HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 06-11-1987MINUTES OF REGULAR MEETING is HOUSING AND REDFuELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA JUNE 11, 1987 A Special meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Neils on the 11th day of June, 1987 at 7:05 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Neils, Commissioners Hillstrom, Crain, and Ludovissie. Also present were Assistant Manager Boyles, Planning Director Tremere, Housing Specialist Dale, and City Clerk Brandt. Commissioner Guthman was absent. NZIOUTES q — NOTION was made by Commissioner Crain, seconded by Commissioner Ludovissie, to approve the minutes of the May 119 1987 Regular meeting as submitted.. Motion carried, two ayes. Chairman Neils abstained. SENIOR CITIZEN HOUSING MARKET STUDY Judy Marshik, Quality Decisions, Inc., stated Plymouth is more affluent than Its ne g or ng suburbs, growing rapidly, and could support market rate senior housing and subsidized senior housing. She reviewed the initial study and refined information from the survey. Chairman Neils found it surprising that Plymouth seems to have a high demand for market rate senior housing. Commissioner Ludovissie noted that, on a national level, findings show that people are remaining in their homes longer. Plymouth should be careful that the type of housing built is in demand before beginning a project. He had some concern as to whether the survey results were conclusive. Ms. Marshik stated that metro area surveys show that 1.5 to 2% of the senior age population relocate each year. (n Plymouth, this would amount to about 100 people per year. if senior housing were available within their community, most of those would likely stay in Flymouth. She introduced several members of the task force in attendances who assisted in developing the questionnaire and attended meetings over the lata Several. months. HRA Special Meeting 3une 11, 1987 Page Two Chairman Hells thanked the task force for their work and stated the problem is to get some " ye9' or " nd' answers before they proceed. HUD rules now state that at least 51% of the housing must be for persons of low to moderate income, which may prove to be too much of the total project to allow it to be developed. He asked that Director Trenece and Associate Planner Dale contact HUD directly and obtain, in writing, a response as to whether and how the rules may be revised to permit the development of a partially subsidized (less than 51%) senior housing project. Commissioner Crain agreed and added that he would also like to know what kind of package can be put together by a developer for the downtown site. Would HUD allow low/moderate income tenants to pay more than 30% of their income for rent? Discussion followed on HUD's rules and the City Council's direction as to what economic tools might be used to assist with the development of the property. Commissioner ludovissie stated it is critical to elderly housing that a wide range of services be available and, at this time, this site does not have those services. Discussion followed about the status of development proposals for other sites in downtown Plymouth. is Director Tremere stated that the Commissioners need to advise the Council on whether. the City should continue with the rest of study. The question the City Council wants answered is should they recommend to proceed to Stages III and IV. He said Stage III will permit the testing of opinions of focus groups to determine designs, site, impact of market rate housing versus subsidized housing. Chairman. Neils asked if residents' attitude towards market rate senior housing could be included in Stage III. Ms. Marshik answe.red that it could. MOTION was made by Commissioner Crain, seconded by Commissioner Hillstrom, to recommend that the City Council authorize Stage III of the Senior Housing Market Study. Discussion followed on advisability of Including Stage IV with this motion. MOTION was made by Commissioner Crain, seconded by Commissioner Hillstrom, to amend to add Phase IV. Notion to amend carried, four ayes. Motion as once amended carried on a Roll Call vote, four ayes. Ms. Mars' siated she would meet with the task force to develop the focus and bring it back to the HRA and City Council for their review. HRA Special Meeting 3une 11, 1981 Page Three STATUS OF CDBG HOUSING REHABILITATION GRANT PROGRAM Associate Planner Dale reported that a " management review of the CDBG housinq rehabilitation grant program was conducted In April. A letter was received from Hennepin County outlining those procedural changes required for the communities their staff had visited. Another audit will be conducted next spring. DAYCARE ASSISTANCE PROGRAM, COBE YEAR XII Associate Planner Dale reported that there has been a significant increase in fund expenditures for daycare assistance over the past tare months. The expenditures prtvicusly reported for an earlier period were low. This was the result of the process the Greater Minneapolis Day Care Association uses to bill the County. Chairman Neils asked that the status be rechecked in three months with a report to the HRA and Council. Commissioner Crain expressed a concern with the great variance of expenditures from month-to-month and asked if there was a danger of the program running out of money. Director Tremere answered that this variance may be because of the method of billing to the County and doesn't necessarily reflect the billinq to the customers. Associate Planner Dale stated he will check with the County to determine the cause. STATUS OF SECTION 8 RENT ASSISTANCE PROGRAH Associate Manner Dale reported that the HUD area representative for the Section 8 Rental Assistance Program would be conducting an administrative review on 3une 30. A report of the findings will. be provided to the Commissioners. Staff is in process of putting the files in order. STATUS OF HOUSE DOCTOR PROGRAM Associate Planner Dale reported that West Hennepin Human Services indicated that 14 homes in Plymouth have been provided with House Doctor services. OTHER BUSINESS The meeting adjourned at 8:08 p.m.
