PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY
JANUARY 9, 1993
A meeting of the Plymouth Housing and Redevelopment Authority was called to order
by Chairman Lave Crain on January 19, 1993 at 6:30 p.m.
PRESENT: Chairman Dave Crain (arrived at 6:40 p.m.), Commissioners
Bloc, Warhol and Edson
ABSENT, Commissioner Milner

APPROVAL OF MINUTES•
MOTION by Commissioner 11101, seconded by Commissioner Edson to recommend
approval of the December 15, 1992 minutes.
Vete. 3 Ayes. MOTION carried unanimously.
NOMINATION AND ELECTION Olt OFFICERS
MOTION by Commissioner Blott, seconded by Commissioner Edson to recommend
David Crain as Chairman, John Edson as Vice -Chairman, and Pauline Milner as
Secretaryffreasurer for 1993.
Vote. 3 Ayes. MOTION carried unanimously.

David Grant of Walloer Management aged there are several issues yet to be deddad so
that Arvid Eloess, the architect, can proceed. He questioned if the project is to meet
immediate needs only, or aging in place and; what are the costa to build the project.
He stated the neat step would to meet with senior citizens in focus groups.
Tim Getty of Walker Management presented the Commission with a handout 'Laving
arrangements For Seniors". Mr. Getty stated the Commission has to ask why seniors
want to move out of their home. He explained that Wanner found it is because of
financial and/or health reasons. He stated the Commission has to provide services for
seniors aging in place as Walloer has found this to be happening in projects they own or
Mr. Getty informed the Commission that the market area studied by Walker was
approximately a five mile rr 'as centered on the senior housing site. In their research,
he found the age gawp of 75-79 will have the most significant increase. Further, the
average age of 80 at admittance seems most likely. He stated that there is not a large
market in Plymouth for seniors that need a rent subsidy.
Chairman Crain stated he believes these age ranges were too high. He explained his
position would be a target area of Plymouth residents starting at age 60 to 65, with
lower income, that need rent assistance and to provide them with a good place to live.
He stated the facility should be constructed so that there would only peed to be minor
changes as seniors age in place. This project should be geared to seniors able to live
independvnt y.
Mr. Getty, in his research, stated the average move -in age is over 75 at those existing
senior projects in the Plymouth market area.
Housing Specialist Dale stated the average age of current residents in Dakota County
senior housing projects is 72, while in Washington County it is 73.
Chairman Crain stated the space for aging in place services should be built in, but the
support services/facilities be provided to the residents at a later date, as needed.
Mr. Grant informed the Commission that projects without support services are obsolete
within 3 years.
Janet Lndbo of Walker Management strongly suggested a test of the market area to see
what is needed in Plymouth. Walker would work with the HIIA and develop what they
felt would best serve the City.
Chairman Crain suggested csution as to how the focus groups are formed; and, the
questions are asked, as the outcome will be dependent upon who is in the group. He
stated that the HRA mission is to serve the target area of Plymouth citizens who need
rent assistance.
Commissioner Edson commented that the goal is for a subsidy to lower income
residents and to target an age group of 60.65. He agreed that space should be provided
now, but that samices/facilitiea would not be provided until needed.
Commissioner Edson suggested that an activities room, with a separate entrance, could
be used for other Plymouth seniors not residing at the facility.
Mr. Getty stated that their Market Analysis indicates 60 percent of the units should be
subsidised. He stated the age could be dropped to 70. NI -

Chairman Crain again stated the age should be lowered to at least 65.
Commissioner Edson wanted the Commission to look at some existing projects before
any further discussion.
Jay Nelson of Arvid Elness ArcWtec is stated that subsidized projects nm about $46,000
per unit. There is a big dit%rence in quality in units of $46,000 and units of $55,000.
He cautioned that there is the problem of aging in place and you do need to provide
support services. He suggested that the Commission look at bow other project sponsors
deal with aging in place at projects that are somewhat modest, i.e. about 346,000Amit.

Commissioner B1ott stressed that the project should be initially for seniors who can live
independently. If the HILA has an 'assisted living" project, they also have to contend
with many federal regulations .
Chairman Crain replied that the need could arise for another budding on Ohe sine that
could be an "assisted living" project.
Mr. Grant stated that Arvid Elness Architects would need to know if there will
potentially be another building on the site.
Commissioner Blott commented that the budding could be "congregate living' instead
of 'assisted living".
Commissioner Warhol agreed that the target age should be 65 and that the Commission
should mast the needs of Plymouth residents first.
R was decided that a tour ward be done on a Saturday within the next two weeks.
Walker Management would provide the agenda.
Housing Specialist Dale gave an overview of the January 13, 1993 memo. He stated
he has tanned with representatives from Parents In Community Accton (FICA) and West
Hennepin Community Services. He admd if one of the Commissioners would be
interested in serving on a subcommittee for Had Start options.
Commissions; Warhol volunteered to be on the subcommittee along with Milt Dale,
Horsing Specialist and Joy Mersey, Councilmember.
Chairman Crain stated there would need to be an individual who would taloa charge of
the project and follow through on seeing it to completion.
Commissioner Bdson stated there may be merit m going with the Hennepin Techni+cal
Centers (HTC).
Housing Specialist Dale stated HTC has done several projects m Robbinsdale. HTC
does landscaping, etc. at a reduced cost. He did caution the Commission that HTC
would tie up the site for up to 18 months.
Commissioner Blots suggested checking into getting the materials for cost through
Miles Homes.
Director Dillerud stated staff would look into having a combination project involving
Miles Homes and HTC.
CONSIDERATION OF FISCAL YEAR IM CONMUM PPY DR

Director Mbrud ad and the Commission if they want another public hearing m
February.
MOTION by Commissioner Edson, seconded by Chairman Crain to hold a public
hearing on February 16, 1993 for consideration of Racal Year 1993 Community Block
Grant Program Funding.
Vote. 4 Ayes. MOTION carried unanimously.
YEAR END STATUS REPORTS
Chairman. Crain asked if this is the first year for receipt of program income.
Housing Specialist Dale confirmed that this is the first year, as the money was dined
over to the County in previous years. He stood the program income has to remain in
the same program which generates the income.
