HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
0 October 17, 1985
The special meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota
was called to order by Chairman Del Erickson on the 17th day of October, 1985 at 6:35
p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following
members of the Authority were present: Chairman Erickson, Comnissi.oners Gerry Neils,
Pat Neils, Harold Bakke and Rod Hillstrom. Also present was: Assistant City Manager
Frank Boyles and Housing Specialist Mllt Dale.
ABSENT
None.

A motion wa, made by Commissioner Bakke, seconded by Commissioner Hillstrom, to
approve the minutes of the September 9, 1985 meeting as submitted.
Notion carried.
SENIOR CITIZEN HOUSING SIt&E DEVELOPMENT REVIEW
The Commissioners discussed at length whether the senior citizen housing program
should be developed for the aging population or the aged population. Concerns were
expressed as to what service facilities would be required in a housing facility
e serving the needs of aged people. Commissioner Gerry Neils indicated that the
objective identified years ago by both the Planning Commission and City Council was to
provide senior citizen housing on the downtown site and not to provide senior care
facilities. The conclusion reached by the Commissioners was that it would be more
appropriate to provide housing for mobile, more active senior citizens than for those
who are In need of considerable car
Commissioner Gerry Neils believed that a good management firm will provide those
services necessary to keep its tenants satisfied. Commissioner Hillstrom expressed an
opinion that it would be excessively costly to provide a wide range of services in
a project of this nature.
Commissioner Pat Neils indicated her displeasure with HUD requirements as to senior
citizen facilities and the requirements in effect for the Loan to Lenders Program.
She believed a more definitive answer from Hennepin County or from HUD was needed as
to the issue of Section 8 income and affordability versus the rental range outlined in
the .letter from Mark Hendrickson of Hennepin County. All Commissioners agreed this
was a critical issue.
Commissioner Gerry Neils expressed the need for the Housing Authority to have an
escape clause" from HUD regulations to "buy off" the project if it became necessary.
Chairman Erickson asked the Commissioners If they had ranked the four developers after
the interview in September. All four commissioners who had been in attendance a. the
Interview session discussed their reaction to the presentations and indicated mixed
isfeelings on a ranking.

Soave discussion ensued over whether one firm still had an .interest In pursuing senior
citizen development in the City. This opinion was based on the failure to respond to
staff's latest letter requesting additional financial information.
All Commissioners believed that a more definitive answer must be obtained !'rom
Hennepin County or HUD as to the rents at the proposed project versus the issue of
affordability and income. Discussion also took place as to how the housing authority
would sell off the property and return the funds to HUD should the project not prove
feasible at that site.
PUBLIC HEARING FOR CDBG PROGRAM REVISIONS
Commissioners agreed with staff that a public hearing should be held in November to
resolve the issue of unspent Year X funds. Commissioners decided that Monday,
November 4th at 6:30 p.m. would be the time and place for this public hearing.
The meeting adjourned at 8:50 p.m.
