MINUTES OF SPECIAL MEETING
HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
SEPTEMBER 159 1988
A Special Meeting of the Housing and Redevelopment Authority of Plymouth, was
called to order by Vice Chairman Crain on the 15th day of September, 1988 at
7:20 p.m. in the Council Chambers in the City of Plymouth, Minnesota.
The following members of the Authority were present: Vice Chairman Crain,
Commissioners Ludovissie and Hillstrom. Also present were Community
Development Coordinator Dillerud, Housing Specialist Dale, and Clerk
Rauenhorst.
Commissicners Neils and Gutman were absent.
EXTENSION OF SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT
MOTION was made by Commissioner Hillstrom, seconded by Commissioner
Ludovissie, to adopt a resolution entitled: AUTHORIZING EXECUTION OF ANNUAL
CONTRIBUTIONS CONTRA,J for the Section 8 program.
Housing Specialist Dale reported that this contract extension calls for the
continuation of 87 Section 8 certificates.
Motion carried on a Roll Call vote, three ayes.
DELEGATION OF AUTHORITY TO EXECUTE FINANCIAL AND BUDGETING REPORTS
MOTION was made by Commis )ner Ludovissie, seconded by Commissioner
Hillstrom, to adopt a reso, cion entitled: DESIGNATION OF APPROPRIATE
AUTHORITY TO EXECUTE FINANCIAL AND BUDGETARY REPORTS F40R THE PLYMOUTH HOUSING
AND REDEVELOPMENT AUTHORITY.
Motion carried on a Roll Call vote, three ayes.
PLANNING STUDY FOR UNION CITY MISSIONS
Commissioners received a "Site Master Plan" developed by Ellerbe Associates
for Union City Missions. Housing Specialist Dale suggested that the report
provides a sound and creative plan for Union 'City Mission's future. The
chapel building is recommended to be retained and improved under this plan.
He stated that staff can monitor to insure that improvements are made pursuant
to the plan.
Commissioners Ludovissie and Hillstrom questioned the action plan.
Vice Chairman Crain suggested an offer to work with them to carry out ti%:

Staff is directed to communicate with Union City Missions that the HRA would
1_ike to meet with their Board and would .Like an update on their action plan
within the next 2 - 3 months.
LETTER Of APPRECIATION
Commissioners reviewed a letter from a homeowner expressing appreciation of
the home improvement grant program.
The meeting was adjourned at 7:45 p.m.
