HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-13-19870 MINUTES OF WORK/STUDY MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA. AUGUST 139 1987 A Work/Study meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Neils on the 13th day of August., 1987 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Neils, Commissioners Gutzman, and Ludovissie. Also present. were Assistant Manager Boyles, Planning Director Tremere, Housing Specialist Dale, and City Clerk Brandt. Commissioners Hillstrom and Crain were absent. MINUTES MOTION was made by Commissioner Gutzman, seconded by Commissioner Ludovissie, to approve the minutes of the 3u 30, 1987 Regular meeting as submitted. Notion carried, three ayes. SENIOR CITIZEN NOISING MARKET STUDY, FINAL REPORT Director Tremere stated this .is the last of four stages of the study. Pending final production, the consultant is present to discuss the summary report and answer questions. 3udX Marsh1k, Quality Decisions, Inc., introduced three members of the Housing Task Forct. She reported on the findings and recommendations of stages three and four including preference for a low rise building, need for shopping close by, outside design of the building, location of the site, attractiveness of the site, traffic patterns, possible rents, and amount of required parking. Commissioner Gutzman asked how many seniors in Plymouth were income eligible; i.e. below median income.. Ms. Marshik answered there would be approximately 800 today. Director Tremere asked how many communities determine the median income for themselves in lieu of using the seven county metro area median. Ms. Marshik answered that, in her studies, she has been aware of several different formulas. NOTION was made by Commissioner Gutzman, seconded by Chairman Neils, to receive and file the report. Commissioner Ludovissie asked if there was a trend indicating people move into senior housing at earlier ages than in the past. 41 WORK/STUDY MEETING August 13, 1987 Page Two Ms. Narshik answered that low rise or townhome buildings were more appealing, along with not calling the housing "senior" and that the residents, although over 55, are now more youthful and healthy. Consultant Narshik stated she would provide staff with a "camera ready" original of her final report which would include all information and written narratives of Stages I-IV plus one copy of this request. Marian Bauer, task force member, pointed out that,- of the residents would be single women and this should be taken into con!>•y;:ation also. Notion carried, three ayes. JOINT COOPERATION AGREEMENT Director Tremere reported. that Plymouth has entered into an agreement with Hennepin County several times to participate in the Community Development Block Grant program. The agreement has been renewed every three years and is up for renewal this year.. During the last three year period, the. City had conflicts with Hennepin County policies on what to do with the income from the three homes the City had moved and sold to moderate income families. The City had intended to use the income to begin another project, however, the County determined that the money should go back into their "pot". To choose not to renew the agreement would effectively mean that Plymouth couldn't get CDBC funds for three years. Commissioner Ludovissie asked why the agreement couldn't be renegotiated before deciding not to renew. Director Tremere responded that the County did not entertain input this year as they had in the past. The County will not negotiate or condittonaltze the joint agreements with individual cities. NOTION was made by Chairman Neils, seconded by Commissioner Guttman, to adopt HRA RESOLUTION NO. 87-03 AUTHORIZING RENEWAL OF SUBURBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT with. the following. conditions: That equitable provisions are negotiated for changes including the ability to retain program income for reuse for approved program projects; and the stipulation that County approval is not required for those activities where the County or HUD have no rules." Notion carried on a Roll Call vote, three ayes. 0 WORK/STUDY MEETING August 13, 1987 Page Three NEW BUSINESS Discussion fol.iowed.on the preparation of a new Request for Proposal (RFP) for the senior housing site. Commissioner Ludovissie asked that the Commissioners receive a draft prior to its mailing out to prospective developers. Chairman Neils directed staff to get a written statement from HUD verifying that rent payments of individual resfdnts renting at any future Downtown senior housing site are not regulated by HUD or the County. Consultant Marshlk stated she would prov..de staff with a "camera ready" original of her final report which would include all Information and written narratives of Stages I-IV plus one copy of this request.
