HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 12-17-1987MINUTES OF REGULAR MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA DECEMBER 179 1987 A Regular Meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Vice Chairman Crain on the 17th day of December, 1987 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Vice Chairman. Crain, Commissioners Ludovissie, and Hillstrom. Also present were Planning Director Tremere, Housing Specialist Dale and City Clerk Brandt. Chairman Neils and Commissioner Gutrman were absent. MINUTES NOTION was made by Commissioner Ludovissie, seconded by Commissioner Crain, to approve the minutes of the November 19 regular meeting as presented. Motion carried, two ayes. Commissioner Hillstrom abstained. ELDERLY HOUSING SITE, COUNCIL ACTION OF DECEMBER 79 1987 Housing Specialist Dale reported that the Council rejected the three proposals to develop senior housing in Downtown Plymouth confirming the HRA's actions of November 19. Specific recommendations from Hennepin County and HUD should be available in January. Planning Director Tremere has notified the three builders of the City decision. Discussion followed on alternate uses for the property, whether there has been any interest expressed by the development community, whether the City would be interested in developing the property itself without the county or federal Involvement. Director Tremere will keep the Council informed of its options between now and September when ttie City's agreement on the property will expire. He added it may be appropriate to seek an amendment to the agreement with the County to allow the City to do "other eligible activities" on the site with the money. CONTRACT WITH FEE ACCOUNTANT FOR SECTION 8 PROGRAM Housing Specialist Dale stated that the Section 8 program's fee accountant, Hawkins, Ash, Bapti, h Company (HAPCO) has recently increased their fees. They had not raised their fees in the last three years using the 1971 HUD fee schedule. Now HAPCO wants to use the 1978o HUD approved fee schedule. Commissioner Hillstrom recalled that, in 1984, three firms had initially submitted proposals. HAPCO's fees were competYtive then. Director Tremere pointed out, while the fee increase was significant, there have been no problems with the company and believes .it is still a reasonable amount for the services being rendered. Regular HRA Meeting December 17, 1987 Page Two is NOTION Was made by Commissioner h"111strom, seconded by Commissioner Crain, to adopt HRA RESOLUTION NO. 87-07 APPROVING THE ACCOUN aNG FIRM OF HAWKNS, ASH, BAPTIE AND COMPANY (HABCO) TO PERFORM NECESSARY SECTION 8 ACCOUNTING WORK FOR THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY and that the fee schedule be reviewed in July, 1988 so the contract can be fully considered in a timely manner, including consideration of whether the HRA should seek bids from qualified firms before this contract is renewed. Commissioner Ludovissie suggested contacting the firm .and seeking a lower fee or a more detailed explanation of the increase. Housing Specialist Dale stated this is an annual renewal and the City could opt not to renew if the cost was too high. The original agreement had been renewed for the past three years because they had not increased their fees. Motion carried on a Roll Call vote, three ayes. ESTABLISHING DATE FOR PRETERNINATION HEARING FOR SECTION 8 TENANT Housing Specialist Dale stated this tenant is looking for a three bedroom certificate from the Metro HRA upon getting an eviction ;"-0ce from the landlord. The tenant had been served a notice to be out of tnti. apartment by January S. Housing Specialist Dale suggested holding a hearing on whether a just cause existed to remove the Section 8 certification on January 7. Director Tremere stated he will send the commissioners the procedure to be followed for the hearing. Commissioner Ludovissie asked what alternative would the tenant have if the HRA voted to take away the certificate. Housing Specialist Dale answered that the individual could apply through some other HRA. Commissioner Ludovissie suggested postponing the hearing until the HRA found out what action the apartment management will take and if the tenant gets a Metro HRA certificate. The commissioners agreed. PROPOSED SCHEDULE FOR 1988 HRA MEETINGS Director Tremere suggested the third Thursday of every month be set aside for meetings unless there would be no reason to meet. In that event, the commissioners would be notified by phone. The meeting adjourned at 7:20 p.m. Secretary 41
