HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-05-19850 MINUTES OF REGULAR MEEt;NG HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA AUGUST 59 1985 The regular meeting of the Housing and Redevelopment Authority of Plymouth, was called to order by Chairman Del Erickson on the 5th day of August, 1985 at 6:36 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Erickson, Commissioners Pat Neils, Gerry Neils, Rod Hillstrom, and Harold Bakke. Also present were Planning Director Tremere, Housing Specialist Dale, Assistant City Manager Boyles, and Planning Commissioners Plufka and Wire. ABSENT None MINUTES r It was moved by Commissioner Gerry Neils, seconded by Commissioner Hillstrom, to approve the minutes of the June 3, 1985.meeting as submitted. Notion carried. HOUSING CONDITIONS SURVEY Director Tremere introduced Bill Weber, planning consultant with BRW, who was present to answer questions about the housing conditions survey his firm is doing for the City. He stated he will have a draft report ready for staff review by the end of August. He has analyzed the 1980 census data and conducted a windshield survey of exterior building conditions in certain designated neighborhoods. Staff has been working on an employee survey which should be ready in the next few weeks. This survey will be analyzed by Mr. Weber when it's available. The final draft may include revisions to the City's Housing Policies, Programs, and Strategies to meet current Metropolitan Council requirements. Staff Informed the Commissioners that the employee survey seeks basic demographics on employees, income, location of residence, preferred housing location. Mr. Weber stated normally : 10% return is expected. Director Tremere indicated the last survey of employees in the City produced a 40% return, likely due to the good cooperation of the employers. Weber stated it took three days to complete the windshield survey. pith the exception of some neighborhoods east and west of Medicine Lake, most of Plymouth's housing is in excellent shape. He added that the level of detail used for this study is sufficient for the City's purposes. It was suggested that a Joint Planning Commission/HRA meeting be held when the survey is completed to relate the results to the City's Comprehensive Plan. It was noted that a public hearing by the Planning Commission is required to amend the Housing Guide -Chapter. SrA T TEh_ HOME OWNERSHIP PROGRAM UPDATE Associate Planner Dale stated that the remaining work at 1520 Glacier Lane Includes the asphalt driveway, landscaping, heating.system, window repair, and clean up. Commissioner Gerry Neils stated his concern with the amount of time it has taken to finish the hou--e. Director Tremere stated staff has learned from this first house; that moving a house to a new location and rehabilitating it can take longer than constructing a new house. It may be possible to bid the entire fob to one contractor for the remaining two houses which will be ready to be moved to Glacier Meadows within the next few weeks. Commissioner Pat Neils stated concern with the timing of occupancy for families, considering the starting date for school. Extensive discussion ensued regarding development sequence and the merits of using a general contractor. NOTION was made by Commissioner Hillstrom, seconded by Commissioner Bakke, directing staff to .investigate the possibility of using a single contractor and to proceed with the relocation and foundation work of the next two homes. A report should be provided at the next meeting. Notion carried, five ayes. Commissioner Pat Neils stated her concern with the estimates of value obtained to date. She would like the City to hire an independent professional appraiser to establish a market value. NOTION was made by Commissioner Pat Neils, seconded by Commissioner Hillstrom, that the sale price be determined after receiving the report of .an independent professional appraiser. Notion carried, five ayes. 0 HRA Regular Meeting August 5, 1985 Page Three Extensive discussLon ensued regarding an Equity Participation system. Commissioner Gerry Neils stated a sliding scale of equity participation should be established which would phase out after 7 - 10 years. NOTION was made by Commissioner Bakke, seconded by Commissioner Hillstrom, that staff establish a sliding scale of equity participation at 10 percent per yer over ten years for HRA review. Notion carried, five ayes. SECTION 8 PROGRAM UPDATE Associate Planner Dale stated that the Plymouth HRA will be receiving 15 additional two bedroom family Section 8 certificates after the submission and approval of several supportive documents required by HUD. PROPOSALS FROM PROSPECTIVE DEVELOPERS OF SENIOR CITIZEN SITE Associate Planner Dale reported that four proposals were received from prospective developers of the senior citizen housing site. He recommended that the Commission meet in early September to make a selection. Commissioner Gerry Neils asked. staff to establish a "structured approach" for Interviewing each developer. It was agreed to have the next regular HRA meeting on September 9 at 6:30 p.m. A second September meeting to interview the prospective developers would be held at 6:00 p.m. on the 12th. Commissioner Bakke left the table at 7:50 p.m. Commissioner Pat Neils stated she does not want to be lobbied by any of the prospective developers. It was the concensus to inform prospective developers that materials would be reviewed by the HRA prior to interviews. NOTION was -:de by Commissioner Pat Neils, seconded by Commissioner Gerry Neils, to adopt HRA RESOLUTION 85-08 PROHIBITING POTENTIAL ELDERLY HOUSING DEVELOPERS FROM LOBBYING HRA COMMISSIONERS. Notion carried on a Roil Call vote, four ayes. Commissioner Gerry Neils asked staff to provide a list of nearby senior citizen housing projects showing the number of units, length of time to fill the project and other waiting list information. Discussion followed on the specific data needed from the developers in order to make a decision and the type of development the HRA would like to see. Specific data to be requested incaudes: Evaluation of proposed structure is 1. HRA Regular fleeting August 5, 1985 Page four based upon security, access and site usage criteria; justification and anticipated time span for any phasing; specifics about management of facility Including who, on what basis, (contractual, full time), hoar selected, method of assuring accountabU ,t.y, type of programming provided to residents, method of assessing performance; provide profit and loss statement justifying public funding requested; and timeline for construction. A structured approach for conducting interviews should be established by staff. Each interview is to be 15 minutes of presentation by the developer and 30 minutes of question/answer. NOTION was made by Commissioner Pat Neils, that Chairman Erickson write Council's opinion of various financing September 12th meeting. Notion carried, four ayes.. Neils, seconded by Commissioner Gerry to Mayor Davenport requesting the techniques for the project before the. Staff was directed to provide an analysis of the ordinance parking requirements for senior housing, especially the amount of underground parking. The meeting adjourned at 8:42 p.m. V . Secretary
