HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 06-04-1984WNUTES OF REGULAR MEETING HOUSING AND REDn, ELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA JUNE 4, 1984 The regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was called to order by Chairman Del Erickson on the 4th day of June, 1984 at 6:40 p.m. at the City Council Chambers in the City of Plymouth, Minnesota.. Thefollowing members of the Authority were present: Chairman Erickson, Commissioners Pat tells, Harold Bakke and Rod Hillstrom who joined the meeting at 6:50 p.m. Also present were Planner Tremere, Associate Planner Dale, and City Clerk Houk. ABSENT COmmissioner Gerry Neils MINUTES It was moved by Commissioner Bakke, seconded by Commissioner Pat Neils, to approve the minutes of the March 19, 1984 public hearing as submitted. Notion carried, three ayes. STATUS REPORT ON ACQUISITION/SCATTERED SITE REDEVELOPMENT PROGRAM The Commissioners reviewed Associate Planner Dale's status report on the acquisition/scattered site redevelopment program. Associate Planner Dale stated he would like to hold the public lnformatioral meeting in July and have the Planning Commission review the preliminary plat In August. He added that because the City is doing the planning for the C.t.l. 61 extension, the homes presently on the property will be available to the HRA through the City at a nominal cost. He stated he will discuss the matter with the City Council to determine how much they are asking for the hones. Commissioner Hillstrom joined the meeting at 6:50 p.m. Commissioner Pat Neils left to attend a City Council meeting. Commissioner Hillstrom suggested holding the informational meeting on Monday, July 30. Associate Planner Dale stated he expects some neighborhood concern over which street the houses will face when moved in because some of the residents have already asked. Another concern may be the fact that the homes will be sold to low income families. Notion was made by Commissioner Hillstrom, seconded by Commissioner Bakke, to set the informational meeting for Monday, July 30 and combine it with a regular HRA meeting. Notion carried, three ayes. Regular HRA Meeting June 4t 1984 Page Two ELDERLY HOUSING ON DOWNTOWN SITE Planner Tremere stated he and Associate Planner Dale met with. City Manager Jim Willis and Susan Taylor of Health Central regarding elderly housing in the downtown Plymouth site. Health Central is interested in pursuing some level of elderly housing in Plymouth. He will keep the HRA appraised of any developments. CLEAN-UP OF ELDERLY HOUSING SITE Associate Planner Dale reported that Pioneer Tree Service had been contracted to remove debris from the elderly housing site. The City Forester will. prepare a map of the site indicating the location, size, and desirability of saving the trees. The map will be avai:able at the next HRA meeting. CHANGE IN !ECTIR4 8 INCOME LIMITS Associate Planner Dale submitted the changes in the income limits for lower Income and very low income ceilings which HUD established effective 4ai 11, 1984. These limits are used to determine eligibility for various government housing assistance programs. Uiscuss.ion followed on, the percentage of Plymouth assistance recipients on each level. CORRESPONDENCE FROM HUD AREA OFFICE Associate Planner Dale reported he had received a letter from HUD giving final Clearance on their Plymouth Section 8 findings. Another letter from HUD approved the contract for accounting services with the firm of Hawkins, Ash, Baptle and Company. HUD did suggest, however, that the Plymouth Housing Agency continue to prepare HAP checks and quarterly requisitions. The Finance Department has agreed to this arrangement.
