Homing Meoaer Barnes presented an overview of the Draft Strategic Hao.

Chair I%dnson agtlained the timing of the Strategic Plan and said the Plan will be approved at
the nett HRA meeting on February 20, 2003. She udwd if anyone bad comments or questions.
Barbara Brooks. representing MICAH, saN they were very pleased with the Plan. She was

based on thirteen recommendations I6CAH presented at the Housing Forum, in March ofM02,

would be to use action verbs and stronger wording. She sonemd including stronger language
in the Strategic Plan to use when approaching residential developers at the initial point of contact

Housing Manager Bemes esplained.bow the HRA fimcdous and stated it is a separate entity
from the fft howem, tha bw requires the City to approve certain actions for the HRA. He PIN
stated that the HRA is more.timited than the City in what they can do.
John WDoondl, representing MAIL thaobed the HRA for bolding this meeting and
cemmended the WEHe n quested..t m the HRA try to help more than five first time

Mr. Murmy made two comments regarding mixed use projects. He believes that `lmmed
income" should be included within the mixed use objective. He also felt the language should be
dmnge'to seek multiple developments within the City. He VS i Ilookingettwoortlum

Mr. Murray said that regulatory policies world be at the top of the priority list for MICAH. He
would b1z to see the timeline enrlier than 2004 for this work. They are recommending that the
City resources be. refocused and begin wont on regulatory policies immediately.
W. Murray suggested adding en additional Action Item under the development of new housing
units which world state that the HRA should prndnase land or acquire more property. Housing
Manager Barnes asked if he was referring to owning and managing at owning and eventually
selling. Ile replied either would be okay.
W. Murray snggated that msimaining affordability under First T'mte Homebuyers be a separate
Action.Item MICAH suggests it should be made dear tbat all affordable housing isinchded —
nat just the bowing subsidized by the HRA.
Under Redevelopment MICAH Seek that two concepts were missing. The first would be that
redevelopment should include aRordable or workforce bowing. The second wt.uht be that
redevelopment be sensitive to the elimination of affordable housing.
Family Hmdntg, representing Interfridr Outreach and Community Partners, questioned whether
the affmdable lifecycle housing dtoroes dnspeesed throughout the City are only fur residents and
people who wort in the community. Director Hurlburt stated that they are cot, however, there
are programs, such a the Section a program, whidr give prefers — fu working in Pgrmouth.
Plymouth Towne Square has a preference for people who live in Ply mach. Ms. Harding

median income. She does not want the verylow incomes to be fargotoeo. W. Harding ob-i

Cork Omburg suggested that possibly businesses with vacant land could use that land to build 1400housingforlower -wage workers. He also sees a need for another Plymouth Towner Square
project where residents of the City might have first chance at housing.
