being constructed to serve the northern part of Hennepin County, based on an overall plan for the area. Interceptor sewers are owned and operated by MCES and convey wastewater between communities and to the Council treatment plants. Currently, wastewater from the City of Medina is pumped into Plymouth's local sewer system. This pumping facility is an interim solution that makes use of capacity that is temporarily available in Plymouth's system. As wastewater flows within Plymouth increase, the available capacity decreases and a permanent solution for Medina's wastewater is required. Current flow projections indicate that the permanent solution will be required by 2003. Description of Elm Creek Interceptor — Medina Leg The MCES Medina pumping station is located approximately one mile west of the Plymouth/Medina border, just south of Hamel Road. The station is shown on the attached map. The Elm Creek Interceptor — Medina leg will eliminate this lift station and connect Medina's sewer system to the existing Elm Creek Interceptor in Maple Grove, at a point north and east of the intersection of Lawndale Lane and Elm Road. MCES has developed six alternatives for the Medina leg. The alternatives are currently being evaluated from a technical, environmental, and financial standpoint. The purpose of this meeting is to present the alternatives and to solicit questions and comments for consideration by the Metropolitan Council in selecting the preferred alternative. The alternatives being considered are shown on the attached map and are described below. All the alternatives begin at the existing pumping station. From that point a gravity pipe continues generally along Hamel Road and TH 55 to the intersection of TH 55 and Co. Rd. 101. The alternative descriptions begin at that intersection. 101/Troy Ln: The pipe would be routed along Co. Rd. 101 and around the north side of the Elm Creek Golf Course and the city owned Open Space to Troy Lane. It would generally follow Troy Lane and Co. Rd. 47 to Lawndale Lane and then head north to Maple Grove. 101/Wetland West: The pipe would be routed along Co. Rd. 101 and around the north side of the Elm Creek Golf Course and the Open Space to the west side of the Elm Creek wetland. It would follow the edge of the wetland (coordinated with Plymouth's Northwest Greenway Corridor) and then follow Lawndale Lane to Maple Grove. Golf Course/Troy Ln:The pipe would be routed through the Elm Creek Golf Course (with the golf course being restored) and then around the north side of the Open Space to Troy Lane, continuing along Troy Lane and Co. Rd. 47 to Lawndale Lane. 4. Golf Course/Wetland West: The pipe would be routed through the golf course (with the golf course being restored), around the north end of the Open Space, and along the west side of the wetland. 5. Golf Course/School/Wetland East: The pipe would be routed partially through the golf course (with the golf course being restored), around the south side of the Open Space on the Wayzata High School site, and then around the south and east sides of the Elm Creek wetland to Lawndale Lane and Co. Rd. 47. 6. Golf Course/School/Wetland West: The pipe would be routed partially through the golf course (with the golf course being restored), around the south side of the Open Space, and along the west side of the wetland to Lawndale Lane. At the public meeting, the overall project and each of the alternative alignments will be described during a presentation beginning at 7:00 p.m. After the presentation, staff members from MCES and the City of Plymouth will hold a question and answer session and will also be available for individual discussions. The answers to two key questions are presented below: Q: When the Elm Creek Interceptor — Medina Leg is constructed, can I develop my property? A: No. The interceptor is a regional facility and individuals cannot connect to it. For your property to develop, the City of Plymouth has to decide to allow development, amend its comprehensive plan, and extend sanitary sewers from the interceptor. The decision whether or not to allow urban development in northwest Plymouth lies entirely with the City of Plymouth. Q: When the Elm Creek Interceptor — Medina Leg is constructed, will I be charged for it? A: No. The Metropolitan Council pays for its interceptor construction through the SAC (Service Availability Charge). The SAC is collected at the time a home or business connects to a sewer system. If and when the City of Plymouth decides to allow urban development in northwest Plymouth, charges or assessments for sanitary sewer would be considered. ACTION REQUESTED: Discuss the desired format for the 2001 Town Ward Meetings scheduled for May 15. Staff would like direction from the Council on their desires for this meeting, such as: What should be presented at the general meeting? Who should present it? What format is desired for the ward break-out meetings? 2. BACKGROUND: The City Council has established the 2001 Town Ward Meetings for 7:00 p.m. on Tuesday, May 15, at the Plymouth Creek Center. Attached is the article that will appear in the May Plymouth News. Notice will also be provided by cable and the Web site, a news release, and some direct mailing to groups such as the homeowner associations, agenda mailing list, and board and commission list. There are several possible formats for the meeting. The plan is that the entire group begin in the Plymouth Room with a general presentation, followed by the residents breaking out into groups by ward. For the ward break-out sessions, we could have folks separate to various portions of the ballroom so that the Mayor, At -Large Councilmembers, and staff can roam between groups. Or, each ward group could go to a separate room in the building. Light refreshments will be served. There are several possible formats for the general presentation portion of the meeting. One possibility for the town meeting is to use portions of the presentation done for the Realtor Workshop in March, using Powerpoint. This covered demographic facts about Plymouth, services, future growth, types of housing, value trends, Council goals and priorities, major proposed development, Northwest Plymouth plan, redevelopment, City Center issues, and community identity. At the Realtor Workshop, these topics were covered as a welcome and introduction by Mayor Tierney and a presentation by the City Manager and other staff. A second option is to use the format from the TwinWest Chamber State of the City Coffee Break. The Mayor handled welcome, introductions, and City Council goals for 2001-2002, followed by a mini -annual report by the City Manager which briefly described accomplishments in the past year, as well as 2001 projects. The TwinWest session closed with Park Director Blank discussing the Plymouth Creek Center and Millennium Garden Project. A third option for presentation is to have the Council agree on a list of topics to be covered, and assign Council and/or staff to present each item. The Council may wish to discuss whether the ward break-out sessions should be held in the Plymouth Room, or whether the ward groups should go to various rooms in the building. Also, ward councilmembers should indicate whether they would like to do a presentation to their ward residents, whether they want specific staff to be available, or whether they want to simply listen to additional comments from the ward group, or to offer a time to be available to meet with residents individually from their ward. Town meeting Join the City Council for town meeting on May 15 City government is often dealing with the issues that directly affect public safety, parks, streets, and development in your neighborhood. To provide a less formal forum to discuss these issues, the Plymouth City Council will host a town meeting on Tues., May 15, 7 p.m., at the Activity Center at Plymouth Creek Center, 14800 - 34`x' Ave. N. The meeting will begin with an update of citywide issues. After the large group meeting, City Councilmembers will break into small group meetings based on the City's four wards. The smaller group meetings will give citizens a chance to discuss issues of specific interest to their area. Attendees also will have a chance to tour the Activity Center at Plymouth Creek Center, which opened last June. Refreshments will be served. No registration is necessary. Agenda Number: TO: Dwight D. BACKGROUND: Attached is the list of pending study session topics, along with calendars, for the Council's use in scheduling future topics or sessions. The City Council has indicated a desire to discuss liquor issues (limiting the number of licenses, whether licenses should be issued to gas stations and convenience stores, etc.) in the near future. A study session could be held on this item at 7:00 p.m. on Tuesday, May 29; Thursday, May 31; or Tuesday, June 5.
