HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 02-10-1986MINUTES OF ANNUAL MEETING (CONTINUED) AND 30INT CITY COUNCIL/HOUSING AUTHORITY DINNER MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, AINNESOTA 4:BRUARY 10, 1986 The Annual Meeting of the Housing and Redevelopment Authority of Pgymouth which was continued from January 27, 1986, was called to order by Chairman Del Erickson on the 10th day of February, 1986 at 6:00 P.M. in the City Center Council Conference Room, City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Erickson, Commissioners Harold Bakke, and Rod Hillstrom. City Couuclimembers present were: Mayor Schneider and Councilmembers Crain, Vasiliou, Sisk, and Zitur. Also present were Executive a rector Willis,. Planning Director Tremere, Associate Planner Dale and City Clerk Houk. ABSENT Commissioner Gerry Neils OATH OF OFFICE - COMMISSIONER DAVID CRAIN City Clerk Houk administered the Oath of Office to Commissioner David Crain. The City Council, at its meeting of February 3, 1986, appointed Commissioner Crain to a term expiring January 319 1991. DISCUSSION OF DEVELOPMENT POSSIBILITIES FOR ELDERLY HOUSING SITE IN "DOWNTOWN PLYMOUTH" Planning Director Tremere made a presentation regarding the current status of the pos- sible options open to the City for development of elderly housing on its site .,, 37th Avenue North and Plymouth Boulevard. He related that the four developers who ViaJ res- ponded to the Request for Proposal (RFP) to develop the site, were all of thn opr.iIton it would require more participation by the City and HRA to develop elderly housing with 51% or more of the rents affordable to low and moderate income elderly. Mayor Schneider polled the City Councilmembers to determine how they felt about opening up more creative financing options to the developers. He especially wanted to know their stance on the possible development of a. Tax Increment District to include the elderly housing site. The consensus of the Councilmembers was to allow the provision of tax increment financing as another option, provided this would produce affordable elderly housing in Plymouth. None of the Councilmembers wanted the "Downtown" site used for family housing. All Councilmembers favored a mid -rise structure of four stories or more. They gave further direction to staff to re-initiate a new Request for Proposal, and contact those firms initially contacted during the summer of 1985. SCATTERED SITE HOME OWNERSHIP PROGRAM Staff explained the need for the Housing Authority to authorize the sale of two houses ready for sale under the Scattered Site Home Ownership Program. These sales, scheduled for later this month, would complete the Glacier Meadows p'.:)t and development. NOTION by Commissioner Rod Hillstrom, seconded by Commissioner Harold Bakke, to adopt HRA Resolution No. 86-03 AUTHORIZING THE SALE OF LOT 2, GLACIER MEADOWS (1510 GLACIER LANE NORTH) TO A QUALIFIED BUYER AND THE ESTABLISHMENT OF THE CONDITIONS GOVERNING 1HIS SALE. MOTION by Commissioner Rod Hillstrom, seconded by Commissioner Harold Bakke, to adopt HRA Resolution No. 86-04 AUTHORIZING THE SALE OF LOT 3, GLACIER MEADOWS (1500 GLACIER LANE NORTH) TO A QUALIFIED BUYER AND THE ESTABLISHMENT OF THE CONDITIONS GOVERNING THIS SALE.
