The Chairman and HRA EW—AUve Director are hereby authorized and directed to enter into the attached contract with Frana and Sons, Inc. of Eden Prairie . in the name or die Housing and Redevelopment Authority of the City of Plymouth for the constriction of Plymouth 'rowne Square according to tl:s plans and specifications therefore approved by the Plymouth HRA and on file in the office of the City of Plymouth in the amount of the low bid of 5 4.798,000 2. The Finance Department for the City of Plymouth is hereby authorized and directed :o return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
