HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 06-16-1992MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY JUNE 16, 1992 A meeting of the Plymouth Housing and Redevelopment Authority was called to order by Acting Chairman Edson in the City Center Council Chambers on June 16, 1992, at 6:30 p.m. PRESENT: Acting Chairman Edson, Commissioners Ricker and Blott ABSENT: Chairman Crain and Commissioner Milner STAFF PRESENT: Community Development Director Dillerud, Housing Specialist Dale, and Senior Clerk/Typist Hutt APPROVAL OF MINUTES: MOTION by Commissioner Ricker, seconded by Acting Chairman Edson to approve the May 19, 1992 minutes. 3 Ayes. MOTION carried. REOUEST FROM ST. LOUIS PARK HRA FOR PERMISSION TO ADMINISTER RENTAL ASSISTANCE FOW-FAMILY STABILIZATION PROGRAM IN PLYMOUTH Director Dillerud gave an overview of the June 10, 1992 staff report. Commissioner Ricker questioned if Plymouth would be accountable to participants if the allocated funding would cease, or if the client could not pay their rent after the allotted time expires. Director Dillerud stated that the participants may look to the City for assistance, but that they would have to be placed on the waiting list - if open just like any other applicant. Housing Specialist Dale stated that the participants know going into the program that it is only for a three year time period and after that they are to be self-sufficient. Commissioner Ricker asked if this is a new program in the state. Director Dillerud stated that it is a new program and that Plymouth would not have any contract responsibilities. Housing Specialist Dale stated that we would be receiving progress reports periodically from St. Louis Park HRA. MOTION by Commissioner Ricker to adopt the resolution authorizing St. Louis Park Housing Authority to administer rental assistance for the Family Stabilization Program within the City of Plymouth. Roll Call Vote. 3 Ayes. MOTION carried on a unanimous vote. SCATTERED SITE HDNEOWNERSHIP PROGRAM Housing Specialist Dale gave a progress report on the First Time Homebuyer's Program. He stated that there are currently 10 applicants with a purchase agreement; there has been one closing; and, three or four closings are scheduled for the end of June. SECTION S PROGRAM Director Dillerud clarified that the number of Section 8 certificates currently being administered is 127. OTHER BUSINESS Commissioner Blott asked where staff came up with a project cost of $7,000,000 for the Request For Proposal. He stated that it is too high for 100 units. Director Dillerud cited it came from the Ehlers and Associates, Inc. financial proforma of July, 1991. Commissioner Blott questioned how consultants would determine their fee. Commissioner Edson stated that their fee would be based on a percentage of the final cost of the project. He stated the Commission would look at total projects costs very carefully at time of interviews with the consultants. Director Dillerud suggested that a special meeting for July 14 be held to view the matrix of proposals with interviews of potential consultants held at the 1 regular HRA meeting of July 21.
