HomeMy WebLinkAboutHousing & Redevelopment Authority Resolution 88-04HOUSING AND REDEVELOPMENT AUTHORITY CITY OF'PLYMOUTH Pursuant to due call and notice thereof, A regular meeting of the Housing and Redevelopment Authority of the City of Plymouth, Minnesota was held on the 18th day of.Aunuat. 1988. The following members were presents Chairman Neils. Commissioners Gutzma Crain and Ludovissie Director Tremere. Housing, Specialist Dale, Community Deveionment Coordinator Dillerud..and Clerk Rauenhorst . The following members were absent.: Commissioner Hillstrom r# Commissioner Crain introduced the folloaing.Resolution and moved its adoptions HRA RESOLUTION NO. 88-06 AMENDMENT TO THE REGULATIONS ESTABLISHING ADMISSION AND OCCUPANCY POLICIES FOR THE PLYMOUTH SECTION 8 HOUSING PROGRAM WHEREAS, the Department of Housing and Urban Development, (HUD) has enacted new regulations as to granting preferences to certain persons for receiving a Section 8 certificate; and WHEREAS, HUD. as per Notice PIH 88-16 directed to all public housing authorities, that the implementation of a preference rule was to be effected by July 13, 1988; and eWHEREAS. staff did -tot receive this notice until June 27. 1988, and needed time to review the new rule and inform and to survey the persons on the Section 8 waiting list in Plymouth of the new rule; and WHEREAS, this process is now underway. it is recommended by City staff that the new preference rule be incorporated into the current Admission and Occupancy Policies under Section I.11. Selection of Families, C, Preference in the Selection of Persons to Receive the Certificate. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby amend the Section 8 Admission and Occupancy Policy, Section III, C. as follows: C. Preference in the Selection of Persons to. Receive a Certificate. Within the provisions of Section III A above, in selecting eligible applicants to be issued a Certificate, the Authority will give consideration to the following factors and provide first priority over other persons on the waiting list provided: 1. The applicant is a displaced family or about to be displaced by any of the following circumstances: a. Urban renewal, b. Other government action such as code enforcement or public improvement or development program. continued on next page) BRA Resolution No. Page 2 of 2 c. Action by a landlord other than a rent increase or applicant's failure to meet all the conditions of occupancy, d'. A disaster suchas a fire, fl*vA, or tornado which resulted in the inhabitability of applicant k •welling unit, e. Actual or threatened violence to applicant or his/her family from an individual or individuals whe resides in applicant's dwelling unit. 2. The applicant is living in a dwelling unit considered sub -standard according to federal guidelines and as determined by a qualified housing inspector. 3. The applicant is currently paying over 50 percent of his/her family income for rent. 4. The applicant is a handicapped person (as defined under Section I. paragraph 13, of this policy). 5. The applicant is a battered woman and her children and they are referred by a battered women's shelter who are residents of the City of Plymouth. The motion for the adoption of the foregoing Resolution was duly seconed by Chairman Neils.. and upon vote being taken thereon, the following voted in favor thereof: Chairman Neils, Commissioners Gutzman, Crain. and Ludovissie.
