HOUSING AND REDEVELOPMENT AUTHORITY
AUGUST 17,1993
A special meeting of the Plymouth Housing and RedevelWmcnt Authority was called to order
by Chairman David Crain on August 17, 1993 at 5:30 p.m.
PRESENT: Chairman David Crain, Commissioners John Edson, Pauline Milner, and
mi Bion (left at 6:30 p.m.)
ABSENT. Commissioner Brian Warhol
STAFF PRESENT: Housing Specialist Milt Dale
Consultant Bill Thibault gave a brief report on the progress for development of the Consortium
CHAS. He indicated all communities in Hennepin County with the exception of Minneapolis
would be part of the Consortium CHAS. He shared his concern that the CHAS as now
constituted would considerably dilute Plymouth housing needs when combined together with

the entire County. He stated that he sent surveys to all non-profit organizations operating in
the City of Plymouth to get their opinions/reoommendations. Further, Bill indicated HennepinCountystaffwasdoingmostofthedatafindingandotherworkinvolvedintheCHAS
production.
REY= OF SENIOR HOUSING BUMOM PLANS
Architect Jay Nelson of BRW Blness Architects provided three full scale plans and
specifications for the senior project for Commissioners review and comment.
Commissioner Blatt stressed to Greg Oppegard of walker Management that he would Woe to
see the average cost per unit Come in at $50,000. Mr. Oppegard said that this would be
Walker's goal as well.
MOTION by chairman Crain, seconded by Commissioner Edson to approve the architectural
plans for the Plymouth Senior Housing facility at 37th Avenue North and Plymouth
Boulevard.
Vote. 4 Ayes. MOTION carried unanimously.
Greg Oppegard indicated that TAC Enginoering Company, Inc., the consulting mechanical andelectricalengineersstatedthataetoHRArequestedchanges, i.e. the addition of a generator
and other wiring changes, required additional work of 35 to 40 more Furs for a cost of
2,500 in consulting fees.
MOTION by Commissioner Edson, seconded by Chairman Crain to approve and authorize thepaymentof $2,500 in additional consulting fees to TAC Engineering Company, Inc.
Vote. 3 Ayes. MORTON carried unanimously.
