HomeMy WebLinkAboutHousing & Redevelopment Authority Resolution 87-06CITY OF PLYMOUTH Pursuant to due call and notice thereof, a regular meettnq of the Housino and Redevelopment Authority of the City of Plymouth, Minnesota, was held on the 19th dd) of November , 1987. The following members were present: Chairman Net Comm ss overs tzma2audevissie and Crain i e foLlowing members were absent: Commissioner Hillstrom ass w. rr* Commissioner Gutzman Introduced the following Resolution and moved it.s a opt on: HRA RESOLUTION NO. 87-06 RECOMMENDING REUECTION OF ALL PROPOSALS FOR ELDERLY HOUSING DEVELOPMENT WHEREAS, the City has utilized Community Development Block Grant funds to acaulre property for, and undertake planning activity related to the development of senior citizen housing; and WHEREAS, the City has reviewed the needs and demand for senior citizen housing, Including the preparation of a professional study and survey; and WHEREAS,. the City has attempted to find private sector development resources which would produce subsidized housing that would be in compliance with federal guidelines and standards as mandated by the Community Development Block Grant program; and WHEREAS, the most recent of several efforts to procure a realistic development proposal has been completed and the three proposals received have been reviewed the City's financial consultant and by the Housing and Redevelopment Authority; and WHEREAS, the Housing and Redevelopment Authority considered all of the information provided by the proposals and by the financial consultant In the deliberation of the project in general and the proposals in particular. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY that it should, and hereby does, recommend to the City Council that all. proposals be rejected due to the substanLIat and excess-`ve local financial commitment requirement; FURTHER, the City staff should be directed to determine options available to th;; City relative to site disposition and assemble and prepare options with evaluations of how market rate housing might be developed with some effort by the pity, but without federal program constraints. The motion for adoption of the foregoing Resolution was duly seconded by Commissioner Ludovissie , and upon vote being taken thereon, the following vote n favor thereof: Chair -man Neils, Commissioners Cutzman, Ludovissle and Crain The following voted against or abstained:. None Whereupon the Resolution was declared duty paised and a opte .
