AUTHOREZING MOICU'IZON OF JOINT COOPERATION AGREEMENT WITH
E[ENNEPIN COUNTY TO PARTICIPATE IN HBNNEPIN HOUSING CONSORTIUM
VAK R EAS, Title H of the National Affordable Housing Act (Public Law
101-625) provides for the HOME Investment Partnership Act; and, .
WiM8RBAS, the federal program provides for the establishment of a consortium of eligible
units of govemmost in order to secure status as a participating jurisdiction under the HOME
Investment Partnership Act; and,
WMEREAS, the HOME Program provides for the use of federal funds available from the
Department of Housing and Urban Development to carry out multi -years housing strategies
through acquisition, rehabilitation, and new construction of housing, and tenant -based rental
assistance; and,.
wHEREAS, Hennepin County, Blooming and Plymouth have previously joined into a Joint
Cooperation Agreement pursuant to Minnesota Statues, Section 471.59 to establish the
Hennepin Housing Consortium; and,
WI1EREAS, the renewal Agreement is contained in the draft Contract No. A08053; and,
WWREAS, the use of the HOME Program is a potential significant means of supplementing
the Community Development Block Grant Funds allocated directly to the City by the
Department of Housing and Urban Development;
NOW, 711 BE IT EOMEBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MOMESOTA, that it should and hereby does authorize the Mayor
and City Manager to execute the Joint Cooperation Agreement maintaining the HenWin
Housing Consortium througb Contract No. A08053.
