HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
AUGUST 189 1988
The Regular Meeting of the Housing and Redevelopment Authority of Plymouth,
was called to order by Chairman Neils on the 18th day of August, 1988 at 6:30
p.m. in the Council Conference Room in the City of Plymouth, Minnesota.
The following members of the Authority were present: Chairman Neils,
Commissioners Cutzman, Crain, and Ludovissie. Also present were Director
Tremere, Housing Specialist Dale, Community Development Coordinator Dillerud
and Clerk Rauenhorst.
Commissioner Hillstrom was absent.
MINUTES
MOTION was made by Commissioner Gutzman, seconded by Commissioner Crain, to
approve the minutes of the Oune 16 Regular Meeting with the correction on
Page 29 Paragraph 3, "that for the staff to maintain that 'we can't apply for
more certificates because of further costs' is incorrect."
Motion carried, four ayes.
SECTION 8 PROGRAM
Housing Specialist Dale reported that HUD recently enacted regulations
requiring that housing authorities use preference standards in selecting
Section 8 tenants. He presented a proposed resolution amending regulations
establishing admission and occupancy policies for the Section 8 Housing
Program. Mr. Dale recommended "equal weighting" of all preference criteria,
and noted that no priority ranking is implied in the numbering of the
preference criteria. He stated that approximately 80% of the people on the
curreh t L ction 8 waiting list are to a preference category. If the list of
applicants meeting the preference criteria is exhausted, non -preference
applicants can be considered.
NOTION was made by Commissioner Crain, seconded by Chairman Neils, to adoot
a resolution entitled: AMENDMENT TO THE REGULATIONS ESTABLISHING ADt1ISSION
AND OCCUPANCY POLICIES FOR THE PLYMOUTH SECTION 8 HOUSING PROGRAM.
Motion carried on a Roll Call vote, four ayes.

Commissioners reviewed the appraisal done at the direction of the City Council
on the site at 3700 Plymouth Boulevard (the property owned by the City and
Intended for use as a senior citizen housing site.)

Commissioner Ludovissie stated there is a need for better communication
between the HRA and Council as the HRA was not consulted on the action taken
to hire an appraisal.
1989 BUDGET
Director Tremere presented the proposed 1989 HRA fund budget. He also
provided a revenue and expense breakdown by Section 8 program and all other
housing and redevelopment programs as requested by the HRA.. The General Fund
ad valorem property tax required to support the proposed. Section 8 budget is
292.10.00. The balance of the funds required to provide the services to the
HRA and to all other housing programs comes from Federal Community Development
Block Grants and from General Fund ad valorem taxes.
The HRA receives support services from the City in a0ldition to administration
of the Section 8 program by the terms of a management services contract.
These include agenda and minute preparation, public information, and research
and reporting. Director Tremere stated that given the service contract
approach for administration of the Section 8 program and anticipated revenues
for 1989, the program is not self-so-,-orting in the sense that it absolutely
covers all costs..
Commissioner Cutzman stated that the breait:ng out of charges to the Section 8
program needs to be studied. He suggested taking out the "Other" heading, as
Oall expenditures rother than Section 8 are CDBC related.
Chairman Hells noted that this budget breakout information is useful from the
standpoint of getting the most realistic idea of what Section 8 program
administration costs and determining if that cost is reasonable. He stated
that the breakout cle-irly shows that the Section 8 program is not subsidized
by ad valorem taxes to the extent that many people believe.
Commissioner Guttman estimated that the per -unit -per -month cost is $40.43 for
administration of the Plymouth Section 8 program. This is high compared to
other agencies he cited.
Director Tremere stated that a high service level for the Section 8 program
has been established which takes a great deal of time by the Housing
Specialist.
Commissioner Gutzman noted that the proposed budget is approximately $2,000
away from a self-supporting Section 8 program. While "great" service is being
provided, perhaps "good" service is enough at a lower cost. He suggested
cutting the per -unit -per -month cost to a lower level, therety creating a
surplus in the Section 8 program to draw from if ^^^^w';.+pities arise. He
said staff should find ways to more efficiently dellvcr services to bring down
the per -unit -per -month cost.

Commissioner Gutzman moved to direct staff to try to trim $2,200 from the
proposed Section 8 program portion of the budget by shifting S1,800 from
salaries/ Section 8 to salaries/CABG and shifting. S200 temporary salaries to
CDBG. Motion failed for lack of a second.
Commissioner Ludovissie suggested giving staff the flexibility to make the
adjustments, with the goal of reducing the amounts so the Section 8 program
was self-supporting.
MOTION was made. by Chairman Neils,. seconded by Commissioner Crain, to
recommend approval of the proposed HRA budget with a reduction in the Section
8 administrative budget from $42,200 to $40,000, eliminating the need for an
ad valorem contribution to that program.
Motion carried, four ayes.
Tremer.e suggested that the HRA should consider establishing performance
standards for Section 8 program administration and identify the expected
levels of service.. The management services contract with the City should also
be reviewed.
HOUSING REHABILITATION PROGRESS REPORT
Housing Specialist Dale reported that housing rehabilitation work is down
somewhat over previoui years. He suggested more actively promoting the
program.
DAY CARE PROGRAM PROGRESS REPORT
Commissioners received a. report from Housing Specialist Dale indicating that
the most current report from Hennepin County indicates that nearly $69000 is
In the CDBG dad -care account as of 9uly 31.
LETTERS OF APPRECIATION
Commissioners received letters of appreciation from two Section 8 program
recipients.
HABITAT FOR HUMANITY
Commissioners received a report that Miles Homes of Plymouth, through the
Habitat for Humanity group, donated a prefabricated house package to a
single -parent family with five children in Minneapolis.
Housing Specialist Dale stated this shows that volunteer groups working with
private industry can do positive things for people that are unhoused.
Commissioner Guttman commended Housing Specialist Dale for volunteer service
on the Habitat for Humanity site selection committee.

HOUSE DOCTOR PROGRAM
NOTION was made by Commissioner Crain, seconded by Commissioner Cutzman, to
adopt a resolutioo entitled: RECOMMENDATION TO THE PLYMOUTH CITY COUNCIL TO
ACCEPT THE HEPORT FROM THE WEST HENNEPIN HUMAN SERVICES ON THE HOUSE DOCTOR
PROGRAM.
Motion carried on a Roll Call vote, four ayes.
