HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 03-17-1988MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA MARCH 179 1988 The Regular Meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Neils on the 17th day of March, 1988 at 6:50 p.m. in the large conference room in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Neils, Comioissioners Outman and Crain. Also present were Executive Director Willis, Planning Director Tremere, Housing Specialist Dale and City Clerk. Brandt. Commissioners Ludovissie and Hillstrom were absent. MINUTES MOTION was made by Commissioner Guttman, seconded by Commissioner Neils, to approve the minutes of the 3anuary 28 annual meeting as presented. Notion carried., two ayes. Commissioner Crain abstained. PUBLIC HEARING - COBG PROGRAMS YEAR XIV FUNDING Housing Specialist Dale reported that the City can expect to receive S128,106 which is $1,031 less than this year ($129,737). An additional $22,635 was moved :onward from last year giving the City a total of $152,372 to be spent by December 31, 1988. There are currently four projects underway which are funded with CDBC money: 1) Rehabilitation of private dwellings; 2) Senior citizen housing site; 3) Child care assistance payments; and 4) Union City Mission planning study. He suggested continuing the rehabilitation grant and the day care assistance programs and the revival of the scattered site home ownership program. Chairman Neils opened the public hearing at 6:52 p.m. Commissioner Crain suggested the HRA look at the possibility of leveraging funds with other communities or companies in the City. Chairman Neils stated he is not enthusiastic about the scattered site program because there is no target site or house at this time. Grace Norris, Greater Minneapolis Day Care Association, asked tor $20,000 for the day care program for the next year. Chairman Neils stated that, rather than hold money for the :nattered site program, unless there were a specific site or house in mind, he would rather see the HRA distribute some or all o" the $48,000 differently. Executive Director Willis stated the HRA should be cautious about putting more money into day care because it is s oent and gone whereas with rehabilitation, although there are fewer people helped, the results are monger lasting. Regular HRA Meeting March 17, 1988 Page Two is Chairman Neils suggested money could be set aside forlannin assistance forP9 the Union City Mission directed toward public use of the lakeshore, trail, and docks as well as more funding for the housing rehabilitation program. Director Tremere explained the scattered zfte program and stated an opportunity could arise where a. site would become available and maybe a house could even be acquired and moved if at least seed money were available. Discussion continued on the scattered site program., how it might work, how many people benefit, and advantages and disadvantages of the program. Discussion also ensued regarding the day care program. Grace Norris stated that it costs $29500 per child per year for infant care. Older children would not cost as much. If a child came off the program during the year, the money would go farther. She will be looking up statistics on how many people do work themselves off the program. Director Tremere pointed out that, if the Commissioners want, funds can be transferred from one program to another by holding. a public hearing later in the year.. Chairman Neils closed the hearing at 7:25 p.m. NOTION was made by Commissioner Cutaman, seconded by Chairman Neils, to adopt HRA RESOLUTION NO. 88-01 RECOMMENDING ALLOCATION OF YEAR XIV :OMMUNITY DEVELOPMENT BLOCK GRANT FUNDS adding $10,000 to child care and $38,706 to housing rehabilitation with the understanding that it may be redistributed at a later date. Commissioner Crain stated he thought $5,000 to day care might be better than a 50% increase. He would also like to see some funds kept in the scattered site housing for purposes of flexibility in the event an opportunity came up to accomplish more than just providing one other house. SUBSTITUTE MOTION was made by Commissioner Gut nman, seconded by Chairman Neils, to adopt HRA RESOLUTION NO. 88-01 RECOMMENDING ALLOCATION OF YEAR XIV COMMUNITY OEVELOFNENT BLOCK GRANT FUNDS making housing rehabilitation $80,000, day care $25,000 and $23,706 in the scattered site fund. Notion carried on a Roll Call vote, three ayes. Chairman Neils asked staff to keep looking for suitable lots in the City as part of the program so near term implementation is possible. Commissioner Crain said potential sites should include opportunities to do more than fust provide a home. Director Tremere read the changes Hennepin County has made in the regulations that govern scattered site program income since Plymouth completed its first program with Glacier Meadows. 11 Regular HRA Meeting March 17, 1988 Page Three HOME IMPROVEMENT GRANT PROGRAM Housing Specialist Dale reported that the maximum annual household income to be. eligible for a home improveme=nt grant had not been increased since 1982.. It Is the option of communitie4 to establish their own income limits. He suggested raising Plymouth's limit3 using the current Department of HousingandUrbanDeveloment. (HUD) Section 8 guidelines. Commissioner Gutzman asked about income limits and whether the suggested limites would be the same as the HUD upgrade. Housing Specialist Dale answered that it was. NOTION was made by Commissioner Gutzman, seconded by Commissioner Crain, to adopt. NRA RESOLUTION NO. 88-02 ESTABLISHMENT OF HONE IMPROVEMENT GRANT PROGRAM INCOME LIMITS AND GRANT LIMITS FOR THE CDBG PROGRAMS, YEAR XIII AND XIV. Notion carried on a Roll Call vote, three ayes. SENIOR CITIZEN HOUSING SITE Housing. Specialist Dale reported that the options include selling the site and returning the proceeds to Hennepin County. The City could buy the site and seek development of housing without CDBG constraints. Director Tremere stated the HRA received a call from a developer informing us that the City had received an A-1 rating for Section 202 housing from HUD. Commissioner Gutzman stated that, since there is now a possibility of a development, the matter should be pursued. Commissioner Gutzman stated that the Fact that the other communities rated A-1 already have projects and Plymouth doesn't might put Plymouth is a good position to receive funding. He believes the City should make an attempt to seek proposals for the 202 funding with ongoing Section 8 rental assistance on the site. Chairman Neils stated the City should alternatives for disposing of the site,. the year. also keep up its efforts to determine which has to be done before the end <zl! Commissioner Crain agreed that the City should again look at the possibilityofdevelopment. Director Tremere stated a letter will be sent to HUD asking what needs to be done to expedite a development. He will let previous developers who expressed an interest know that the funding may be available. Regular HRA Meeting March 17, 1988 Page Four HOUSE DOCTORMOME ENERCY CHECK-UP PROGRAMS Housing Specialist Dale reported that a total of 50 homes have been completed under the House Doctor program. Forty-eight homes have had energy check-ups. NEW SECTION 8 INCOHE LIMITS Housing Specialist presented the new income limits approved by HUD. The meeting adjourned at 7:55 p.m.. 101 % A *' A 4.
