PLYMOUTH HOUSING AND REDEVELOPNEW AUTHORITY

A meeting of the Plymouth Housing and Redevelopment Authority was called to order by
Chairman Dave Crain in the City Center Council Chambers on August 25, 1992, at 6:30 p.m.
PRESENT: Chairman Crain, Commissioners Edson, Blott and Milner
ABSENT: Commissioner Ricker
STAFF PRESENT: Executive Director Dillerud, Housing Specialist Dale, Senior/Clerk
Typist Hutt and Intern Strom.

MOTION by Chairman Crain, seconded by Commissioner Edson to approve the July 21, 1992
minutes.

David Gram of Walker Management, Inc. introduced himself as .the point person from Walker
Management, Inc. to work as the liaison with Director Dillerud and the Housing Authority.
Mr. Grant outlined his role, responsibilities sod functions that he would assume as the point
person. He stated that Walker Management, Inc. has key persons in their organization that
will be brought in for their expertise for financial runs, construction, and marketing.
Commissioner Edson asked for the pros and cons of the architect services being provided
within this agreement or separately.
Mr. Grant replied that he does not have a strong feeling one way or another as to whether the
architect is included in the proposal.
Commissioner Edson asked if the selection of an arcbitect would go out for bid.
Mr. Grant suggested that Walker Management send out Request For Proposals for selection of
an architecture firm. Walker would then narrow it down to three firms and bring it back to the
Commission for their decision.
Commissioner Blott stated that he would want to know the amount of experience in senior
housing by the arcbitects interviewed.
Commissioner Crain emphasized some major issues of Walker's proposal would have to be
clarified. He believed that the architect services should not be included in the proposal.
Demographics analysis and Focus Groups fees would also have to be clarified.
Mr. Grant responded he needs to know what information has already been collected by staff
and other funis. Once Walker loc Is at the data available, they would have a better idea if their
proposed tees are on track.
Commissioner Edson stated that focus groups are needed, but primarily for design elements
and input on amenities.
Director Dillerud asked if the Commission wanted the contract back for approv:-1 after
Chairman Crain Na. Grant and he have worked out the details.
Commissioner Edson wanad to know if marketing costs are included in the fee.
Mr. Grant responded that marketing is a separate issue and that fee would depend upon the
need to promote the project and how much out of pocket expenses would occur with leasing
agents, brochures, and advertising.
MOTION by Commissioner Edson, seconded by Commissioner Blott for approval of the
resolution confirming the firm of Walker Management, Inc. as the consultant to the HRA for
development of the senior housing project.

Director Dillerud stated this would be on the City Council agenda August 31, 1992.
1993 BRA BUDGET'
Director Dillerud gave a brief overview of the August 21, Ml memo to the Housing
Authority concerning budget issues.
Commissioner Crain asked why they are proposing a full time Section 8 cleric.
Director Dillerud responded this was because of the uncertainty of the effect of portability.
He had not expected the significant increase in "ports in" to the City, but they continue to
occur, increasing work load - and administrative fees received.
Chairman Crain stated that we do need to continue having a section 8 operating reserve, but
not the current amount. We need to put those funds to use.
Commissioner Edson stated that something may come out of the redevelopment study that
would merit consideration.
Director Dillerud suggested a local rental subsidy as a possibility.
Commissioner Edson voiced concern that a local rental subsidy program may run out of
funding and leave people depending on it without assistance.
Commissioners discussed some way the Section 8 reserve funds could be used for senior
services. However, Chairman Crain did not want any HUD imposed restrictions attached to
the funds, and the HRA would want to avoid that situation.
Director Dillerud stated that staff would research the use of Section 8 reserve funds and
prepare a list of some possible uses.
Housing Specialist Dale noted a change in the August 20, 1992 staff report. It should read that
Project 003 has beer extended to 6/30/99 by the ACC, while project 002 expires October,
1993. HUD bas informed Housing Specialist Dale a new ACC will be provided to extend
project 002 as well.
M07ION by Commissioner Edson, seconded by Chairman Crain recommending approval of
the Annual Contributions Contract and directed the Chairman to execute the Contract.
Roll Call Vote. 4 Ayes. MOTION carried unanimously.
CO HOKA G ASSMANCE STRATEGY FOR 1993
Housing Specialist Dale gave an overview of the August 20, 1992 memo.
Chairman Crain asked what housing interest groups do we have in the City.
Housing Specialist Dale responded those groups are Union City Mission, Interfaith Outreach
and Community Partners and other like groups.
Commissioner Hlott asked what fee was paid last year for the CHAS.
Housing Specialist Dale replied that $5,400 was paid to Thibault Associates.
MOTION by Commissioner Edson, seconded by Chairman Crain to direct Director Dillerud to
obtain proposals for the 1993 CHAS, and select a firm if the fee was less Chat the fee paid last
Year.
4 Ayes. MOTION carried unanimously.

Housing Specialist Dale commented that the program is moving slower than anticipated and
that the program would have to be re-evaluated and changes made to make it more effective if
it is to continued next year.
Chairman Crain asked if the $237,000 will be expended.
Mousing Specialist Dale replied that it should be expended, and that HUD may extend the
October 1, 1992 deadline.
ONCommissioner Blott questioned if the homeowner receiving first time homebuyer money sells,
what happens to the money the City provided.
Director Dillerud responded that it if the first time homebuyer sells within the first tee years,
they have to pay back the full amount of the money received. If they sell ager ten years, itworkslilmtheHousingRehabilitationLoan/Grant Program, where each year the pay -back is
reduced by ten percent until the 20th year when the entire amount is forgiven.
Director Dillerud indicated that should there be first time homebuyer funds renewing after
October 1, 1992 and HUD hold to that deadline, then the Commission would have to decide if
they want to roll over funds or use them for another program.

Chairman Crain concurred that additional certificates should not be applied for at this time.
He stated that we should see more stability in the program as to the issue of portability first.
MOTION by Chairman Crain, seconded by Commissioner Edson to direct staff not to apply
for additional Section 8 certificates at this time -

The Commission decided that the September meeting will be on the 22nd due to the conflict
with the primary election.
Chairman Crain stated that he received the Local Audit Report for 1991.
Director Dillerud informed the Commission a letter has been sent asking to clear the finding
because HUD form 50058 was placed in all files as of July, 1991.
