PLYMOUTH HOUSING AND RJ0EVEI0PNMVT AUTHORITY
JUNE 16,1994
A meeting of the Plymouth Housing and RedevAcipment Authority was called to order by
Chairman David Crain on June 16, 1994.
PRESENT: Chairman David Crain, Commissioners John Bdson, Thomas Rugh, and
Marjie McFarland
ABSENT: Commissio r Brian Warhol
STAFF PRESENT: Executive Director Anne Hurlburt, Housing Specialist Milt Dale and
Housing Secretary Denise Hutt
MOTION by Commissioner Rugh, seconded by Chairman Cerin to recommend approval of
the May 26, 1994 minutes.
Vote. 3 Ayes. (Commissioner McFarland abstained.)
Housing Specialist Dale stated it appears best for now that Metro HRA administer the Rental
Assistanoe for Family Stabilization Program.
Chairman Crain wondered if Plymouth HRA has the capability to administer this program
alone.
Director Hurlburt explained there would not be sufficient time to make application as the
deadline to apply is July 1, 1994.
Commissioner McFarland questioned if there are any advantages to applying separately from
Metro HRA.
Housing Secretary Hutt responded by administering the RAPS Program independently you
earn up to $40.00 administrative fee per participant.
Director Hurlburt commented that time spent administering the program could use up the fee
rather quickly.
LJ Commissioner Edson believed at this time it makes sense to join Metro HRA for this program.

MOTION by Commissioner Edson, seconded by Commissioner McFarland to endorse
participation in the Rental Assistance for Family Stabilization Program, allowing the Metro
HRA staff to handle the administration of the program in Plymouth.
Vote. 4 Ayes. MOTION carried unanimously.
Greg Oppegard of walker Management stated bi-weekly meetings are being held with the City
and be is also meeting with the operations staff at Walker on a regular basis. The general
contractor will not commit to an occupancy date as of yet, but should by July 1. At this time,
it looks like it may be mid-October.
Chairman Crain asked if building and fire code issues have been resolved.
Mr. Oppegard replied the majority of outstanding issues have been resolved. There are a few
small issues to be worked out yet, but on a project this size, it is typical to have some
outstanding issues.
Chairman Crain questioned if the remaining issues are manageable and is the project still
within budget and concept design.
Mr, Oppegard responded the issues remaining are interpretation problems with p umbing and
fun codes, but at this point are manageable. A final assessment on the plumbing issue has not
been made yet, but he will keep Commissioners informed. He went on to explain the budget
is in good shape and line items from the pro -forma have not been exceeded
Donna Fleets of Walker Management presented a Montcly Occupancy Report for Plymouth
Towne Square as of June 16. She informed Commiasiorera that. Sarah Miller, the apartment
manager, has set up 60 appointments for the next two weeks and will begin offering units by
July 1. Walker will require a $100.00 deposit to hold a unit, which will be credited toward
their damage deposit.
Ms. Flaata was concerned with questions she has received from residents asking if the !willing
would change to market rate in the near future. she offered to relay a statement to all
interested parties that it is the intention of the housing authority that Plymouth Towne Square
will remain subsidized.
Chairman Crain and Commissioner Edson concurred that Walker Management should relay to
residents that Plymouth Towne Square is a subsidized project and will remain so.
Director Hurlburt assured Commissioners she would be informing staff personnel of this so
misinformation is not given out to the public.

Ms. Flaata stated after discussion with Director Hurlburt, provide an equal number of units of
each size in order to offer equality for both very low income and low income tenants.
Director Hurlburt asked what was the percentage of increase for the income limits that were
published effective May 31.
Chairman Crain replied it looked to be about three percent.
Director Hurlburt commented it is about what was anticipated in the pro -forma.
The meeting was adjourned to tour Plymouth Towne Square with representatives from Walker
Management.
