RESOLUTION OF CONCURRENCE WITH THE INVITATION REQUESTING THE
HINNBPIN COUNTY HOUSING AND RBDBVE LOPM 4T AUTHORITY PROVIDE
ASSISTANCE TO THE HIBINEMN COUNTY COMMUNITY PROVIDERS PROGRAM
WWREAS, the Hennepin County Housing and Redevelopment Authority (HRA) has adopted
a f nancmg program known as the Community Providers Program ("Program") designed to
provide financial assistance to qualified providers of community services under contract to
Hennepin County by making available low -cwt loans from a Community Providers program
Common Bond Fund for the following purposes related to physical plant and facilities:
I . Refinancing of existing debt;
2. Funds for acquisition of facilities for county authorized new or expansion programs;
3. Acquisition of facilities currently being leased by the qualified service provider, or
4. Acquisition of facilities to replace leased facilities.
WHEREAS, Hammer Residence, Inc. ("Service Provider") is a provider of community
services under contract with Hennepin County with facilities looted in the City of Plymouth;
and
WHEREAS, the Service Provider may wish to participate in the Program; and
WHEREAS, Minnesota Statutes Chapter 383.B.77, Sub. 2, requires invitation to the Hennepin
County HRA from City of Plymouth's HRA before the Hennepin County HRA can exercise its
powers within this City; and
W ERI AS, the City of Plymouth's HRA has extended such an invitation to the Hennepin
County HRA to enable it to proceed with the Community Providers Program in this City.
THEREFORE, BE IT HEREBY RESOLVED BY THE HOUSING AND
REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA as
follows:
Pursuant to Minnesota Statutes Chapter 383B.77, Subd.2, the Plymouth Housing and
Redevelopment Authority hereby requests the Hennepin County Housing and Redevelopment
Authority to exercise its powers and provide technical assistance as may be requested by
Service Providers in Plymouth to participate in the Community Providers Program established
by the Hennepin county Housing and Redevelopment Authority, subject to the following
requirements:

A. That the implmnemation of the Community Providers program be subject to the
approval of the City Council.
B. That the City retain its jurisdiction over all issues of local concern relating to zoning, WW usage, building code requitements and comps with all applicable city codes
snit ordinances.
