HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 10-13-1987MINUTES OF PUBLIC HEARING/SPECIAL MEETING0 HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA OCTOBER 13, 1987 A Public Hearing/Special Meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Neils on the 13th day of October, 1987 at 6:35 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were ":tisent: Chairman Neils, Commissioners Gutzman, Crain, and Ludoviss+ia. Also present were Plarninq Director Tremere, Housing Specialist DaIP•dnd City Clerk Brandt. Commissioner Hillstrom was absent. MINUTES MOTION was made by Commissioner Crain, seconded by Commissioner Gutzman, to approve the minutes of the September 24, 1987 Regular meeting as corrected. Motion carried, four ayes. PUBLIC HEARING ON EXPENDED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR Chairman Neils stated the purpose of the public hearing was to receive public Input as to how certain unexpended CDBG funds for Year XII. could be reallocated and expended prior to the December 31 deadline. Housing Specialist Dale recommerded the activity balance of $22,635.25 now allocated to Development of Elderly Housing Site be reallocated to Child Day Care Support Payments In the amount of $6,000 and Rehabilitation of Private Property In the amount of $16,635.25. Chairman Neils opened.the public hearing at 6:45 p.m. No one chose to speak and the hearing was closed at 6:45 p.m.. NOTION was made by Commissioner Crain, seconded by Commissioner Gutzman, to adopt HRA RESOLUTION NO. 87-04 RECOMMENDING 1EALLOCATION OF YEAR XII COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. Motion carried on a Roll Call vote, four ayes. Director Tremere stated this will carry forward the $15,000 needed to fund the senior housing program. He believes the City will know by the end of the year whether or not they will be pursuing the senior housing site. If CDBG funds are used for a financial consultant, Request for Proposals (RFPs) will have to be sent to vendors asking for quotes on the work. Discussion followed on what should be in the RFP, the City's policy on selecting consultants, and the level of service to be provided. HRA Public Hearing/$pecial Meeting October 13, 1987 Page Two Director Tremere stated that, if the recommended Year XIII funding is spent, more funds could be reallocated from another Year XIII program. The creation of the new Year XIII program activity for the senior housing site is the only way to retain the activity and use funds now in the Year XII account. Chairman Neils opened the public hearing at 6:56 p.m. No one chose to speak and the ;hearing was closed at 6:56 p.m. NOTION was made by Commissioner Crain, seconded by Commissioner Ludovissie, to adopt HRA RESOLUTION NO. 87-05 RECOMMENDING CREATION OF A NEW YEAR XIi1 COMMUNITY DEVELOPMENT BLOCK CRANT PROCRAN ACTIVITY. Notion carried on a Roll Call vote, four ayes. SECTION 8 PROCRAN MANAGEMENT REVIEW UPDATE. Director Tremere reported that the four housing inspections of Section 8 housing units have been completed to comply with the quality control Inspection requirement of the Section 8 program. Housing Specialist Dale stated he had a correction in his report regarding when tenants will receive the new utility allowance, i.e.. Section. 8 tenants will be receiving the new utility allowance when they renew their leases or, in the case of new Section 8 clients, when their new lease starts. NOTION was made by Commissioner Ludovissie, seconded by Commissioner Crain, to accept the staff report on section 8 program management. Notion carried, four ayes. ELDERLY HOUSINC SITE, DRAFT REQUEST FOR PROPOSAL RESPONSES Director Tremere reported that 31 RFP's have been sent out. OTHER BUSINESS Director Tremere reported on how the County dispersed its discretionary funds. The meeting adjourned at 7:20 p.m. 0
