HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
40 AUGUST 14, 1984
The special meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was called to order by Chairman Del Erickson on the 14th day of
August, 1984 at 6:40 p.m. at the City CoLncil Chambers in the City of
Plymouth, Minnesota.
following members of the Authority were present: Chairman Erickson,
aiRsioners Pat Neils, Gerry Neils, Rod Hillstrom and Harold Bakke. Also
present were Acting Executive Director Boyles, Director of Planning and
Community Development Tremere, and Housing Specialist Dale.
MINUTES
It was moved by Commissioner Hillstrom, seconded by Commissioner Pat Neils, to
approve the minutes of the Ouly 16, 1984 meeting as submitted.
Motion carried, three ayes. Commissioners Gerry Neils and Bakke abstained.
PUBLIC INFORMATIONAL MEETING REGARDING PROPOSED SCATTERED SITE PROGRAM
Acting Executive Director Boyles stated that written notification of the
public informational meeting had been sent to property owners within 500 feet
of the property in question. He summarized the purpose of the meeting and
the fact that both platting and land acquisition processes are underway.
Director of Community Development Tremere displayed the parcel in question,
Indicating that it would be the City's intent to purchase this tax forfeit
parcel and divide it into three buildable lots. It is understood that the
HRA's intent is to match the houses to those of the existing neighborhood. He
stated that the preliminary plat for "Glacier Meadows" is being reviewed by
the Development Review Committee for ordinance adherence prior to the Planning
Commission public hearing. The lot has been surveyed and soil borings have
been completed in order that this project may continue. The homes would be
owner -occupied by families who qualify for low to moderate income status under
federal guidelines. The entire project is expected to take three years,
although it is hoped that with sufficient funding and housing availability
that the project can be completed within two years or less.
Chairman Erickson opened the public informational meeting.
LeRoy Reinke 14411 County Road 6,. asked about the zoning of the property east
or e ernbrook Lane, including the higher land at the north end of the
storm water drainage area south of County Road 6. Planner Tremere stated that
this parcel was purchased by the City for the future Fernbrook Lane and for
the area storm water drainage. The City has also acquired land to the east in
anticipation of the future interchange of County Road 6/1.494. The zoning is
FRD (Future Restricted Development) and the guiding is public/semi public or
is
multiple residential. The City does not have development pla,-* for the land.

Mr. Reinke asked that the City plan the entire area conceptually in order thatPY
the final project both east and west of Fernbrook Lane be considered as one
neighborhood.
Mr. Reinke asLj if the city intended to develop the entire land area east and
west of Fernbrook Lane at one time. Planner Tremere indicated that only the
property to the west of Fernbrook is contemplated at this time with this
proposal.
3er lestad 14330 - 15th Avenue No., asked whether Fernbrook would be
completed ail the way south to Carlson Center as a two or four lane road, and
the amount of right-of-way that would be required. Planner Tremere stated
that 66 ft. of right-of-way will be necessary to extend Fernbrook as a two
lane road with parking south to the Carlson Center project. He also stotcd
that it is likely that Glacier Lane will be a cul-de-sac south of County Road
6 in order that access to County Road 6 would be by Fernbrook exclusively.
Mr. Tinglestad. stated that with income guidelines at $25,000 to $30,000 for
families of five to seven persons, it is likely that they will not have suffi-
cient resources to maintain the houses. Concern was also expressed as to
whether the five to seven persons within the house mist be a family unit.
Housing Specialist Dale indicated that low to moderate income families only
would be eligible. He also stated that steps would be taken to eliminate
windfalls" for those families selling the homes. He stated that the average
price of the houses which might be moved on to these parcels, exclusive of the
land, would be between $6.0,000 to $60,000.
Karen Tinglestad asked who determined whether a house is moved in and the
overall length of the program. HRA members clarified that the overall program
Length is anticipated at three years and that availability would be the
primary factor in determining when houses are moved in.
Doiur.hy Lorenz 14307 County Road 6, questioned the qualifying criteria and
whether alist' of eligible applicants exists. Housing Specialist Dale said
that there is no list and that the first priority would be given to Plymouth
residents or those who work in Plymouth.
3erry Tinglestad stated that he would prefer to see the new houses "front" on
Glacier Lane. Planner Tremere indicated that this would be consistent with
the preliminary plat which shows driveway access from Glacier Lane only.
Commissioner Neils stated that it is the intent of the Housing Authority to
put a three bedroom house which is equivalent or better than equivalent to
those in the neighborhood on these parcels.
Commissioner Pat Neils commented that each house should have a double garage,
preferably attached. Commissioner Gerry Neils felt that it would be important
that the yards be finished and landscaped before actually being sold.

LeRoy Reinke expressed concern that, while the initialpurchase rice of theP
house would be less, continuing operating costs would be the same as for a
house that ie not written down. He is concerned whether persons eligible
for the program would be able to maintain their house. CommiSSioner Neils
stated that he believes that the mortgage bankers will look carefully at these
criteria to insure that persons who qualify can also maintain the house.
9erry Tingiestad asked who will decide which families get a house. The role
of a financial institution in reviewing mortgage applications was explained.
Chairperson Erickson explained that other guidelines may be added to the
program by the HRA to insure that the program is a success. He stated that
this program will be advertised through the City's official newspaper and that
guidelines may include a requirement that eligible persons both live and work
In Plymouth. It is not the HRA -1s intent to rent any of the houses.
Planner Tremere outlined the timeline of the program, indicating that lot
acquisition and platting should be accomplished by the end of this year.
The Intent is to proceed as promptly as possible.
Chairman Erickson announced that If other residents had concerns that they
should be in contact with Mil:. ^ale. He closed the public informational hear-
ing at 7:54 p.m.
NOTION was made by Commissionev Gerry Neils, seconded by Commissioner.
Hillstrom to proceed with acquisition of the parcel with the followingisqualifications:
1. That driveway and frontage exposure of the houses be from Glacier Lane.
2. That all houses prior to sale, have landscaping and sod completed
equiva.14nt to or better than that found within the neighborhood.
3. The standard for houses to be built or moved in shall be the equivalent
or better than the averane three bedroom rambler in the immediate
neighborhood.
NOTION to amend was made by Commissioner Pat Neils, seconded by Commissioner
Gerry Neils to add condition no. 4, "That each of the houses shall have a
double garage, preferably attached."
Notion to amend carried, five ayes.
There was brief discussion as to the feasibility of curb and gutter on the
east side of Glacier Lane.
Main motion carried, five ayes.

NOTION was made by Commissioner Gerry Neils, seconded: by Commissioner Pat
Hells, to adopt a RESOLUTION DIRECTING THE STAFF TO PROCEED TO ACQUIRE THE
PROPERTY AT GLACIER AND FERNBiOOK LANES• FOR THE PLYMOUTH HOUSING AND
REDEVELOPMENT AUTHORITY SCATTERED SITE PROGRAM AND TO REFER THIS MATTER TO THE
CITY COUNCIL FOR FINAL ACQUISITION AUTHORIZATION.
Notion passed on a roll call vote, five ayes.
The Housing and Redevelopment Authority directed the staff to request the City
Engineer to evaluate the suitability of Glacier Lane as a permanent street and
Its connection with Fernbrook Lane, to investigate the possibility/necessity
of installing curb and gutter or an additional lift on the street to make it
meet permanent street standards, and to advise on the closing of Clacier Lane
at County Road 6..
