HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 01-28-19880 MINUTES OF ANNUAL MEETING HOUSING AND REDEVELOPMENT AUTHOhITY OF PLYMOUTH, MINNESOTA 3ANUARY 289 1.988 The Annual Meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Neils on the 28th day of 3anuary, 1988 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Neils, Commissioners Ludovissie, Gutzman, and Hillstrom. Also present were Planning Director Tremere, Housing Specialist Dale and City Clerk Brandt. Commissioner Crain was absent. MINUTES NOTION was made by Commissioner Hillstrom, seconded by Commissioner Ludovissie, to approve the minutes of the December 17 regular meeting as presented. Motion.carried, three ayes. Chairman Neils abstained. NOM NATION AND APPOINTMENT OF OFFICERS NOTION was made by Commissioner Hillstrom, seconded by Commissioner Gutzman, to reappoint Commissioner Neils as Chairman for the year 1988. Motion carried, four ayes. MOTION was made by Chairman Neils, seconded by Commissioner Gutzman, to reappoint Commissioner Crain as Vice Chairman for the year 1988. Notion carried, four ayes. NOTION was made by Commissioner Gutzman, seconded by Commissioner Ludovissie, to reappoint Commissioner Hillstrom as Serr--f:r;,!Trea•z;urer for the year 1988. Motion carried, four ayes. YEAR END STATUS REPORT ON SECTION 8 RENT ASSISTANCE Housing Specialist Dale reported that Plymouth provides rent subsidy money for a maximum of 87 certificate holders. The current funding contract is scheduledto terminate September 30, 1989. He summarized the 1987 year. Housing Specialist Dale reported that he hopes to have at least two more potential Section 8 fee accounting firm bids for HRA review in August. Chairman Neils asked if the City Council was still considering turninnisadministrationoftheSection8programovertotheMetroCouncil. Annual HRA Meeting 3anuary 28, 1988 Page Two Houslaq Specialist Dale answered that the City Council did not discuss this at 1988 budget review. Commissioner Gutzman stated that the Metro HRA staff Is short-staffed due to their Section 8 administrative fees from HUD going to pay other administrative costs. YEAR END STATUS REPORT ON HOUSING REHABILITATION PROGRAM Housing Specialist Dale summarized the program for 1987. There is S65,709 of Year XIII funds to be used before December,. 1988. He anticipates this will be accomplished. YEAR END STATUS REPORT ON SENIOR CITIZEN KWSING SITE Housing Specialist Dale reported that the Council turned down all three proposals for development of the senior housing site because of the high costs to the City. Chairman Neils stated he would .like the HRA to either do something with the site or sell it. He doesn't believe the HRA will find someone willing- to subsidize the senior housing program. Director Tremere stated that by September the HRA is obligated to dispose of41thepropertyandrefundthemoneytoHwnnepinCountt•. The Council wants to explore two things: 1) Is it feasible for the City to buy the site, and, if so, could the City do something with it without COBE funds and HUD restrictions; or 2) should it be sold to someone else. The City Manager will be discussing the matter with the Council soon and ask for further direction from them. Discussion followed on whether the property could be developed as market rate senior housing, how much control HUD has over what happens, and other possible public uses for the CCBG money from the sale of the. property. Commissioner Gutzman stated one good reason to maintain title to the property Is that federal. housing programs may return, allowing the HRA the opportunity, in three or four years, to build subsid.izerj housing on that site. Commissioner Ludovissie stated he would still like to see subsidized housing for seniors because he seas the need in Plymouth. YEAR END STATUS REPORT OK CHILD CARE SUBSIDY PROCRAM Housing Specialist Dale reported all funds were expended for year XII. The current program year funds have been budgeted and will be utilized. Annual HRA Meeting. January 289 1988 Page Three Chairman Neils stated he is receiving inquiries from residents as to how they can qualify for assistance. Housing Specialist Dale reported there is a waiting list but the budget may be expanded by the end of the year to accommodate more people. YEAR END STATUS REPORT ON UNION CITY MISSION Housing Specialist Dale reported that he will be monitoring the master planning project in the next several months. He stated he has requested Ellerbe Associates` proposal for review. The HRA is paying the entire $28,000 planning project cost. This cost has been negotiated down from Ellerbe's original proposed cost of approximately $389000. It is expected that the Union City Mission will be asking for additional funding assistance for Year XIV. Discussion continued on how much review and/or authority the HRA should have In review of the consultant's plans. YEAR END STATUS REPORT ON PLYMOUTH HOUSE DOCTOR PROGRAM Housing Specialist Dale reported that 34 residents have received assistance through the program with another eight. applications under review. It is expected that all work will be completed by the end of March, 1988. YEAR END STATUS REPORT ON HOME ENERGY CHECK UP PROGRAM Housing Specialist Dale explained that the Home Energy Check-up Proq,,am shows people how to weatherize their homes and is somewhat similar to the House Doctor program. It is free to City residents. West Hennepin Human Services administers and markets it. It has resulted in some applications for City housing.rehabilitation grants. STATUS REPORT ON COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR YEAR XIV Housing Specialist Dale stated the County anticipated a reduction of Year XIV funds of about $6,747 for Plymouth. This amount is based on what Hennepin County receives and the formula the County uses to divide the funds with participating municipalities. 40TION was made by Chairman Neils, seconded by Commissioner Gutzman, to accept staff's year end status reports. C] Annual HRA Neeting January 28, 1988 Page Four OTHER BUSINESS Commissioner Ludovissie stated he would like some idea of what types of programs other HRA communities are conducting with their CDOG funds.. He also wanted some demographics on Section 8 tenants. Commissioner Guttman stated that what the HRA does well is administer the Section 8 program and additional certificates should be sought. This may mean. Section 8 vouchers as well as certificates. He is also interested in trying to do more in the child care area. Discussion continued on the Section 8 program, whether it should be expanded:, and how it could be expanded. The meeting adjourned at 7:4.5 p.m. 01 Secretary
