HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 07-16-1984 SpecialMINUTES OF SPECIAL MEETING HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA 3ULY 16, 1984 The special meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was called to order by Chairman Del Erickson on the 16th day of 3uly, 1984 at 6:40 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Erickson, Commissioners Pat Neils, and Rod Hillstrom. Also present were Executive Director Boyles, Associate Planner Dale, City Attorney Lefler and City Clerk Houk. ABSENT Commissioners Harold Bakke and Gerry Neils MINUTES It was moved by Commissioner Hillstrom, seconded by Commissioner Pat Neils, to approve the minutes of the 3une 4, 1984 meeting as submitted. Motion carried, two ayes.. Commissioner Pat Nells abstained. PRE -TERMINATION OF HEARING FOR SECTION 8 TENANT Executive Director Boyles stated Lhat the HRA has been provided with a report from Associate Planner Dale regarding the Section 8 certificate of Charlene Larkin. The purpose of the public hearing is for the HRA to determine whether or not there is evidence that the certificate should be rescinded. Ms. Larkin was not present nor was her representative. Associate Planner Dale stated that Ms. Larkin did sign for the certified Letter telling her of the hearing and the recommendation that her Section 8 certificate be terminated and asking her to be present. Attorney Lefler stated that since this is not a hearing to evict the tenant, the HRA can revoke the Section 8 certificate. Given the fact that the eviction has been documented, no further testimony is necessary. The records provide the basis on which the HRA can act. The public hearing was opened at 6:47 p.m. No one chose to speak and the hearing was closed at 6:47 p.m. MOTION was made by Commissioner Pat Neils, seconded by Commissioner Hillstrom, that the Section 8 certificate for Charlene Larkin be terminated because the applicant caused disruptive actions with certain tenants at the Four Seasons Villa apartment complex, failed to make rent payments in a timely manner and is failed to provide the Housing Authority office with current income or asset data to determine her eligibility. Motion carried on a Roll Call vote, three ayes. Special HRA Meeting 3uly 16, 1984 Page Two SECTION 8 CERTIFICATES Associate Planner submitted a report showing the number of two and three bedroom Section 8 certificates held by battered women from the Home Free shelter. He has noticed a higher number of vacancy loss claims and property damage from residents from the battered womens' facilities. He will continue to monitor this matter. He added that some controls may have to be placed on the situation, such as limiting the number of certificates released to these residents. DAY CARE SUBSIDY PROGRAM Associate Planner Dale submitted a contract between the HRA and the Greater Minneapolis Day Care Association for day care service for the HRA's review. The contract will be submitted to the City Council for final execution. The weeting adjourned at 6:53 p.m.
